Abstract

The national defense program in Situbondo Regency emphasizes collaboration between the Regional Leadership Coordination Forum (Forkopimda) of Situbondo and the Islamic boarding school (Pondok Pesantren) community in order to foster a participatory policy-making process. This collaboration is particularly crucial within a prismatic society, as it enables the integration of diverse forms of knowledge from each party within an inclusive public sphere. However, building such a partnership is not without challenges, as it involves navigating complex and sometimes conflicting interests between the two groups. This study aims to analyze the dynamics of collaborative national defense policy-making in Situbondo Regency, taking into account the prismatic nature of the local society. A qualitative approach was employed, using Interpretative Phenomenological Analysis (IPA) as the analytical method. The IPA approach was chosen to explore the collaborative processes involving both policy actors—namely, Forkopimda Situbondo—and target groups, particularly the ulama. The findings reveal that in the policy process, there is a clear divergence in the construction of knowledge between the policy actors and the target group. Forkopimda Situbondo tends to rely on professional and scientific (indigenous) knowledge, whereas the ulama draw more heavily on local (endogenous) knowledge. This divergence arises from differing policy approaches: Forkopimda adopts a stagist or managerial policy model, while the ulama engage through a discursive approach rooted in local ideas and narratives. Despite these differences in approach and epistemological orientation, the two groups have managed to establish effective collaboration. This is evident in several joint activities, such as the celebration of Indonesia’s Independence Day and the commemoration of the 74th National Defense Day (HBN).

Abstract

One of the efforts to make bureaucracy more effective and efficient is by simplifying the bureaucracy. This effort to simplify the bureaucracy was conveyed by Indonesian President Joko Widodo during his inauguration as the President of Indonesia for the second term on October 20, 2019. The simplification of bureaucracy involves reducing the bureaucratic span from 5 (five) levels to just 2 (two) levels. The Lumajang Regency Government, as one of the government institutions, has also implemented this bureaucratic simplification. There are 3 (three) sequential stages carried out, namely Simplification of Organizational Structure, Position Equalization, and Work System Adjustment. This research aims to describe the process, consistency, and impact of the implementation of the bureaucratic simplification policy within the Lumajang Regency Government. The theory used is the public policy implementation theory by Paul A. Sabatier and Daniel A. Mazmanian. This research employs a qualitative descriptive method with data collection techniques through interviews and documentation. The results of the study show that impact of implementing the bureaucratic simplification were found between the objectives and their operationalization, for example, the issuance of Ministerial Regulation PAN and RB Number 1 of 2023 concerning Functional Positions, which accommodates the conversion of SKP (employee performance targets) values into credit scores. This has led to functional officials no longer being professional in their fields. Regarding the impact of policy implementation, one of the negative impacts is that some functional officials cannot receive functional allowances in accordance with their functional positions because these positions should not be at the Regional Government level.

Abstract

Kesejahteraan petani kopi Banyuwangi masih rendah meskipun produksi tahunan menunjukkan peningkatan signifikan. Oleh karena itu, integrasi local wisdom dan hak paten kopi diperlukan menjaga nilai komersial produk. Tujuan penelitian ini mengidentifikasi mekanisme tata kelola berbasis good governance untuk memperkuat kesejahteraan petani. Selain itu, penelitian menganalisis integrasi budaya lokal, indikasi geografis, serta perlindungan hak kekayaan intelektual secara kontekstual. Dengan demikian, penelitian memberikan kontribusi teoritis maupun praktis pada tata kelola kopi Banyuwangi. Metodologi penelitian menggunakan pendekatan kualitatif desk study dengan teori administrasi publik Waldo serta konsep nilai publik. Selain itu, penelitian menggunakan teori good governance untuk menelaah prinsip transparansi dan akuntabilitas dalam konteks perlindungan hak paten. Data penelitian bersumber dari laporan produksi BPS, kajian Basalamah, serta panduan DJKI mengenai indikasi geografis. Selanjutnya, triangulasi digunakan memperkuat validitas data agar interpretasi akademik menjadi konsisten. Oleh sebab itu, metodologi ini menekankan integrasi teori administrasi publik dan budaya lokal. Hasil penelitian menunjukkan hak paten dan indikasi geografis meningkatkan posisi tawar petani kopi. Selain itu, diferensiasi produk berbasis kearifan lokal memperkuat daya saing ekonomi daerah. Pembahasan memperlihatkan integrasi hukum dan budaya menciptakan sinergi keberlanjutan sektor kopi Banyuwangi. Kesimpulan menegaskan tata kelola inklusif meningkatkan kesejahteraan petani secara signifikan. Rekomendasi diarahkan pada pemerintah daerah serta asosiasi petani untuk memperkuat perlindungan hukum.

Abstract

This study aims to identify misconceptions among 10th grade students at MAN 1 Lamongan regarding statistics, particularly the concept of data centralization. The study uses a qualitative descriptive method with a sample of 30 students selected through random sampling. The instrument is a three-tier diagnostic test consisting of five items. The test not only assesses correct or incorrect answers but also evaluates students' reasoning and level of confidence. Misconception indicators were analyzed based on a combination of answers at three levels, resulting in the following categories: understanding the concept, misconception, guessing, lucky guess, and lack of knowledge. The level of misconception was then classified into low (0%-30%), medium (31%-60%), and high (61%-100%). The results of the study show that students' misconceptions are in the moderate category, namely 58%, particularly in the concept of calculating data values based on average values. This is influenced by a lack of understanding of the meaning of the concept of average and the minimal variation in contextual questions given by teachers. The three-tier test instrument has been proven to be able to identify specific categories of misconceptions, so that it can be used as a reference for teachers in designing more appropriate learning strategies that are oriented towards conceptual understanding.
