Abstract

Regional integration in ASEAN, within the framework of ASEAN Community has three pillars. ASEAN Socio-Culture Community as one of the pillars brought the vision of equality of access toward education aligned with the United Nation Sustainable Development Goals. Specifically, integration higher education is institutionally spearheaded by the ASEAN University Network (AUN) established in 1995, which currently is still the only legitimate HEI’s platform under the ASEAN Secretariat. This paper discusses the question on the exclusivity of AUN membership that had created the narratives of doubt among the non-member universities of AUN. The research is conducted with the qualitative methods in triangulation design based on the primary data taken from in-depth interview and structured focus group discussion (FGD), supplemented by the desk study on current research on the area of regional integration and higher education management. The result presented the positive view on the question posed in the research. AUN is adapting to change, with several universities are now holding the status of associate membership. AUN also stated that they are under the preparation of making scheme and procedure of new membership application. As a unique space of integration in ASEAN, AUN is continuously adjusting to accommodate the needs of the greater audience.Keywords—higher education, ASEAN University Network, inclusive, regional integration, ASEAN

Abstract

Artikel ini membahas tentang praktik kolaboratif kegiatan pengabdian masyarakat dalam bentuk program asistensi pengajaran di Universitas Padjadjaran sebagai bagian dari kebijakan 'Merdeka Belajar Kampus Merdeka' (MBKM) yang diprakarsai pemerintah, dengan mengambil kasus penggunaan metode pembelajaran aktif untuk meningkatkan minat mahasiswa dalam pembelajaran bahasa Inggris di SMK Padjadjaran, Jatinangor. Melalui program asistensi mengajar sebagai metode praktik pengabdian masyarakat, berbagai tujuan dapat dicapai. Pertama, program ini memberikan pengalaman nyata kepada peserta mahasiswa untuk mengajar di lembaga pembelajaran formal. Kedua, program ini mendukung tujuan penyediaan kesempatan yang sama untuk pendidikan berkualitas di daerah-daerah yang kurang beruntung di Indonesia. Ketiga, memberikan kesempatan kepada siswa SMA sebagai pembelajar untuk terlibat dalam kegiatan pembelajaran bermakna dengan metode pembelajaran aktif. Keempat, program ini menyajikan praktik nyata fungsi ketiga tridharma perguruan tinggi yang dapat mendukung tujuan pembangunan nasional sekaligus berkontribusi terhadap pencapaian Tujuan Pembangunan Berkelanjutan. Terakhir, artikel ini menyoroti partisipasi berbagai pemangku kepentingan sebagai kunci untuk meningkatkan efektivitas pelaksanaan program.This article discusses the collaborative practice of community engagement activity in the form of a teaching assistance program as part of the government-led initiative ‘Emancipated Learning Independent Campus’ policy in Universitas Padjadjaran, by taking the case of the use of active learning methods to increase students’ interest in learning English at SMK Padjadjaran, Jatinangor. Through the teaching assistance program as a method of community engagement practice, multiple objectives are achieved. First, the program provides university student participants with real experiences to teach in a formal learning institution. Second, the program supports the goal of the provision of equal opportunity for quality education in the least advantaged areas in Indonesia. Third, it gives high school students as the learner to engage in meaningful learning activities with active learning methods. Fourth, the program presents the real practice of the higher education institution's third function which can both support the national development objective as well as contribute to the achievement of Sustainable Development Goals. Finally, this article highlights the multiple stakeholders' participation as a key to increasing program implementation effectiveness.

Abstract

Pendidikan berperan penting bagi masyarakat Indonesia sehingga diperlukan interaksi yang efektif dalam proses pembelajaran. Tujuan dari artikel ini untuk membahas efektivitas metode pembelajaran yang aktif dalam mata pelajaran bahasa Inggris di sekolah. Metode active learning dalam kegiatan pembelajaran diperoleh secara aktif di dalam kelas sehingga dapat menuntut siswa untuk berpikir kritis, melatih kemampuannya, dan kreatif. Metode ini dapat diterapkan pada semua mata pelajaran di sekolah. Kegiatan dilakukan untuk meningkatkan minat siswa dalam mempelajari bahasa Inggris sebagai bahasa asing. Dari hasil penilaian penggunaan metode pembelajaran efektif di kelas, disarankan agar metode tersebut diterapkan secara terus menerus pada kegiatan pembelajaran bahasa Inggris secara rutin karena terbukti dapat meningkatkan minat dan semangat siswa dalam belajar. Abstract

