Abstract

Traditional markets play a strategic role in the regional economy, serving as central hubs for community economic activities. This study aims to analyze the policy and management of Mardika Market in Ambon City to create an empowered and well-organized market. A qualitative approach with a descriptive method was employed, relying on primary and secondary data obtained through interviews, observations, and document analysis. The findings indicate that the Ambon City Government plays a role as a regulator, monitor, and motivator in managing Mardika Market. As a regulator, the government formulates policies and regulations governing market activities. As a monitor, it is responsible for overseeing traders’ compliance and market management. As a motivator, the government strives to encourage traders to enhance productivity and maintain market cleanliness. However, waste management remains a major challenge. Additionally, transparency in management and open communication between market administrators and traders are deemed essential for improving market governance effectiveness. In terms of security, the market is relatively safe, yet further improvements in orderliness and cleanliness are still necessary. This study underscores the importance of synergy between the government and traders in realizing an empowered and well-organized market. The implications of this research provide recommendations for the development of social and political sciences, particularly in public policy and traditional market management. Moreover, this study highlights the significance of a participatory approach in market management to enhance community welfare and ensure local economic sustainability.

Abstract

The flow of globalization and the development of information technology encourage the government to adopt digital-based public services, including community complaint channels. This research aims to analyze the implementation of the digital complaint system in the Government of Passo Village, Teluk Ambon Baguala District, Ambon City, and to identify the challenges faced. The method used is a descriptive, qualitative approach through in-depth interviews, observation, and documentation. Data analysis applies the interactive model of Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing. The research results indicate that the digital complaint system has the potential to enhance transparency, accountability, and public participation. This system facilitates reporting access, accelerates follow-up actions, and provides structured data as a basis for policy formulation. However, its implementation still faces obstacles, including limited technological infrastructure, low public digital literacy, suboptimal capacity among officials, and a weak culture of public participation. These findings emphasize that the success of the digital complaint system at the village level requires a holistic approach that strengthens infrastructure, enhances officials' competence, develops digital literacy, and fosters a participatory culture. That integrative strategy is important so that the digital complaint system can function effectively in improving the quality of public services and local governance.

Abstract

This community service activity entitled “Assistance for the Revitalization of Sasi as an Effort to Strengthen Social-Ecological Resilience in Negeri Lima” was conducted in Negeri Lima, Leihitu District, Central Maluku Regency. The activity was motivated by the declining implementation of sasi values, weakening community participation in coastal environmental management, and increasing social-ecological pressures caused by environmental degradation and climate change in coastal areas. The purpose of this program was to strengthen the social-ecological resilience of coastal communities through the revitalization of sasi as a local wisdom-based coastal resource management system. The implementation method used a participatory and collaborative approach involving village government, customary leaders, youth groups, women groups, and coastal communities. The stages of activities included problem identification, socialization, Focus Group Discussion (FGD), institutional strengthening assistance, and program evaluation. The results of the activity showed an increase in community understanding regarding the role of sasi as an instrument for natural resource management, social control mechanism, preservation of local cultural values, and strengthening social solidarity. Community participation in discussions and environmental awareness activities also increased significantly. In addition, stronger coordination was established between the village government and customary institutions in supporting community-based coastal management. The program also produced recommendations for strengthening customary regulations, participatory environmental monitoring, youth involvement, and local culture-based environmental education. Overall, the revitalization of sasi contributed positively to strengthening the social-ecological resilience of the coastal community in Negeri Lima and became an initial model for sustainable local wisdom-based coastal governance.
