Abstract

Pemerintahan Negeri is a term used by people in Central Maluku regency in Maluku Province to state the system in the division of administrative territory at the village level. The term Negeri replaces the status of the village or kelurahan used in the regency. Pemerintahan Negeri has a spirit called Budaya Negeri (culture of Negeri). The spirit of Budaya Negeri in is a genelogical-territorial system in customary law unit immersed and used from the royal government system until now containing the characteristic and beliefs of local customs. In this system, the leader of the village or Negeri who runs the government is called Bapak Raja (The King). The position of Bapak Raja as the leader of the village-governmental system has been running for a long time. The culture of Pemerintahan Negeri is still believed to be the model of the customary government system in Central Maluku. This study aims to determine the role of costumary institutions in the Pemerintahan Negeri system in Hitu Lama, Central Maluku Regency. This study uses descriptive qualitative method. Data collection techniques used are direct observations, interviews, and documents analysis. The collected data are then analysed using reduction analysis techniques, data display (data presentation) and verification (drawing conclusions). The primary data sources in this study are taken from Bapak Raja of Hitu Lama, the costumary institution of Hitu Lama named "Saniri Negeri". Meanwhile, secondary data are collected from documents of governmental which are available at various costumary institutions in Negeri-Negeri or villages in Central Maluku. Based on the results of the study, it is revealed that: First, there are a small number of villagers in the Negeri who are lack of trust and are not obedient to the existence of "Saniri Negeri" costumary institution of Hitu Lama in conducting the Negeri development planning. As a result, it has implications for the lack of good relations between the costumary institution and the villagers of Hitu Long. Second, villagers are always active in the Negeri development planning seen from their participations in public meetings as a form of conveying aspirations and ideas. Third, the decision-making always involves two governmental elements in the Negeri which are Bapak Raja and the “Saniri Negeri”. Fourth, although there are small number of villagers who are lack of trust to the “Saniri Negeri”, overall there is still harmonious communication between the “Saniri Negeri” and the villagers in carrying out their duties in the Negeri development and social community development. The communication is important because the “Saniri Negeri” holds supervisory function to oversee the implementation of Hitu Lama programs run by the official government in accordance with development plannings that have been agreed at the oublic meetings. From the results of the study, it is concluded that the “Saniri Negeri” costumary institution in Hitu Lama has crucial function in creating harmony between the Negeri government lead by Bapak Raja and the villagers in order to implement the Negeri development plannings based on its expected results.

Abstract

In facing increasingly complex global challenges, having a deep understanding of cultural identity can be an invaluable asset. The millennial generation has the potential to be a powerful bringer of change by combining indigenous cultural wisdom and global insight. As a generation that continues to move forward in the modern era, the millennial generation's tendency to gain inspiration from foreign cultures cannot be ignored. This phenomenon, although controversial, reflects a drive for exploration and openness to the wider world. However, in this journey, it is important for the millennial generation not to forget their own cultural roots. Indigenous culture is a milestone of identity that connects the past with the future, reminding us of our rich historical roots and precious heritage. The millennial generation can enrich their knowledge about their own culture. Apart from being preserved in two forms, local culture can also be preserved by getting to know the culture itself. In this way, at least cultural piracy can be anticipated by other countries. The problem that often occurs in society is that sometimes they don't feel proud of their own products or culture.

Abstract

This study investigates bureaucratic issues within poverty alleviation programs in Batumerah Village, Ambon City, using a qualitative phenomenological approach. The findings reveal that corruption, nepotism, and ineffective policy implementation severely undermine the success of these programs. Additionally, limited awareness and poor governance further exacerbate these problems. To address these challenges, comprehensive bureaucratic reform is essential, emphasizing transparency, accountability, public participation, and improved data management. Developing evidence-based policies and promoting long-term economic empowerment, including job training and financial support, are crucial for enhancing community well-being and ensuring the sustainability of poverty alleviation efforts.

Abstract

Digital transformation in rural areas is a crucial part of efforts to improve transparent and accountable village governance. This study aims to evaluate the implementation of the Village Information System (SID) in West Seram Regency, particularly in villages within Kairatu District, with a focus on identifying challenges and formulating strategic recommendations. This research employs a qualitative method with a case study approach, involving in-depth interviews, participatory observations, and document analysis related to SID implementation. The findings reveal various challenges in SID implementation, including the lack of supportive local regulations, limited human resource capacity, inadequate information technology infrastructure, and suboptimal performance of pilot applications. These challenges significantly affect the effectiveness of SID implementation at the village level. As a recommendation, strategic steps are needed, such as the formulation of local regulations supporting digital transformation, increased investment in information technology infrastructure, and training and capacity development for human resources at the village level. This study contributes to the development of social sciences and humanities, particularly in understanding the dynamics of digital transformation in rural areas and its implications for achieving the Village Sustainable Development Goals (SDGs).

