Abstract

Indonesia's digital economy is growing rapidly with e-commerce transactions continuing to increase. However, this is accompanied by increasing cyber threats that endanger the security of online transactions. Cyber law, through the ITE Law and the Personal Data Protection Law, plays a vital role in maintaining the security of these transactions, but its implementation still faces various challenges. This study aims to analyze the effectiveness of cyber law in protecting the security of e-commerce transactions in Indonesia, identify gaps in regulations, and provide recommendations for improving digital security. This study uses a qualitative method with a descriptive-analytical approach. Data were collected through in-depth interviews with experts and document analysis related to cyber law regulations and security incident reports. Samples were selected purposively from regulators, cybersecurity experts, and e-commerce representatives. The results of the study show that although cyber law regulations already exist, their implementation is not optimal. Many business actors have not complied with security standards, and law enforcement against violations is still weak. In addition, the National Cyber and Crypto Agency (BSSN) has an important role, but limited resources and coordination are obstacles. Public education about cyber security also still needs to be improved. Stronger collaboration between the government, private sector, and the community is needed to improve the security of online transactions, as well as stricter enforcement of regulations to create a safer e-commerce ecosystem in Indonesia. Abstract

Pada era globalisasi dan kemajuan teknologi, tuntutan terhadap pelayanan publik yang berkualitas dan transparan semakin meningkat. Upaya untuk memenuhi tuntutan tersebut, pemerintah Indonesia telah melakukan berbagai upaya, salah satunya adalah melalui inisiatif e-government. Tujuan penelitian ini adalah untuk mengkaji inisiatif e-government di Indonesia sebagai upaya meningkatkan pelayanan dan akuntabilitas publik. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pengumpulan data pada penelitian ini menggunakan studi literatur ynag diperoleh dari Google Schoolar. Data yang telah terkumpul kemudian dianalisis menggunakan tiga tahapan yakni reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa e-government di Indonesia telah memberikan beberapa manfaat diantaranya yaitu meningkatkan efisiensi dan efektivitas pelayanan publik, meningkatkan transparansi dan akuntabilitas pelayanan publik, dan meningkatkan aksesibilitas pelayanan publik. Meski demikian, e-government di Indonesia menghadapi berbagai tantangan diantaranya seperti infrastruktur teknologi informasi dan komunikasi yang masih belum memadai, kurangnya SDM yang kompeten di bidang e-government, serta masih adanya budaya birokrasi yang menghambat penerapan e-government. Sehingga dapat disimpulkan bahwa e-government di Indonesia memiliki potensi untuk meningkatkan pelayanan dan akuntabilitas publik. Namun, inisiatif ini masih menghadapi beberapa tantangan yang perlu diatasi.

Abstract

Inflation is a major challenge faced by many countries, especially amid rising global energy prices. This increase has the potential to disrupt people's purchasing power and economic stability. This study aims to explore the effectiveness of fiscal and monetary policies in dealing with inflation triggered by fluctuations in energy prices. The study used a mixed approach with quantitative analysis through multiple linear regression on secondary data from three countries (Indonesia, Brazil, Germany) and in-depth interviews with 12 economists to obtain a qualitative perspective. The results of the analysis show that energy prices have a significant impact on inflation (b3 = 0.75, p < 0.001), and fiscal policies, such as subsidies, can ease the burden of inflation. Coordination between fiscal and monetary policies has proven crucial to achieve economic stability. It was found that 75% of respondents agreed that policy integration can increase effectiveness in tackling inflation. The study concludes that a synergistic approach between fiscal and monetary policy is urgently needed to confront complex inflation challenges amid energy market uncertainty. This research contributes by providing a comprehensive framework for integrating fiscal and monetary policies to effectively manage inflation driven by rising global energy prices.

Abstract

The digital transformation of village governance is essential for the successful implementation of Smart Village initiatives in Indonesia. Despite the government’s efforts, challenges remain, including low digital literacy among village officials and infrastructure limitations. This study aims to explore how village leadership drives digital transformation through digital literacy education programs within the Smart Village framework. A mixed-methods approach was employed, combining quantitative surveys with qualitative case studies across 45 villages in Indonesia. The research identifies the significant role of transformational leadership in facilitating digital governance, showing that leaders who actively engage with and support digital literacy programs achieve higher participation and completion rates. Key findings reveal that digital literacy programs significantly improve village administrative capacity, including data management, e-governance, and transparency. The research highlights leadership competencies, such as vision articulation and stakeholder mobilization, as critical drivers of success. The study concludes that leadership-driven digital literacy education is crucial for bridging the digital divide, enhancing governance efficiency, and ensuring the sustainability of Smart Village initiatives. Recommendations include investing in leadership development and tailored digital literacy programs to foster inclusive digital transformation in rural areas.