Pengolahan limbah masyarakat maupun industri yang buruk dan kendala administrasi yang dialami Pemerintah India telah memperburuk masalah sanitasi di Sungai Yamuna. Sejak 1992, Jepang memberikan foreign aid kepada India melalui program Yamuna Action Plan (YAP) untuk membantu mereka dalam menangani masalah sanitasi tersebut. Penelitian ini bertujuan untuk menjawab mengapa Jepang memberikan foreign aid dalam YAP selain dari alasan strategisnya melalui konsep foreign aid sebagai kebijakan luar negeri. Dengan menggunakan motif foreign aid menurut Riddell, penulis meneliti YAP Jepang kepada India berdasarkan hubungan secara historis dan bantuan inisiatif untuk mencapai pembangunan negara penerima. Penelitian ini menggunakan penelitian kualitatif dengan tujuan deskriptif yang menggunakan data kepustakaan sekunder dalam menganalisis. Hasil penelitian ini menunjukkan bahwa YAP diluncurkan, di antaranya, karena 1) sejarah masuknya Buddhisme ke Jepang, perdagangan India-Jepang, serta hubungan perceived India-Jepang; dan 2) niat Jepang membantu India mencapai tujuan pembangunannya yang didasari oleh nilai budaya/norma sanitasi dengan kapasitas pengaturan sanitasi Jepang. Corak kedua motif ini ditemukan mencolok dalam narasi-narasi hubungan bilateral Jepang-India dalam proyek YAP.

Abstract

Indonesia aims to be a developed economy based on knowledge in 2045, hence the coordination between the training of human resources as knowledge transfer, knowledge production, and industrial development becomes crucial. This research analyzes the tripartite coordination between human resource development, research, and industry under the context of knowledge-based economic development in Indonesia. Through a qualitative desk study, this research attempts to inquire about the national-level reform policies and strategies to enhance coordination and see the main actor behind and within the initiative processes. The key findings highlight that the national-level reform initiatives to enhance the trilateral sectors coordination can be seen in four dimensions, which are legal frameworks; policy schemes; consolidating structures; and funding schemes, with the focus on the improvement of quality, relevance, and competitiveness of higher education in supporting the quest to build knowledge economy. Further, the results have also shown that the government is still the dominant actor behind the principal changes, and there has been a changing pattern of reform policies in favor of industrial linkage, particularly since the second term of Joko Widodo's administration. From the evidence found in this study, it can be concluded that Indonesia as a developing economic and higher education system follows the global convergence in building a knowledge-driven economy through government-led coordination among the training of human resources, research, and industry. However, the distinctive context from the Indonesian experience also provides the divergence of the global trend. Hence, this research has contributed to the discourse of higher education in the knowledge economy particularly from developing systems in Southeast Asia.  Indonesia bertujuan untuk menjadi negara ekonomi maju berbasis pengetahuan di tahun 2045, karenanya koordinasi antara pelatihan sumber daya manusia sebagai transfer pengetahuan, produksi pengetahuan, dan pembangunan industrial menjadi sangat penting. Penelitian ini menganalisis koordinasi tripartit antara pengembangan sumber daya manusia, penelitian, dan industri dalam konteks pembangunan ekonomi berbasis pengetahuan di Indonesia. Melalui desk study kualitatif, penelitian ini berupaya untuk mengetahui kebijakan dan strategi reformasi di tingkat nasional untuk meningkatkan koordinasi dan melihat aktor utama di balik dan di dalam proses inisiatif tersebut. Temuan-temuan utama menyoroti bahwa inisiatif reformasi tingkat nasional untuk meningkatkan koordinasi sektor trilateral dapat dilihat dalam empat dimensi, yaitu kerangka hukum; skema kebijakan; struktur konsolidasi; dan skema pendanaan, dengan fokus pada peningkatan kualitas, relevansi, dan daya saing pendidikan tinggi dalam mendukung upaya membangun ekonomi pengetahuan. Lebih lanjut, hasil penelitian juga menunjukkan bahwa pemerintah masih menjadi aktor dominan di balik perubahan-perubahan mendasar tersebut, dan terdapat perubahan pola kebijakan reformasi yang mendukung hubungan industrial, terutama sejak masa jabatan kedua pemerintahan Joko Widodo. Dari bukti-bukti yang ditemukan dalam penelitian ini, dapat disimpulkan bahwa Indonesia sebagai negara berkembang dengan sistem ekonomi dan pendidikan tinggi mengikuti konvergensi global dalam membangun ekonomi berbasis pengetahuan melalui koordinasi yang dipimpin pemerintah antara pelatihan sumber daya manusia, penelitian, dan industri. Namun, konteks berbeda dari pengalaman Indonesia juga memberikan perbedaan dalam tren global. Oleh karena itu, penelitian ini telah berkontribusi pada wacana pendidikan tinggi dalam ekonomi pengetahuan khususnya dari sistem yang sedang berkembang di Asia Tenggara.

