Abstract

Penelitian ini menganalisis framing pemberitaan terkait kebijakan inovasi daerah di Provinsi Sulawesi Tenggara. Dengan menggunakan model framing Robert M. Entman, studi ini mengidentifikasi bagaimana media membingkai masalah, penyebab, penilaian moral, dan rekomendasi solusi atas berbagai inisiatif inovasi daerah. Hasil analisis menunjukkan bahwa dari sisi definisi masalah, media menyoroti bahwa pembangunan daerah memerlukan pembaruan cara pandang dan pendekatan berbasis teknologi serta kolaborasi, dari sisi diagnose cause, media mengidentifikasi penyebab utama dari persoalan yang diangkat adalah pola lama (konvensional) dan rendahnya kapasitas, baik dari sisi SDM, teknologi, maupun koordinasi antar lembaga, dari sisi make moral judgement, media menyampaikan penilaian moral positif terhadap upaya inovatif yang sedang atau telah dilakukan oleh pemerintah daerah atau lembaga terkait dan dari sisi treatment recommendation, media menyarankan pendekatan aspek  kolaboratif, berbasis data dan teknologi, serta penguatan kapasitas SDM. Penerapan teknologi (baik di pertanian maupun perhubungan), penguatan sinergi antar daerah (aglomerasi), hilirisasi industri, dan integrasi antara pemerintah dengan sektor swasta menjadi benang merah dari semua solusi yang disarankan.

Abstract

This study examines the implementation of talent management as a strategic approach to improving civil servant performance in Indonesia’s public sector. Employing a literature review and narrative analysis, it synthesizes recent studies and national reports from 2021–2025. The findings indicate that the Indonesian government has strengthened merit-based human resource governance through digital systems such as SIASN and e-SKP, alongside the establishment of regional talent pools. Nevertheless, disparities persist due to leadership rotation, limited competency budgets, and inconsistent data integration. Managerial capacity, institutional readiness, and leadership commitment emerge as the main determinants of success. The study emphasizes that sustainable talent management requires aligning digital transformation, performance-based evaluation, and competency development within organizational strategy. When effectively implemented, talent management not only enhances employee performance but also drives bureaucratic efficiency and accountability. Thus, it functions as a strategic pillar supporting Indonesia’s ongoing public sector reform and administrative modernization.

Abstract

The quality of public services is a key indicator of the success of good governance. In national development, the engineering profession plays a strategic role due to its involvement in the planning, construction, operation, and supervision of infrastructure and technology-based public services. However, various public service issues such as low infrastructure quality, weak technical accountability, budget inefficiency, and cases of technical failure indicate that aspects of professional ethics have not been fully internalized in engineering practices in the public sector. This article aims to analyze the role of engineering professional ethics as a pillar of good governance in public services by emphasizing the implementation of the Indonesian Engineers Association (PII) Code of Ethics and the value of integrity. This research uses a qualitative approach through literature study with normative-analytical analysis of literature, regulations, and professional documents. The results of the study indicate that engineering professional ethics based on integrity, public responsibility, and professionalism contribute significantly to strengthening the principles of accountability, transparency, effectiveness, and fairness in public services. Therefore, strengthening engineering professional ethics needs to be positioned as an integral part of bureaucratic reform and public service governance in Indonesia.
