Abstract

The Malaysian government, through its various ministries and agencies, strive to empower communities via various policies and funding programs. One significant initiative during the post-COVID-19 recovery period is the Malaysian Incentive Community Empowerment program. This program provided funds to over 2,000 non-governmental organisations to conduct community programs focused on four aspects: security, well-being, leadership, and cooperation with public agencies. While the number of communities benefiting from the funding program was encouraging, interviews with the agency responsible for administering the funding and assessment of program reports revealed a lack of adequate and systematic evaluation for program outputs and the returns on the investment made by the government. Evaluating social impacts particularly those resulting from the use of public funding is crucial to ensure accountability, transparency, resource optimisation, social equity as well as for informed decision-making for future initiatives and policies. Therefore, this paper proposes the application of the Social Return on Investment approach by funding organisations and government agencies to measure and validate the impacts of publicly funded community programs. Additionally, this paper explores the reality of integrating this elaborate impact evaluation methodology in the broader administrative framework of the funding program, with particular attention on the opportunities and challenges presented by its implementation by local agencies.

Abstract

Community empowerment grants is one of many initiatives by the Malaysian government to foster social change, economic development and environmental sustainability at the grassroots' level. Annually, the government through its many ministries offer such grants to non-governmental organisations (NGOs) for community program implementations with a predefined aim, scope and target beneficiaries. Analysis of relevant documents, in-depth interviews and focus group discussions involving representatives of Jabatan Pendaftaran Pertubuhan Malaysia (JPPM) and local NGOs is the qualitative method used to enhance the evaluation of community program grant proposals, particularly with the aim to ensure objectivity, fairness and transparency. In this paper, preliminary studies for developing scoring rubric to address the above issue, drawing from extensive review of current practices and responses received from both the government and the NGOs. The assessment is designed around dimensions of community empowerment deliverables, measurable outcomes, implementation capacity, risk management, and program sustainability, each with their own set of indicators. Additionally, this paper also explored the challenges and potential for the application of the scoring rubric for different type of grants, projects or users. In conclusion, by providing a clear and consistent tool to evaluation community program proposals, it is believed that the decision-making and evaluation processes for public-funded community programs, and subsequently the positive impact of such initiatives by the government can be further improved.

Abstract

The government in any country holds responsibility for the governance and administration. However, to enable the successful implementation of all policies at the local level, the government requires a mechanism that aligns with its objectives. Hence, civil society has a crucial role in assisting the government in disseminating precise information and executing initiatives for the community. The objectives of this study are to identify the activities executed under the MyICE Grant and assess their potential impact on the community, in accordance with the objectives of the Sustainable Development Goals (SDG). This study has utilized two methodologies, specifically Focus Group Discussion (FGD) and interview. A total of 15 Focus Group Discussion (FGD) sessions were conducted, consisting of 214 participants from diverse groups who had successfully obtained MyICE grants from the Registrar of Society, Malaysia. There are a total of 124 community empowerment programs that have been mapped with the SDG. It was noted that the programs are designed specifically for the local community and have potential to contribute to the achievement of the SDG. These programs enable the effective implementation of government initiatives aimed at improving community well-being. Collaboration with other government agencies and organizations to deliver community programs is crucial to improving information transmission and community awareness through increased involvement. However, due to the program being executed as one-off activities, the effectiveness of the program's was not conclusive. Therefore, research on community program achievements should be conducted to assess the impact of the implemented program. This evaluation should not only focus on the successful implementation of the program but also consider the program's output and outcome.