Abstract

Penelitian ini mengeksplorasi dampak Konfusianisme terhadap stagnasi gerakan feminis di Korea Selatan. Penelitian ini menggunakan metodologi kualitatif deskriptif yang melibatkan pengumpulan data melalui analisis dokumen dan tinjauan literatur untuk mendapatkan pemahaman rinci tentang gerakan feminis di negara tersebut. Penelitian ini juga mengkaji dampak jangka panjang nilai-nilai Konfusianisme terhadap peran gender dan dinamika keluarga, serta dampak geopolitik Korea Selatan, khususnya hubungannya dengan Korea Utara, terhadap perkembangan gerakan feminis di negara tersebut. Kemudian, penelitian ini juga mengulas tentang perkembangan gerakan feminisme di Korea Selatan dan reaksi masyarakat terhadap pergerakan tersebut. Temuan dari penelitian ini membuktikan bahwa adanya keterkaitan antara nilai-nilai Konfusianisme di Korea Selatan terhadap lambatnya kemajuan gerakan feminisme di sana. The research explores Confucianism's impact on the stagnation of the feminist movement in South Korea. It utilizes a qualitative descriptive methodology, involving data collection through document analysis, and literature review to gain a detailed understanding of the feminist movement in the country. The study also examines the long-term effects of Confucian values on gender roles and family dynamics, along with the impact of South Korea's geopolitics, particularly its relations with North Korea, on the feminist movement. Additionally, the research reviews the progress of the feminist movement in South Korea and the public's reaction to it. The research findings demonstrate a connection between Confucian values in South Korea and the slow advancement of the feminist movement there.

Abstract

ABSTRACT Indonesia's air defense is one aspect that must be maintained to support the security and sovereignty of Indonesia's territory as a whole. However, until now there are still frequent violations in Indonesian airspace. The Indonesian Air Force is responsible for safeguarding Indonesia's national interests, including state sovereignty. However, in reality, this responsibility is not yet balanced with an adequate air defense system, both in terms of quality and quantity. In overcoming this, air defense cooperation with other countries that have advantages is needed, especially with the United States. This research uses qualitative research methods with data collection techniques including observation, interviews and literature study. The form of air defense cooperation between Indonesia and the United States is carried out in five forms of cooperation, namely providing TNI AU defense equipment, joint training, sending TNI AU personnel for education at various levels, sustainability programs for USA products and US Grant 333 and FMF grant programs for Airfield Resiliency Equipment and Maritime Security. There are four obstacles in Indonesia's air defense, obstacles which include the limited budget allocation of the Indonesian Air Force, the limited number of Indonesian Air Force personnel, the limited number of Indonesian Air Force defense equipment and the Indonesian Air Force's defense equipment which is not yet modern. Abstract

This study explores how climate justice and social equity are integrated into watershed governance in Indonesia, using the Citarum River as a case study. It examines the progress and challenges faced by local communities and the government, as well as the policies implemented to achieve climate justice and social equity within a sustainable governance framework. Using a case study approach and qualitative methods, the findings highlight progress through initiatives such as the Citarum Harum program, which has facilitated renewable energy transitions, ecological restoration, and the adoption of Natural Climate Solutions (NCS), including the Citarum Living Lab program. However, findings also reveal that several challenges persist, including socio-political barriers, participatory limitations (especially from marginalized communities and non-governmental actors in decision-making), fragmented policy coordination, lack of stakeholder synergy, overlapping policies leading to inefficiencies, unequal resource distribution, and the increasing frequency of natural disasters that hinder inclusive governance. This study underscores the critical importance of integrating climate justice and social equity into Citarum Watershed governance to achieve environmental sustainability and improve the quality of life for local communities. It emphasizes the need to strengthen collaborative governance models, particularly through the Quintuple Helix framework, while ensuring inclusive decision-making. The findings provide valuable insights for policymakers to frame climate crises through the lens of climate justice and social equity, ensuring that sustainable watershed governance not only benefits communities in the Citarum Watershed but also contributes to broader societal well-being.

