Abstract

The unique and 'wild' lyrical rhetoric loaded and used by Nadin Amizah in the song Rayuan Perempuan Gila seems to create a chain effect that creates a new trend among its listeners. The trend that emerged, where the majority of listeners consciously opened themselves by conveying their shortcomings or declaring themselves as 'crazy women' to their partners or even to the public. Therefore, an analysis of the meaning of the song lyrics was conducted to solve the question "What is the meaning of the rhetoric of the lyrics and how is the representation of women in the song Rayuan Perempuan Gila, Nadin Amizah?" and aims to find out the meaning or rhetoric of the lyrics and the representation of women. The research method used is descriptive qualitative research method, using Paul Ricoeur's hermeneutic approach with explanation and understanding model. Based on the analysis that has been done, it is found that the rhetoric of the lyrics of this song is a manifestation of all the author's worries about her partner's love, the author's sincerity reveals her shortcomings and even the author's courage in representing herself as a crazy woman, the author promises to be a better partner and leave all the bad traits of previous relationships. The results of the analysis of the song lyrics above also show the results that the song Rayuan Perempuan Gila, Nadin Amizah represents women as partners who are full of worries about the failure of past relationships to repeat, want to always be given answers and replies to feelings of love, women who are also figures who also have personalities that can make it difficult for their partners.

Abstract

This research focuses on the mayor's regulation (perwal) No 44 of 2020, namely article 9 sanctions and article 10 socialization and participation. Therefore, this research aims to find out the local government's efforts in the social field of society during the Covid-19 pandemic in Tebing Tinggi city. This research uses qualitative research with a case study method. The results obtained are the Covid-19 Task Force of the Komifo Service as the coordinator of the socialization and participation field has made many activities which are divided into two directions, first going directly to the field, namely mobile broadcasts and holding socialization, then using many media such as mass media and social media. Furthermore, the Covid-19 Satpol PP Task Force as the coordinator of the field of sanctions in applying social sanctions such as sweeping the streets, pushing up five to ten times, singing national songs, and mentioning the points of Pancasila. All policies that are implemented in general are not found obstacles, but the social sanctions are not enough to provide a deterrent effect compared to administrative sanctions

Abstract

This study aims to determine how the public relations strategy of the North Sumatra Ministry of Law and Human Rights Regional Office is implemented in building a positive image and public trust, the obstacles faced in implementing the public relations strategy and the relationship model created between public relations and the public. This study uses a constructivism paradigm with a qualitative descriptive approach. Data collection techniques are carried out through in-depth interviews, participatory observation and document collection/literature studies. The important findings of this study are that the public relations of the North Sumatra Ministry of Law and Human Rights Regional Office has implemented a public relations strategy, namely managing relations, developing strategies and developing networks as an effort to build a positive image and public trust. However, the public relations strategy implemented by the Public Relations of the North Sumatra Ministry of Law and Human Rights Regional Office is still less effective in improving a positive image and public trust. Some of the problems faced are budget limitations, low human resources, the function of the Public Relations section as a one-stop information center that is not yet optimal, the competence of Public Relations in providing Public Relations materials is not good, and the lack of coordination and synergy between the Public Relations Section and other work units in terms of providing accurate and valid information. Abstrak Penelitian ini bertujuan untuk menganalisis bagaimana strategi public relations Kantor Wilayah Kementerian Hukum dan HAM Sumatera Utara yang diterapkan dalam membangun citra positif dan kepercayaan publik, hambatan-hambatan yang dihadapi dalam menjalankan strategi public relations tersebut maupun model hubungan yang tercipta antara public relations dengan public menggunakan teori Sugiyono. Penelitian ini menggunakan paradigma kontruktivisme dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif dan pengumpulan dokumen/studi kepustakaan. Temuan penting penelitian ini adalah bahwa public relations Kantor Wilayah Kementerian Hukum dan HAM Sumatera Utara telah melakukan strategi public relations yakni mengelola relasi, mengembangkan strategi dan mengembangkan jaringan sebagai Upaya untuk membangun citra positif dan kepercayaan publik. Namun strategi public relations yang diimplementasikan oleh Humas Kantor Wilayah Kementerian Hukum dan HAM Sumatera Utara masih kurang efektif dalam meningkatkan citra positif dan kepercayaan publik. Beberapa permasalahan yang dihadapi adalah keterbatasan anggaran, sumber daya manusia masih rendah, fungsi bagian Humas sebagai pusat informasi satu pintu yang belum optimal, kompetensi Humas dalam menyediakan materi Humas belum baik, serta kurangnya koordinasi dan sinergitas antara Bagian Humas dengan unit kerja lainnya dalam hal menyediakan informasi yang akurat dan valid.
