Abstract

Abstrak Latar Belakang : Standar Pelayanan Minimal (SPM) bidang Kesehatan merupakan acuan bagi Pemerintah Daerah Kabupaten/Kota dalam penyediaan pelayanan Kesehatan yang berhak diperoleh setiap warga secara minimal dengan target SPM wajib 100% setiap tahunnya. Pelaksanaan SPM pada pelayanan penderita hipertensi di Puskesmas Kalabbirang yaitu sebanyak 2499 kasus, namun hanya 499 dengan capaian (41,83%) kasus hipertensi yang mendapatkan pelayanan Kesehatan sesuai standar. Tujuan : Untuk mendapatkan Gambaran secara mendalam tentang analisis implementasi kebijakan standar pelayanan minimal penyakit hipertensi di Puskesmas Kalabbirang. Metode : Jenis penelitian ini adalah analisis kualitatif dengan pendekatan fenomenologi. Metode deskriptif adalah penelitian yang melukiskan, menggambarkan, atau memaparkan keadaan objek yang diteliti sebagai apa adanya, sesuai dengan situasi dan kondisi ketika penelitian tersebut dilakukan. Hasil : Hasil penelitian menunjukkan bahwa komunikasi belum berjalan dengan maksimal, kebijakan SPM hipertensi yang dimuat dalam PMK No. 4 tahun 2019 belum ditransmisikan kepada Masyarakat sebagai sasaran dari kebijakan. Sumber daya manusia masih kurang memadai, disposisi sudah berjalan dengan baik, telah melaksanakan koordinasi dan komitmen melibatkan lintas program dan lintas sektor terkait. Struktur birokrasi sudah berjalan cukup baik. Mekanisme pelaksanaan berjalan sudah berjalan sesuai SOP dengan pedoman peraturan Menteri Kesehatan No. 4 Tahun 2019. Implementasi SPM pelayanan penyakit hipertensi di Puskesmas kalabbirang sudah berjalan cukup baik. Diharapkan dinas Kesehatan Kabupaten pangkep dan Puskesmas kalabbirang agar meningkatkan aspek komunikasi, sumber daya, disposisi dan struktur birokrasi dalam pelaksanaannya. Kesimpulan : Kesimpulan penelitian ini ialah aspek komunikasi, struktur birokrasi serta disposisi dinilai cukup optimal dalam keberhasilan program Keluarga Berencana di Kab. Pangkajene dan Kepulauan. Sedangkan aspek sumber daya belum teraktualisasi dengan baik. Abstract Background: The Family Planning Program aims to plan births in order to improve the welfare of mothers and children and ensure controlled population growth. In Indonesia, the family planning program is based on Law Number 52 of 2009 concerning Population Development and Family Development. Based on data from the DPPKB of Pangkep Regency, there has been a decrease in the number of acceptors in the last 3 years. Objective: To explore the implementation of the family planning program policy in Pangkajene and Kepulauan Regency. Method: This type of research is a qualitative analysis with a phenomenological approach. Data were collected through in-depth interviews with 9 informants. The informant selection technique was purposive sampling. Results: The results of the study showed that the communication aspect was running optimally, as seen from the counseling and promotion of family planning activities that were running well. Although the average family planning acceptor did not participate in counseling because not aware of the activity. In addition, it was found that the human resources aspect was not optimal in terms of quantity, so that family planning counselors had multiple tasks. However, it was considered optimal in terms of quality because all parties had received training. Financial resources and infrastructure are also met because they’re well available. From the disposition aspect, the local government is quite committed because the family planning program can run well, even though this program is not yet based on local regulations, supported by KB officers who are active in the service. Meanwhile, from the aspect of bureaucratic structure, each participants doing the tasks with fragmentation and family planning services have a clear flow according to SOP. Conclusion: The conclusion of this study is that the aspects of communication, bureaucratic structure, and disposition are considered quite optimal in the success of the Family Planning program in Pangkajene and Kepulauan Regency. Meanwhile, the resource aspect hasn’t been properly actualized.

