Abstract

Pandemi COVID-19 mempercepat transformasi digital global, melahirkan masyarakat “kronis daring” yang mendorong munculnya praktik diplomasi baru melalui ruang virtual. Studi ini menganalisis keterlibatan grup K-Pop Aespa dalam Forum Politik Tingkat Tinggi PBB (HLPF) 2022 sebagai bentuk diplomasi selebritas dan aktivisme global Korea Selatan di era pascapandemi.  Menggunakan pendekatan kualitatif deskriptif, penelitian ini memadukan analisis tematik dan analisis verbatim terhadap pidato Aespa guna mengeksplorasi identitas metaverse, nilai etis global, dan performa diplomatik mereka. Dengan mengutilisasi kerangka Diplomasi Selebritas dari Kogen (2015). Temuan menunjukkan bahwa Aespa merepresentasikan bentuk baru komunikasi diplomatik yang simbolik dan digital, dengan memanfaatkan narasi keberlanjutan dan teknologi sebagai jembatan global dengan membawa nilai-nilai universal. Namun, posisi mereka sebagai aktor non-negara dibatasi oleh kerangka komersial dan risiko instrumentalisasi oleh negara atau agensi. Studi ini menyoroti dinamika baru diplomasi selebritas dan pentingnya membaca ulang agensi selebritas dalam arena internasional, di mana nilai moral dan representasi publik menjadi alat utama diplomasi budaya pascapandemi. The COVID-19 pandemic accelerated global digital transformation, giving rise to a “chronically online” society that has spurred the emergence of new diplomatic practices through virtual spaces. This study analyzes K-Pop group Aespa's involvement in the 2022 UN High-Level Political Forum (HLPF) as a form of celebrity diplomacy and global activism in South Korea in the post-pandemic era. Using a descriptive qualitative approach, this study combines thematic analysis and verbatim analysis of Aespa's speeches to explore their metaverse identity, global ethical values, and diplomatic performance. Utilizing the frameworks of Celebrity Diplomacy by Kogen (2015). The findings show that Aespa represents a new form of symbolic and digital diplomatic communication, utilizing narratives of sustainability and technology as a global bridge, conveying universal values. However, their position as non-state actors is constrained by commercial frameworks and the risk of instrumentalization by states or agencies. This study highlights the new dynamics of celebrity diplomacy and the importance of re-reading celebrity agency in the international arena, where moral values and public representation become key tools of post-pandemic cultural diplomacy.

Abstract

This paper examines the need for reform of the WTO dispute settlement body and a comprehensive review of the organization’s structure. It examines the main reasons behind the reform urgencies by examining dysfunctions occurring in the dispute settlement procedure. This paper further argues that the structural and functional problems of WTO could disrupt Indonesia's trade relation with the European Union and the export of nickel raw materials around the world, and therefore worth solving. Due to its complex nature, the paper admits the complications rising within the domestic trade and the bureaucracy. This paper will specifically break down the problem, address the actors, and describe the reason behind the problem's persistence. Furthermore, instead of simply looking back at the phenomenon, this paper investigates the solutions made by the government through mass media. This paper finds that the main problem lies between the internal affairs of the WTO, thus the recommendations: (i) review of the entire WTO structure's function; (ii) eliminate special treatment provisions that disadvantage developing countries; and (iii) restructure the dispute settlement body. In addition, this paper presents Indonesia’s efforts in repairing the impacted nickel trade by road-mapping investments with foreign private sectors, as well as strategizing MPIA to settle this dispute during the downstreaming implementation and reformation process.
