Abstract

Indonesia menghadapi tantangan perkotaan signifikan, terutama di kota-kota metropolitan seperti Surabaya. Pertumbuhan pesat jumlah penduduk dan kendaraan bermotor di Surabaya menyebabkan kemacetan lalu lintas yang kronis, mempengaruhi mobilitas dan kualitas hidup warga kota. Berdasarkan data Korlantas Polri pada tahun 2024 Kota Surabaya memiliki 3.690.950 unit kendaraan, dan merupakan jumlah kendaraan terbesar di Jawa Timur. Peningkatan penggunaan transportasi ini berdampak pada keterbatasan lahan parkir, memperburuk kemacetan di Surabaya. Solusi inovatif dan kebijakan efektif diperlukan untuk mengatasi masalah ini dan meningkatkan efisiensi transportasi di Surabaya. Sehingga Pemerintah Kota Surabaya membuat inovasi yakni Park and Ride, dimana sudah terdapat 5 titik gedung parkir di Kota Surabaya salah satunya yakni Park and Ride Kertajaya. Penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan teori dari Wiliam Dunn terkait dengan indikator evaluasi kebijakan yang terdiri dari efektivitas, efisiensi, ketepatan, kecukupan, responsif, dan perataan untuk mengevaluasi Park and Ride Kertajaya berdasarkan dengan PERDA  Kota Surabaya Nomor 3 Tahun 2018. Berdasarkan penelitian yang dilakukan oleh penulis hasil menunjukan bahwa Park and Ride Kertajaya sudah menunjukan hasil cukup baik berdasarkan 6 indikator evaluasi kebijakan oleh Wiliam Dunn.

Abstract

This study examines the implementation of the independence coaching program for inmates at Pasuruan Class IIB Prison. The background of this study is based on the importance of improving the competence and readiness of inmates for social reintegration through an effective coaching program. The main objectives of the study are to analyze the implementation process, obstacles faced, and the positive impacts of the program. The method used in this study is descriptive qualitative with interview, observation, and documentation techniques. Data were analyzed through data reduction, data presentation, and drawing conclusions based on policy implementation theory according to Merilee S. Grindle, as well as triangulation of sources and methods to ensure data validity. The study findings show that the success of the program is supported by cross-sector stakeholder involvement and the benefits felt by inmates, both in terms of improving skills and additional income. The conclusion of the study confirms that the implementation of the program is going quite well, but there are still challenges related to resources, facilities, and environmental factors that need to be reconsidered, especially when moving to an integrated prison. Although there are several obstacles, employees and inmates can overcome these problems with appropriate solutions according to field conditions

Abstract

The development of information technology has made the government continuously innovate by implementing the concept of digitalizing public services, including in the scope of population administration. Surabaya, with a population of 2,893,698 people, certainly faces various dynamics of population administration issues that demand the government to effectively and efficiently address these problems through the e-Government system. One of them is by launching the Digital Population Identity application that includes the ID card and family card with a centralized system under the Ministry of Home Affairs, starting from 2023. The aim of this research is to determine the optimization efforts of the IKD activation service in supporting the digital transformation of population administration in the Kalisari sub-district of Surabaya. In this research, the author uses a qualitative method with a descriptive approach model and utilizes primary data obtained from observations, interviews, and direct documentation at the research site. Meanwhile, secondary data is obtained through literature studies by tracing references such as books, scientific articles, data graphics, and previous research. The research results with optimization theory show that the efforts to optimize the IKD activation service in Kalisari sub-district can be categorized as good, but have not yet reached maximum evenness due to the presence of residents who are not aware of the urgency of population administration order. Therefore, there is a need for a new, more intensive strategy to increase the percentage of IKD ownership in the Kalisari sub-district of Surabaya.
