Abstract

The national defense program in Situbondo Regency emphasizes collaboration between the Regional Leadership Coordination Forum (Forkopimda) of Situbondo and the Islamic boarding school (Pondok Pesantren) community in order to foster a participatory policy-making process. This collaboration is particularly crucial within a prismatic society, as it enables the integration of diverse forms of knowledge from each party within an inclusive public sphere. However, building such a partnership is not without challenges, as it involves navigating complex and sometimes conflicting interests between the two groups. This study aims to analyze the dynamics of collaborative national defense policy-making in Situbondo Regency, taking into account the prismatic nature of the local society. A qualitative approach was employed, using Interpretative Phenomenological Analysis (IPA) as the analytical method. The IPA approach was chosen to explore the collaborative processes involving both policy actors—namely, Forkopimda Situbondo—and target groups, particularly the ulama. The findings reveal that in the policy process, there is a clear divergence in the construction of knowledge between the policy actors and the target group. Forkopimda Situbondo tends to rely on professional and scientific (indigenous) knowledge, whereas the ulama draw more heavily on local (endogenous) knowledge. This divergence arises from differing policy approaches: Forkopimda adopts a stagist or managerial policy model, while the ulama engage through a discursive approach rooted in local ideas and narratives. Despite these differences in approach and epistemological orientation, the two groups have managed to establish effective collaboration. This is evident in several joint activities, such as the celebration of Indonesia’s Independence Day and the commemoration of the 74th National Defense Day (HBN).

Abstract

One of the efforts to make bureaucracy more effective and efficient is by simplifying the bureaucracy. This effort to simplify the bureaucracy was conveyed by Indonesian President Joko Widodo during his inauguration as the President of Indonesia for the second term on October 20, 2019. The simplification of bureaucracy involves reducing the bureaucratic span from 5 (five) levels to just 2 (two) levels. The Lumajang Regency Government, as one of the government institutions, has also implemented this bureaucratic simplification. There are 3 (three) sequential stages carried out, namely Simplification of Organizational Structure, Position Equalization, and Work System Adjustment. This research aims to describe the process, consistency, and impact of the implementation of the bureaucratic simplification policy within the Lumajang Regency Government. The theory used is the public policy implementation theory by Paul A. Sabatier and Daniel A. Mazmanian. This research employs a qualitative descriptive method with data collection techniques through interviews and documentation. The results of the study show that impact of implementing the bureaucratic simplification were found between the objectives and their operationalization, for example, the issuance of Ministerial Regulation PAN and RB Number 1 of 2023 concerning Functional Positions, which accommodates the conversion of SKP (employee performance targets) values into credit scores. This has led to functional officials no longer being professional in their fields. Regarding the impact of policy implementation, one of the negative impacts is that some functional officials cannot receive functional allowances in accordance with their functional positions because these positions should not be at the Regional Government level.