Abstract

ABSTRAK Latar Belakang: Akreditasi Fasilitas Kesehatan Tingkat Pertama (FKTP) merupakan pengakuan yang diberikan oleh lembaga independen penyelenggara akreditasi yang ditetapkan oleh Menteri Kesehatan setelah memenuhi standar akreditasi. Akreditasi puskesmas menilai 3 kelompok pelayanan di puskesmas, yaitu kelompok administrasi manajemen (admen), kelompok upaya kesehatan masyarakat (UKM), dan kelompok upaya kesehatan perorangan (UKP). Stuktur standar akreditasi puskesmas terdiri dari 9 Bab, 42 standar, 168 kriteria dan 776 elemen penilaian. Dalam hal ini Permenkes RI Nomor 46 tahun 2015 menyatakan bahwa penetapan status akreditasi puskesmas terdiri dari: tidak terakreditasi, terakreditasi dasar, terakreditasi madya, terakreditasi utama, atau terakreditasi paripurna. Metode: Jenis penelitian ini menggunakan penelitian observasional analitik dengan besar total sampel sebanyak 77 orang, analsis data yang digunakan adalah uji chi square. Hasil: Menunjukkan bahwa nilai p-value pada variabel perencanaan, pengorganisasian, penggerak pelaksana serta pengendalian dan pengawasan lebih besar dari nilai α (0.05). Kesimpulan: Perencanaan, pengorganisasian, penggerak pelaksana serta pengawasan dan pengendalian tidak mempunyai pengaruh terhadap status akreditasi puskesmas di Kabupaten Majene. ABSTRACT Background: First Level Health Facility Accreditation (FKTP) is accreditation granted by an impartial accreditation body selected by the Minister of Health after fulfilling the requirements. Three service groups at public health centers are evaluated as part of public health center accreditation: administrative management group (admen), the community health effort group (UKM), and the individual health effort group (UKP). The public health center accreditation requirements comprise 42 standards, 168 criteria, 776 assessment items, and 9 chapters. In this instance, the Republic of Indonesia's Minister of Health Regulation Number 46 of 2015 specifies that evaluating a public health center's accreditation status entails: not accreditation, basic accreditation, intermediate accreditation, main accreditation, or plenary accreditation. Method: This type of research uses analytical observational research with a total sample size of 77 people, the data analysis used is the chi square test. Results: The study's findings indicate that the p-value for the factors driving implementation, organizing, planning, managing, and supervising is higher than the significance level of 0.05. Conclusion: Planning, organizing, leading implementation, monitoring, and controlling did not affect the accreditation status of Majene Regency public health facilities.

Abstract

ABSTRAK Latar Belakang: Strategi pemasaran adalah memilih dan menganalisa pasar sasaran yang merupakan suatu kelompok orang yang ingin dicapai oleh perusahaan dan menciptakan suatu bauran pemasaran yang cocok dan yang dapat memuaskan pasar sasaran tersebut. Bauran pemasaran adalah strategi produk, promosi, dan penentuan harga yang bersifat unik serta dirancang untuk menghasilkan pertukaran yang saling menguntungkan dengan pasar yang dituju. Namun kini hal tersebut semakin berkembang tidak hanya dalam hal product, promotion, dan price. Namun juga mengenai place, people, process, dan physical evidence. Tujuan: Penelitian ini bertujuan untuk mengetahui hubungan bauran pemasaran jasa dengan loyalitas peserta pada kantor BPJS Ketenagakerjaan Cabang Sulawesi Barat. Metode: Jenis penelitian kuantitatif deskriptif dengan menggunakan metode Cross Sectional. Populasi sebanyak 797 peserta kunjungan pada kantor BPJS Ketenagakerjaan Cabang Provinsi Sulawesi Barat. Jumlah sampel penelitian sebanyak 86 peserta yang diambil dengan menggunakan metode Probability Sampling. Hasil: Hasil penelitian didapatkan ada hubungan bauran pemasaran jasa meliputi produk, price, place, promotion, people, physical evidence dan process dengan loyalitas konsumen pada Ketenagakerjaan Provinsi Sulawesi Barat dengan nilai p = 0,000. Kesimpulan: Diharapkan BPJS Ketenagakerjaan dapat melakukan evaluasi mendalam terhadap strategi promosi yang telah dilakukan untuk meningkatkan efektivitasnya. BPJS Ketenagakerjaan mendorong inovasi produk dengan menambahkan fitur atau layanan yang belum ada. Fokus pada pengembangan produk unggulan yang dapat menjadi ciri khas organisasi. ABSTRACT Background: Marketing strategy is selecting and analyzing the target market which is a group of people that the company wants to reach and creating a marketing mix that is suitable and that can satisfy the target market. The marketing mix is ​​a unique product, promotion and pricing strategy designed to produce mutually beneficial exchanges with the target market. But now this is increasingly developing not only in terms of product, promotion and price. But also about place, people, process, and physical evidence. Objective: This research aims to determine the relationship between the service marketing mix and participant loyalty at the BPJS Employment West Sulawesi. Method: This type of descriptive quantitative research uses the Cross Sectional method. A population of 797 participants visited the BPJS Employment Office, West Sulawesi Province Branch. The total research sample was 86 participants taken using the Probability Sampling method. Results: The research results showed that there was a relationship between the service marketing mix including product, price, place, promotion, people, physical evidence and process with consumer loyalty in West Sulawesi Province Employment with a value of p = 0.000. Conclusion: It is hoped that BPJS Employment can carry out an in-depth evaluation of the promotional strategies that have been carried out to increase their effectiveness. BPJS Employment encourages product innovation by adding features or services that do not yet exist. Focus on developing superior products that can become a characteristic of the organization.

