Abstract

Abstrak. Penelitian ini mengkaji aktivitas komunikasi digital Polrestabes Bandung dalam upaya menumbuhkan citra positif melalui platform Instagram. Menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini menganalisis empat aspek utama: pengelolaan platform Instagram, perencanaan konten, kendala pemanfaatan media sosial, dan alasan pemilihan Instagram sebagai media utama. Pengumpulan data dilakukan melalui wawancara mendalam dengan empat informan kunci dari tim Humas Polrestabes Bandung pada 24 Desember 2024, observasi aktivitas digital, serta studi dokumentasi. Hasil penelitian menunjukkan bahwa Polrestabes Bandung telah mengembangkan sistem pengelolaan komunikasi digital yang terstruktur, dengan mekanisme verifikasi konten berlapis dan strategi konten yang bervariasi. Meski menghadapi kendala seperti keterbatasan SDM dan infrastruktur, tim berhasil mengoptimalkan platform Instagram untuk membangun engagement dengan masyarakat, dibuktikan dengan pencapaian 127 ribu pengikut tertinggi di antara Polrestabes se-Indonesia. Penelitian ini memberikan kontribusi dalam pemahaman strategi komunikasi digital kepolisian di era modern dan rekomendasi praktis bagi pengembangan komunikasi publik institusi penegak hukum. Abstract. This research examines the digital communication activities of Bandung Police Department (Polrestabes Bandung) in building a positive image through the Instagram platform. Using a qualitative approach with case study method, this research analyzes four main aspects: Instagram platform management, content planning, social media utilization challenges, and the rationale behind choosing Instagram as the main media. Data collection was conducted through in-depth interviews with four key informants from Polrestabes Bandung's Public Relations team on December 24, 2024, digital activity observation, and documentation analysis. The findings reveal that Polrestabes Bandung has developed a structured digital communication management system, with layered content verification mechanisms and varied content strategies. Despite facing challenges such as limited human resources and infrastructure, the team has successfully optimized the Instagram platform to build engagement with the public, as evidenced by reaching 127,000 followers - the highest among city police departments in Indonesia. This research contributes to understanding police digital communication strategies in the modern era and provides practical recommendations for developing public communication in law enforcement institutions.