Abstract

Pandemi COVID-19 mempercepat transformasi digital global, melahirkan masyarakat “kronis daring” yang mendorong munculnya praktik diplomasi baru melalui ruang virtual. Studi ini menganalisis keterlibatan grup K-Pop Aespa dalam Forum Politik Tingkat Tinggi PBB (HLPF) 2022 sebagai bentuk diplomasi selebritas dan aktivisme global Korea Selatan di era pascapandemi.  Menggunakan pendekatan kualitatif deskriptif, penelitian ini memadukan analisis tematik dan analisis verbatim terhadap pidato Aespa guna mengeksplorasi identitas metaverse, nilai etis global, dan performa diplomatik mereka. Dengan mengutilisasi kerangka Diplomasi Selebritas dari Kogen (2015). Temuan menunjukkan bahwa Aespa merepresentasikan bentuk baru komunikasi diplomatik yang simbolik dan digital, dengan memanfaatkan narasi keberlanjutan dan teknologi sebagai jembatan global dengan membawa nilai-nilai universal. Namun, posisi mereka sebagai aktor non-negara dibatasi oleh kerangka komersial dan risiko instrumentalisasi oleh negara atau agensi. Studi ini menyoroti dinamika baru diplomasi selebritas dan pentingnya membaca ulang agensi selebritas dalam arena internasional, di mana nilai moral dan representasi publik menjadi alat utama diplomasi budaya pascapandemi. The COVID-19 pandemic accelerated global digital transformation, giving rise to a “chronically online” society that has spurred the emergence of new diplomatic practices through virtual spaces. This study analyzes K-Pop group Aespa's involvement in the 2022 UN High-Level Political Forum (HLPF) as a form of celebrity diplomacy and global activism in South Korea in the post-pandemic era. Using a descriptive qualitative approach, this study combines thematic analysis and verbatim analysis of Aespa's speeches to explore their metaverse identity, global ethical values, and diplomatic performance. Utilizing the frameworks of Celebrity Diplomacy by Kogen (2015). The findings show that Aespa represents a new form of symbolic and digital diplomatic communication, utilizing narratives of sustainability and technology as a global bridge, conveying universal values. However, their position as non-state actors is constrained by commercial frameworks and the risk of instrumentalization by states or agencies. This study highlights the new dynamics of celebrity diplomacy and the importance of re-reading celebrity agency in the international arena, where moral values and public representation become key tools of post-pandemic cultural diplomacy.

Abstract

During the COVID-19 pandemics, most of the youth's extracurricular events and activities in South Korean universities had been halted. These included the student-led interest group that was purposed to promote better understanding and people-to-people connections from South Korea and other regions, including the Southeast Asia region and the ASEAN organization. This paper aims to provide initial insights into how these student-led ASEAN Interest Groups show their eagerness to survive the pandemic semesters and keep their existence as a common and sustainable space for youth in South Korean universities better to understand the Southeast Asia region and its people. As a preliminary case study, this research conducted mini field research observation on-site and virtually in two ASEAN roundtable groups in two South Korean universities for two months (mid-September 2021 to early November 2021). These activities include participating in both groups' regular meetings, monitoring social network service (SNS/social media) accounts, disseminating voluntary primary demographic and aspirations surveys for the groups' members, and in-depth interviews with the groups' in-office and former coordinators. The result from this mini-ethnographic study later deliberated into how these student-led ASEAN interest groups in South Korean universities can play a role in lime lighting a young, dynamic, and prospective region of Southeast Asia amongst young Koreans that still have a limited understanding of the Southeast Asia region and culture, that in the future can play in building a sustainable and future-oriented ASEAN-South Korea partnership.