Abstract

The approach taken in doing this research is both quantitative and qualitative. Using Simple Likert Scale Formulas - and Qualitative Approaches: Interactive Analysis Models by Miles and Huberman (2014). The results obtained from this study are indicators (1). Being in a very bad category, because the average rating of the Governance Collaboration Implementation Indicator is in this category (1,56), where the sub-indicator Face to face to Dialogue is in very poor condition (1,54) The sub-Indicator Trust Building is also very poor (1,48), - Commitment to the Process, very poor (1,65). Shared Understanding, very bad (1,47) and Intermediate Outcomes are very bad. (1,68). Indicators (2) Collaboration inhibitors of governance, low knowledge factors, the spirit of entrepreneurship and self-reliance of low-level societies, awareness factors of unformed parties, personal ego and institutional factors of high-level Parties, budgetary factors that are still low. Indicators (3) The role and function of Micro Enterprise Building by Cooperative Services as a role and elements of Bank Indonesia as a Commodity/Product/Type Enterprise Builder (KPJU), the role of expanding access or financial inclusion by OJK, Capacity Building Micro Enterprises by Colleges, Motivation and Business Examples of Successful Entrepreneurs.

Abstract

Penelitian ini merupakan penelitian deskriptif kualitatif yang bertujuan untuk mengetahui Bagaimana Implementasi Pendidikan Gratis di SD Inpres 55 Ambon dan SMP Negeri 20 Ambon Kecamatan Baguala Kota Ambon. Pengambilan data primer dilakukan melalui wawancara terhadap sejumlah informan yang dianggap terlibat secara langsung dalam Proses Implementasi Pendidikan Gratis di SD Inpres 55 Ambon dan SMP Negeri 20 Ambon Kecamatan Baguala Kota Ambon. Hasil penelitian menunjukan bahwa Program Pendidikan Gratis tidak sepenuhnya menggratiskan semua biaya pendidikan, sehingga tidak semua siswa mendapatkan beasiswa dari program tersebut. Pengalokasian dan pembiyayaan Program Pendidikan Gratis diperuntukkan pada item-item seperti bantuan biaya pembelian kelengkapan sekolah, khususnya pada masa pandemi covid19 ini bantuan Dana BOS diperuntukan untuk pembelian hand sanitizer, face shield guna menjalankan protokol kesehatan untuk peserta didik. Program pendidikan gratis juga membantu pihak sekolah dalam melengkapi sarana prasarana serta meningkatkan kesadaran orang tua tentang pentingnya pendidikan.

Abstract

This research is to analyze community perceptions in handling land conflicts between ohoi kelanit and ohoi loon in kei kecil sub-district, southeast maluku. The research location is Ohoi Kelanit and Ohoi Loon villages. The resource persons in this research are customary chiefs and community leaders. The data source in this research uses descriptive qualitative research data.The results of this study indicate that the thing that causes land disputes in the kei kecil sub- district of southeast maluku district between kelanit village and loon village is due to the construction of a welcome gate that has crossed the petuanan boundary. The role of the customary chief and community leaders in resolving land disputes is as a peace judge by summoning the parties related to the land dispute. While the obstacles that occur in the settlement of land disputes in Kelanit and Loon villages are that there are small groups that do not attend the settlement of land disputes.

Abstract

This research is a descriptive qualitative study aimed at examining the implementation process of the Maluku Innovation Creativity Program (Kreasiku). The program is designed to facilitate innovation development clinics for Regional Apparatus (PD), both at the provincial district and city levels, as well as as a reference for annual innovation. At the provincial level, the program focuses on developing policies that can be implemented more widely, while at the district and city levels. The results indicate that the program has received support from the Maluku Provincial Government in response to regulations concerning local government and innovation. However, the implementation of the program has faced several challenges, such as a lack of resources and resistance to change. Nonetheless, the program has produced several innovations that have positively impacted the quality of public services and the image of Maluku Province as an innovative region. Therefore, this study concludes that the (Kreasiku) has the potential to support the acceleration of bureaucratic reform and the enhancement of public service quality in Maluku Province.
