Abstract

Child marriage is one of the serious problems faced by Bondowoso Regency. As a district with the lowest economic level and high child marriage rates, the quality of life and generations in Bondowoso Regency are threatened and vulnerable because of socio-economic problems such as poverty and high divorce rates, health problems such as increased maternal and child mortality, increased stunting rates, and malnutrition. One of the villages in Bondowoso which has problems with child marriage is Mengen Village. To overcome these problems, the Department of Social Affairs of Bondowoso which focused on the empowerment of women and protection for children (P3AKB) launched the Women's School program to improve the quality of life or Sekolah Perempuan Peningkatan Kualitas Hidup (SEKOPER PKH) which aims to improve the quality of PKH (Program Keluarga Harapan, Government Incentive Program) beneficiaries. SEKOPER PKH has been up and running since 2018 and focuses on household financial management. The presence of a community development grant scheme by the Institute for Research and Community Service (LP2M) University of Jember can help solve the problem of child marriage in Bondowoso. The approach used to solve this is the grounded method with the Focus Group Discussion (FGD) method to collect data and evidence as the basis for preparing textbooks and modules. After the module and reference book has been published, the team will conduct Training of Trainers (ToT) to improve the ability of teaching for voluntary teachers. When the voluntary teachers have the ability to teach and implement the teaching module properly, the module will be implemented to the PKH beneficiaries.

Abstract

This study examines how Thailand's law enforcement affects the achievement of Sustainable Development Goals (SDGs) related to reducing human trafficking. While the national legal framework aligns with international agreements like the Palermo Protocol, there are notable gaps between laws and their implementation. Research shows a strong link between effective law enforcement and progress in SDG-5 (gender equality) and SDG-8 (decent work and economic growth), with an 18% rise in formal employment for women in areas with better enforcement. However, a heavy reliance on criminal prosecution, which accounts for about 70% of anti-trafficking spending, proves ineffective without comprehensive victim support and prevention programs. Data reveals that 65% of rehabilitated victims re-offend due to limited economic opportunities and social support. Although regional cooperation through ASEAN and the UNODC has enhanced cross-border responses, only one-third of planned actions have been executed, hindered by regulatory inconsistencies and varying technical capacities. Additional challenges include the absence of a specific child-protection law for those under fifteen and a shortage of provincial case-handling units. The study recommends adopting a unified preventive approach, enhancing inter-agency collaboration, and implementing results-oriented monitoring to align law with practice, thereby supporting sustainable development in Thailand.

Abstract

Ethiopia sampai saat ini masih menjadi salah satu negara di mana praktik Female Genital Mutilation (FGM) masih dilakukan, dengan sekitar 25 juta perempuan dan anak perempuan yang telah mengalami aktifititas ini. Dalam upaya untuk memberantas FGM, Pemerintah Ethiopia telah menggunakan berbagai strategi dan bekerja sama dengan organisasi internasional seperti UNICEF, UNFPA, dan WHO. Salah satu strategi utamanya adalah adopsi norma zero-tolerance terhadap FGM, yang bertujuan untuk menetapkan standar ini guna menghilangkan praktik tersebut. Meskipun demikian, proses adopsi dan implementasi menghadapi tantangan signifikan. Studi ini bertujuan untuk mengidentifikasi faktor-faktor yang menghambat Pemerintah Ethiopia dalam mengadopsi norma zero-tolerance terhadap FGM secara efektif. Menggunakan pendekatan penelitian kualitatif dan penelitian kepustakaan untuk pengumpulan data, studi ini mengungkap beberapa hambatan terhadap implementasi kebijakan. Hambatan tersebut termasuk lemahnya penegakan hukum terkait FGM oleh pemerintah, tradisi yang mengakar kuat dan kepercayaan publik yang mendukung kelanjutan FGM, inkonsistensi di antara para pelaku lokal dalam upaya memberantas FGM, serta implementasi kebijakan dan program yang tidak efektif untuk menghilangkan praktik tersebut. Temuan ini menunjukkan bahwa meskipun Pemerintah Ethiopia telah membuat langkah-langkah penting dalam pembentukan kebijakan dan kerja sama internasional, hambatan yang substansial masih tetap ada. Penelitian ini menyoroti perlunya mekanisme penegakan hukum yang lebih kuat, kampanye pendidikan yang sensitif terhadap budaya, dan tindakan yang kohesif di antara para pelaku lokal dan nasional. Selain itu, studi ini menekankan pentingnya dukungan internasional dalam memperkuat upaya lokal dan memastikan keberlanjutan inisiatif anti-FGM. Sebagai kesimpulan, mengatasi tantangan multifaset terhadap adopsi norma zero-tolerance terhadap FGM di Ethiopia memerlukan pendekatan yang komprehensif dan berkelanjutan, yang mengintegrasikan kerangka hukum yang kuat, keterlibatan komunitas, dan implementasi kebijakan yang konsisten. Penelitian lebih lanjut dan studi lapangan yang mendetail diperlukan untuk mengembangkan pemahaman yang lebih mendalam tentang hambatan ini dan merumuskan strategi efektif untuk mengatasinya.

Abstract

This article begins with the controversy that arose after President Erdogan decided to reopen the Hagia Sophia as a mosque after 86 years of being a museum. Hagia Sophia is a building that is also a symbol and witness to the reign shifting that have occurred in Turkey. This article will discuss the reasons behind the decision that has been taken by Presi­dent Erdogan. To answer this question, this paper uses literature studies and other secondary data. Furthermore, the data that has been obtained will be analyzed using qualitative descriptive analysis techniques. The results of the research indicate that President Erdogan's policies which have pros and cons, are one of the tools to realize several political agendas. The agendas are (1) the consolidation of Turkey's domestic politics, as well as (2) strengthening Turkish Islamic politics in the inter­national arena.

Abstract

The SEKOLATANI program is a community service initiative designed to enhance the capacity and independence of women farmers in Kombongan Hamlet, Jember, in implementing export-quality organic farming practices. This intervention was motivated by the farmers' limited knowledge of sustainable agriculture and their significant reliance on chemical-based inputs. The methodology employed an educational-participatory approach, utilizing counseling, training, and hands-on practice. A learning by doing method was specifically applied to the production of organic pesticides from local natural ingredients (e.g., neem leaves, lemongrass, and galangal). The results indicated a significant increase in participants' understanding, skills, and awareness regarding sustainable land management and eco- friendly pesticide production. Furthermore, the program successfully fostered motivation among women farmers to actively contribute to household welfare and the local economy. The SEKOLATANI program demonstrates that community-based education and mentoring serve as an effective model for transforming agriculture toward more sustainable, adaptive, and gender-inclusive practices.
