Abstract

Diabetes Mellitus (DM) sufferers globally continue to increase every year, based on data from the International Diabetes Federation (IDF), sufferers are projected to reach 783 million in 2045. Not only parents, diabetes cases also attack Indonesian children. This is certainly a severe issue that needs to be handled by various parties. This research was conducted to analyze various digitalization efforts carried out by the government, academics, business actors, media, and society within a period of 10 years (2015-2025) to reduce the number of diabetes sufferers in Indonesia. This research method uses qualitative with a Text Analysis approach. The theory used is the Pentahelix Model which involves five main actors, namely: academics, industry, government, community, and media. The research results show that the government is implementing the PTM, GERMAS, PIS-PK, GGL, and the National Campaign to Prevent and Treat Diabetes. Various digital communities were formed by the community, such as Sobat Diabet, Persadia, Blue Circle the Indonesian Diabetes Community, and SobatDIA. From an academic perspective, research on Diabetes was carried out from 2016 -2024 but the perspective was taken from the perspective of medical personnel communication and there were two studies on designing visual media to inform about diabetes in 2019 and 2023. It is hoped that the results of this study can become strategic recommendations for stakeholders in improving health communication to reduce the number of diabetes sufferers in Indonesia through various education on digital pages.

Abstract

ABSTRACT The development of social media has given rise to the phenomenon of netizen power as a new force in shaping public opinion in the digital space . In Indonesia, social media not only functions as a means of social criticism but also as an arena for negotiating identity, moral values, and symbolic power. This study aims to analyze the shift in the discourse of netizen criticism toward public figures on the TikTok account @awbimax, from support for social criticism of public services to identity-based rejection following self-disclosure related to sexual orientation. This study employs a qualitative approach using netnography, with data consisting of publicly available content and comments from netizens on the TikTok account @awbimax during the period of April–May 2025. Analysis was conducted by interpreting interaction patterns, language choices, and dominant narratives of netizens using the Negative Electronic Word of Mouth (Negative e-WoM) and Spiral of Silence theoretical frameworks. The results of the study show a significant shift in netizen discourse, from collective solidarity based on public interest to moral judgment of the personal identity of public figures. Negative comments spread massively and were legitimized by majority values, while voices of support weakened and tended to remain silent. These findings confirm that Indonesia's digital space is not yet completely safe for the expression of minority identities, and show how netizen power can transform from a tool for social criticism into a mechanism for exclusive social control. ABSTRAK Perkembangan media sosial telah melahirkan fenomena netizen power sebagai kekuatan baru dalam pembentukan opini publik di ruang digital. Di Indonesia, media sosial tidak hanya berfungsi sebagai sarana kritik sosial, tetapi juga menjadi arena negosiasi identitas, nilai moral, dan kekuasaan simbolik. Penelitian ini bertujuan untuk menganalisis pergeseran wacana kritik netizen terhadap figur publik pada akun TikTok @awbimax, dari dukungan terhadap kritik sosial pelayanan publik menuju penolakan berbasis identitas personal setelah terjadinya self-disclosure terkait orientasi seksual. Penelitian ini menggunakan pendekatan kualitatif dengan metode netnografi, dengan data berupa konten dan komentar netizen yang tersedia secara publik pada akun TikTok @awbimax selama periode Mei – Juni 2025. Analisis dilakukan dengan menafsirkan pola interaksi, pilihan bahasa, serta narasi dominan netizen menggunakan kerangka teori Negative Electronic Word of Mouth (Negative e-WoM) dan Spiral of Silence. Hasil penelitian menunjukkan adanya pergeseran signifikan wacana netizen, dari solidaritas kolektif berbasis kepentingan publik menjadi penghakiman moral terhadap identitas personal figur publik. Komentar negatif menyebar secara masif dan terlegitimasi oleh nilai mayoritas, sementara suara dukungan mengalami pelemahan dan kecenderungan untuk diam. Temuan ini menegaskan bahwa ruang digital Indonesia belum sepenuhnya aman bagi ekspresi identitas minoritas, serta memperlihatkan bagaimana netizen power dapat bertransformasi dari alat kritik sosial menjadi mekanisme kontrol sosial yang eksklusif.
