Abstract

Penelitian ini bertujuan untuk mengkaji peran pemerintah dalam mengatasi stunting di Indonesia sebagai upaya bersama untuk pertumbuhan dan pembangunan berkelanjutan. Metode yang digunakan adalah pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen. Penelitian ini dilakukan di daerah dengan prevalensi stunting tinggi, seperti Kabupaten Bangkalan, Pacitan, Salatiga, dan Merauke, pada periode Januari hingga Juni 2024. Hasil penelitian menunjukkan bahwa program penanganan stunting, seperti pengalokasian dana desa dan inisiatif lokal seperti GOPO (Gojek Posyandu), telah menunjukkan keberhasilan dalam meningkatkan akses masyarakat terhadap layanan kesehatan dan makanan bergizi. Namun, tantangan signifikan muncul dalam hal keterbatasan infrastruktur, sumber daya manusia, dan koordinasi antarstakeholder. Pembahasan lebih lanjut menekankan pentingnya kolaborasi antara pemerintah, sektor swasta, dan masyarakat dalam mengatasi masalah ini. Saran untuk meningkatkan efektivitas program meliputi peningkatan koordinasi, pendidikan masyarakat, dan peningkatan kapasitas tenaga kesehatan. Penanganan stunting, sebagai investasi jangka panjang, memiliki dampak besar terhadap kualitas sumber daya manusia dan pembangunan sosial ekonomi Indonesia.

Abstract

The national defense program in Situbondo Regency emphasizes collaboration between the Regional Leadership Coordination Forum (Forkopimda) of Situbondo and the Islamic boarding school (Pondok Pesantren) community in order to foster a participatory policy-making process. This collaboration is particularly crucial within a prismatic society, as it enables the integration of diverse forms of knowledge from each party within an inclusive public sphere. However, building such a partnership is not without challenges, as it involves navigating complex and sometimes conflicting interests between the two groups. This study aims to analyze the dynamics of collaborative national defense policy-making in Situbondo Regency, taking into account the prismatic nature of the local society. A qualitative approach was employed, using Interpretative Phenomenological Analysis (IPA) as the analytical method. The IPA approach was chosen to explore the collaborative processes involving both policy actors—namely, Forkopimda Situbondo—and target groups, particularly the ulama. The findings reveal that in the policy process, there is a clear divergence in the construction of knowledge between the policy actors and the target group. Forkopimda Situbondo tends to rely on professional and scientific (indigenous) knowledge, whereas the ulama draw more heavily on local (endogenous) knowledge. This divergence arises from differing policy approaches: Forkopimda adopts a stagist or managerial policy model, while the ulama engage through a discursive approach rooted in local ideas and narratives. Despite these differences in approach and epistemological orientation, the two groups have managed to establish effective collaboration. This is evident in several joint activities, such as the celebration of Indonesia’s Independence Day and the commemoration of the 74th National Defense Day (HBN).

Abstract

High enthusiasm for marine tourism has driven the development of this sector in many places, but suboptimal management, as in Payangan and Jember, is actually discouraging visitors from returning. The cause of this reluctance is suspected to be due to suboptimal governance and institutional management. This study uses Soft Systems Methodology (SSM) to analyze these complexities in six stages. The findings show that there are 24 problems in governance and institutions in Payangan, including a lack of formal regulation enforcement and barriers to local community participation. Management groups tend to prioritize economic gains over the overall well-being of the community. Based on the results of this study, it is concluded that consensus is needed in enforcing regulations (formal constraints) and community participatory activities (informal constraints) to achieve sustainable governance. The proposed conceptual model integrates governance and institutional concepts to strengthen regulation and participation, with a focus on collaboration between management groups and local communities. Comparison between the conceptual model and the field situation shows the need for systematic change implementation that considers the interests of all stakeholders. Thus, this study offers an SSM-based strategy to improve the effectiveness of governance and institutions in marine tourism management, especially in Payangan and Jember, by strengthening regulation and increasing community participation. These steps are expected to provide a stronger foundation for the sustainable development of the marine tourism sector in the future.
