Abstract

Minangkabau merupakan salah satu masyarakat adat yang masih mempertahankan sistem nilai berbasis kearifan lokal. Salah satu nilai adat yang mengatur tata krama perempuan adalah Sumbang Duo Baleh, yaitu dua belas bentuk perilaku yang dianggap menyimpang dari norma adat. Di era globalisasi, nilai-nilai ini mengalami degradasi, khususnya pada generasi milenial. Penelitian ini bertujuan untuk mengkaji makna, relevansi, serta tantangan implementasi nilai Sumbang Duo Baleh dalam kehidupan generasi muda Minangkabau masa kini. Melalui pendekatan kualitatif deskriptif dan studi literatur, artikel ini menemukan bahwa ketiga bentuk sumbang yakni sumbang kato, sumbang pakai, dan sumbang bagaua adalah yang paling terpengaruh oleh modernisasi. Upaya revitalisasi nilai adat diperlukan untuk menjaga identitas budaya Minangkabau secara berkelanjutan.

Abstract

Administrative Law (HAN) plays a central role in guiding and controlling the exercise of administrative authority to ensure it remains within lawful and accountable boundaries. The General Principles of Good Governance (AUPB), such as legal certainty, transparency, accountability, and the prohibition of abuse of power, serve as key guidelines for establishing transparent and democratic governance. This article is structured using a library research approach to examine the implementation of AUPB in administrative practices in Indonesia and to identify the challenges faced. The findings indicate that the implementation of AUPB still encounters several obstacles, including limited understanding of its substantive principles among public officials, a bureaucratic culture resistant to openness, regulatory inconsistencies, and weak internal and external oversight mechanisms. Furthermore, the adaptation of AUPB in digital public service delivery requires institutional readiness and improved human resource capacity. Therefore, strengthening legal understanding, institutional reform, and the integration of AUPB principles into governance systems are necessary to realize clean, effective, and accountable public administration.Keywords: Administrative Law, AUPB, implementation, public governance, oversight

Abstract

Legal services are one of the strategic functions of the State Attorney/Prosecutor (Jaksa Pengacara Negara - JPN) in supporting good governance and encouraging the creation of legal certainty for government agencies and the public. This study discusses the implementation of legal service innovation by the State Attorney/Prosecutor at the Padang District Attorney's Office (Kejaksaan Negeri Padang) through the establishment of JPN Service Corners (Pojok Layanan JPN) in stakeholder offices such as regional government agencies, Regionally Owned Enterprises (Badan Usaha Milik Daerah - BUMD), and other government institutions. The main objective of this innovation is to bring access to legal consultation services, legal aid, and legal opinions closer to the parties who need them, while simultaneously enhancing the effectiveness of cross-sectoral coordination. Overall, the establishment of JPN Service Corners in stakeholder offices can serve as a model of best practice for the Prosecutor's Office in expanding the reach of preventive and repressive legal services, as well as strengthening the role of the Prosecutor's Office as the government's legal advisor. The recommendation of this study is the need for strengthening internal regulations, increasing the capacity of JPN, and expanding the scope of the service corners to other institutions in order to support clean and effective governance.Keywords: State Attorney, Legal Services, Public Service Innovation, JPN Service Corner, Good Governance
