Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pemerintah melalui Badan Kesatuan Bangsa dan Politik (Bakesbangpol) dalam menanggulangi penyalahgunaan narkoba di Kabupaten Bogor. Penyalahgunaan narkoba di Kabupaten Bogor menjadi masalah serius yang mempengaruhi kesehatan masyarakat dan stabilitas sosial. Melalui berbagai program dan kegiatan, Bakesbangpol berupaya untuk meningkatkan kesadaran masyarakat, mencegah penyalahgunaan narkoba, serta memberdayakan komunitas lokal. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara dan observasi untuk menggali data dari pelaksana kebijakan serta masyarakat. Hasil penelitian menunjukkan bahwa meskipun terdapat berbagai upaya yang telah dilakukan, masih ada tantangan dalam implementasi kebijakan, seperti kurangnya sumber daya dan koordinasi antar instansi. Penelitian ini diharapkan dapat memberikan rekomendasi untuk perbaikan strategi penanggulangan narkoba di masa depan.

Abstract

Exploitation is the excessive, unfair, and unlawful use or exploitation of resources, labor, and other resources for personal or group gain. Legal protection for Indonesian migrant workers employed through AKAN or AKAD must comply with applicable law to ensure legal certainty. Exploitation prevention is achieved by ensuring Indonesian migrant workers' understanding of the procedures and companies sending them. Indonesian migrant workers must work through authorized companies and comply with applicable legal procedures. This study aims to determine the form of legal protection for Indonesian Migrant Workers and recommend efforts that can be made to prevent the exploitation of Indonesian Migrant Workers. This research uses a normative juridical approach, which focuses on analyzing legal texts, legal norms, and applicable legal rules. The research concludes as follows: Preventing the exploitation of Indonesian migrant workers who will enter employment through AKAN (Inter-Country Work Agreements) and AKAD (Inter-Regional Work Agreements) requires Indonesian migrant workers to be more careful in selecting companies that will send them as Indonesian migrant workers and to understand the provisions of laws and regulations related to employment law, as they regulate their rights and obligations, thereby ensuring legal certainty. This research is crucial for developing legal protection for Indonesian migrant workers. It serves as a scientific study that can be referenced by other researchers conducting similar research. It can also serve as a resource for the public to learn about Indonesian labor law.

Abstract

This study aims to analyze the implementation of budget efficiency policies at the Regional Secretariat of Bogor Regency based on Presidential Instruction Number 1 of 2025 and Regent Circular Number 100.3.4.2/810-BPKAD. This research is significant as budget efficiency is the main part of efforts to realize good governance and a response to increasingly complex national fiscal challenges. A qualitative approach with a descriptive case study method was employed to gain an in-depth understanding of the processes, strategies, and challenges involved in implementing efficiency policies within the local government environment. Data were collected through in-depth interviews with key informants, direct observation of organizational activities, and review of relevant official documents. Data analysis was conducted using the interactive model of Miles, Huberman, and SaldaƱa, along with source and method triangulation to ensure the validity and reliability of findings. The results indicate that the policy implementation was formally carried out through budget adjustments, restrictions on operational expenditures, and postponement or cancellation of non-priority activities. However, structural challenges such as limited human and financial resources and cultural challenges such as resistance from some government officials were encountered. Key supporting factors for implementation included effective communication, leadership commitment, and inter-unit coordination. This study recommends that future efficiency policies adopt a more adaptive, participatory, and performance-based approach to enhance policy effectiveness and sustainability.
