Abstract

This study aims to analyze the influence of work discipline on the performance of personnel at Biak Numfor Police Resort, with work motivation as an intervening variable. The research is motivated by the high rate of disciplinary violations within the Biak Numfor Police, which has led to a decline in performance and professionalism among personnel. A quantitative approach was applied using Structural Equation Modeling (SEM) with the Partial Least Squares (PLS) method. The sample consisted of 220 active police officers selected through purposive sampling, while the research instrument was developed based on validated and reliable indicators. The results indicate that work discipline has a positive and significant effect on both work motivation and performance. Furthermore, work motivation has a significant influence on performance and mediates the relationship between work discipline and performance. These findings emphasize that work discipline not only directly contributes to improved performance but also builds internal motivation that drives more optimal results. This research provides practical implications for police leadership, particularly the need to implement consistent disciplinary policies, foster a positive work culture, and develop reward systems that enhance motivation. Such strategies are expected to strengthen discipline, boost internal motivation, and ultimately optimize personnel performance at the Biak Numfor Police Resort.

Abstract

Perubahan karyawan dalam suatu perusahaan, yang disebut turnover, memiliki dampak yang signifikan terhadap pengeluaran perusahaan. Salah satu dampak negatifnya adalah meningkatnya biaya yang dikeluarkan untuk merekrut dan melatih karyawan baru. Selama pandemi Covid-19, perusahaan menghadapi tidak hanya krisis kesehatan tetapi juga krisis ekonomi dan sosial. Oleh karena itu, masalah turnover menjadi sangat penting. Penelitian ini memberikan perspektif dari karyawan milenial di sebuah perusahaan BUMN yang memiliki tingkat turnover yang rendah sebelum dan selama pandemi ini, berbeda dengan perusahaan lain yang cenderung mengalami peningkatan tingkat turnover. Metode yang digunakan dalam penelitian ini adalah wawancara mendalam dan diskusi kelompok terhadap 13 karyawan dari berbagai posisi. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor-faktor yang membuat karyawan milenial memilih tetap berada di perusahaan ini meskipun perusahaan sedang mengalami situasi sulit. Hasil penelitian ini menunjukkan bahwa terdapat faktor-faktor ekstrinsik dan intrinsik yang berkontribusi terhadap retensi karyawan. Faktor ekstrinsik yang ditemukan meliputi keamanan pekerjaan di masa depan, kompensasi, lingkungan kerja, kesempatan promosi, pelatihan, peluang kerja yang terbatas di perusahaan lain, dan kesempatan untuk memiliki rumah pada usia muda. Sementara itu, faktor intrinsik yang ditemukan meliputi tantangan pekerjaan, keseimbangan kerja, kepuasan, pengakuan atas prestasi, serta rasa syukur dan bangga. Penelitian ini memberikan kontribusi dalam memperluas pemahaman tentang cara mempertahankan karyawan milenial, terutama dalam situasi pandemi Covid-19 ini.
