Abstract

Energy is of paramount importance to public interest, as underscored by the Indonesian Constitution, which mandates state intervention to safeguard these interests. Nevertheless, Indonesia’s energy policy is frequently dominated by specific actors, potentially leading to conflicts of interest that may adversely affect the public. This study reveals that both fossil-based and renewable energy policies are consistently influenced by elites from international financial institutions and national actors with close affiliations with political elites. This research identifies international funding bodies, such as the World Bank and the Asian Development Bank (ADB), as the predominant actors in Indonesia's energy transition policy. In addition to international elites, national elites also exert a significant influence on energy transition policies. Consequently, active participation in the civil society is essential. The predominance of a single actor in the formulation of energy policies can result in inequitable energy policies.

Abstract

The Just Energy Transition Partnership (JETP) is a climate financing initiative launched by France, Germany, the United Kingdom, the United States, and the European Union. It was first introduced at the 26th Conference of the Parties (COP26) held in Glasgow, United Kingdom, in 2021. The JETP framework involves collaboration among various stakeholders, including governments, the private sector, and civil society organizations (CSOs), with the primary goal of supporting the implementation of the Paris Agreement. South Africa was the first country to receive JETP support, followed by Indonesia in 2022, during the G20 Summit in Bali. This study explores the contestation of energy transition policy discourses linked to Indonesia’s JETP initiative as represented in online media. To investigate this, the research analyzed 37 articles published by ten Indonesian online news outlets between January until December 31, 2022. The study employed Discourse Network Analysis (DNA) software to map patterns of discourse, and MICMAC (Matrix of Crossed Impact Multiplications Applied to a Classification) analysis to determine key discourse themes. The findings reveal that issues of transparency and public involvement emerge as central themes that significantly shape the direction of energy transition policy under the JETP initiative. This discourse of information transparency and public involvement is the gateway to expanding the space for energy transition policies. By expanding the space for policies, government dominance can be limited. These themes were consistently highlighted across media discourse, indicating their relevance both in academic inquiry and practical policymaking.

Abstract

Energi sangat penting bagi kehidupan masyarakat. Terkait dengan itulah keterlibatan aktif para pemangku kepentingan sangat diperlukan. Dominasi salah satu aktor dalam perumusan kebijakan energi membuat kebijakan itu berpotensi menjadi tidak adil. Dengan melakukan studi literatur dan wawancara kepada informan dari para pemangku kepentingan, penulis menemukan bahwa lembaga pendanaan internasional (Bank Dunia dan ADB) mendominasi kebijakan transisi energi di Indonesia. Kedua lembaga keuangan internasional itu mempengaruhi kebijakan energi Indonesia, baik yang berbasiskan fosil maupun terbarukan. Dalam skema pendanaan Just Energy Transition Partnership (JETP) misalnya, kedua lembaga keuangan internasional itu ada di setiap kelompok kerja pada penyusunan rencana kebijakan dan investasi JETP. Pengaruh lembaga keuangan internasional itu membawa konsekuensi tarikan aspek ekonomi yang lebih kuat dalam kebijakan energi dibandingkan aspek sosial dan ekologi. Salah satu cara untuk menyeimbangkan antara aspek ekonomi, sosial dan lingkungan hidup dalam kebijakan transisi energi, pemerintah perlu memperluas ruang kebijakan (policy space), sehingga memungkinkan banyak pihak terlibat di dalamnya. Keterlibatan banyak pihak dalam kebijakan transisi energi dapat mengurangi dominasi dari lembaga keuangan internasional. Artikel ini dapat menjadi referensi bagi para pemerintah untuk lebih memperluas ruang kebijakan sehingga dominasi lembaga keuangan internasional dapat dikurangi.

Abstract

The Just Energy Transition Partnership (JETP) initiative, a climate finance mechanism spearheaded by France, Germany, the United Kingdom, the United States, and the European Union, was established at the 26th Conference of the Parties (COP26) in Glasgow, England, in 2021. The JETP framework, specifically emphasized the participation of non-state actors, including Civil Society Organizations (CSOs), in achieving the objectives of the Paris Agreement. Following its initial launch, a JETP agreement was subsequently established for Indonesia in 2022, coinciding with the G20 Summit in Bali. This study examines the role of CSOs in influencing the energy transition policy discourse surrounding the JETP initiative in Indonesia, with a particular emphasis on their impact on policy formulation through media engagement. To this end, a comprehensive discourse analysis was conducted on 134 articles sourced from ten Indonesian online media outlets, published between August 2020 and June 24, 2024. The analytical methodology involved the application of Discourse Network Analysis (DNA) software to map discourse patterns, and the utilization of the MICMAC (Matrix of Crossed Impact Multiplications Applied to a Classification) software to identify dominant discourse themes. The analysis revealed that transparency and public participation emerged as critical factors significantly influencing the formulation of energy transition policies within the JETP framework.