Abstract

ABSTRAK Latar Belakang: Persyaratan ketenagaan di puskesmas berdasarkan permenkes RI nomor 43 tahun 2019 meliputi dokter dan/atauDokter/ dokter gigi. Tenaga Kesehatan (perawat, bidan, tenaga promosi kesehatan dan ilmu perilaku, tenaga sanitasi lingkungan, nutrisionis, tenaga apoteker dan/atau tenaga teknis kefarmasian dan ahli teknologi laboratorium medik. Puskesmas dapat menambah jenis tenaga kesehatan lainnya meliputi terapis gigi dan mulut, epidemiolog kesehatan, entomolog kesehatan, perekam medis dan informasi kesehatan. Tenaga Non Kesehatan harus mendukung kegiatan ketatausahaan, administrasi keuangan, sistem informasi, dan kegiatan operasional lain di Puskesmas. Metode: Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan fenomenologi. Informan dalam ditentukan dengan teknik purposive sampling yaitu pemilihan informan dengan beberapa pertimbangan yaitu pengambil kebijakan dalam satu instansi dan staf yang mengetahui tentang kepegawaian dengan pengumpulan data wawancara, telaah dokumen dan observasi. Hasil: Input dari implementasi jenis ketenagaan berupa kualitas sumber daya manusia, Anggaran, Fasilitas dan Metode yang digunakan. Proses dari implementasi jenis ketenagaan berupa perencanaan dan strategi dalam memenuhi jenis ketenagaan. Output dari implementasi jenis ketenagaan adalah ketersedian tenaga berdasarkan permenkes nomor 43 tahun 2019. Kesimpulan: Implementasi jenis ketenagaan di puskesmas kawasan perkotaan dan kawasan pedesaan menurut permenkes nomor 43 tahun 2019 sudah berjalan sesuai dengan sistem yang ada walaupun masih ada jenis ketenagaan yang belum terpenuhi yaitu tenaga non kesehatan karena belum menjadi prioritas dalam pengusulan tenaga.   ABSTRACT Background: Staffing requirements at puskesmas based on Permenkes RI number 43 of 2019 include doctors and / or doctors / dentists. Health workers (nurses, midwives, health promotion and behavioral science workers, environmental sanitation workers, nutritionists, pharmacists and/or pharmaceutical technical personnel and medical laboratory technologists. Puskesmas can add other types of health workers including dental and oral therapists, health epidemiologists, health entomologists, medical recorders and health information. Non-health workers must support administrative activities, financial administration, information systems, and other operational activities at the health center. Method: The method used in this research is qualitative with a phenomenological approach. Informants were determined using purposive sampling technique, namely the selection of informants with several considerations, namely policy makers in one agency and staff who know about staffing with data collection interviews, document review and observation. Results: Inputs from the implementation of the type of staffing in the form of the quality of human resources, budget, facilities and methods used. The process of implementing types of staffing is in the form of planning and strategies in fulfilling types of staffing. The output of the implementation of the type of staffing is the availability of personnel based on Permenkes number 43 of 2019. Conclusion: The implementation of types of staffing in urban and rural health centers according to Permenkes number 43 of 2019 has been running in accordance with the existing system, although there are still types of staffing that have not been fulfilled, namely non-health workers because they have not been a priority in proposing personnel.
