Abstract

AbstractThis study analyzes the effectiveness of developing madrasah principals’ leadership based on local assets and Islamic management values through the Asset-Based Community Development (ABCD) approach in Bandung, Indonesia. A qualitative applied method was employed using the five-phase ABCD framework like Discovery, Dream, Design, Define, and Destiny. Participants included the Head of Madrasah Affairs at the Bandung Ministry of Religious Affairs, four supervisors, and ten principals representing RA, MI, MTs, and MA levels. Data were collected through interviews, focus group discussions (FGDs), structured observations, and document analysis, and validated using triangulation of sources and techniques. The results show that the ABCD approach effectively strengthened principals’ leadership capacities by systematically leveraging human, social, natural, infrastructural, and financial assets. All madrasahs produced validated asset maps; nine action plans achieved feasibility scores ≥70, and seven madrasahs implemented over 70% of their priority actions. The values of amanah (trust), adl (justice), shura (consultation), itqan (excellence), and ihsan (benevolence) served as ethical foundations guiding consistent and collaborative leadership. This study concludes that asset-based and value-driven leadership through small, high-impact actions enhances managerial effectiveness and can be replicated in other urban madrasahs.AbstrakPenelitian ini menganalisis efektivitas pengembangan kepemimpinan kepala madrasah berbasis aset lokal dan nilai-nilai manajemen Islam melalui pendekatan Asset-Based Community Development (ABCD) di Kota Bandung. Metode yang digunakan adalah kualitatif terapan dengan tahapan Discovery, Dream, Design, Define, dan Destiny. Partisipan meliputi Kepala Seksi Pendidikan Madrasah Kemenag Kota Bandung, empat pengawas, dan sepuluh kepala madrasah pada jenjang RA, MI, MTs, dan MA. Data dikumpulkan melalui wawancara, FGD, observasi, dan analisis dokumen, serta divalidasi melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa pendekatan ABCD efektif memperkuat kapasitas kepemimpinan kepala madrasah dengan memanfaatkan aset manusia, sosial, alam, infrastruktur, dan finansial secara terarah. Seluruh madrasah menghasilkan peta aset tervalidasi; sembilan rencana aksi mencapai skor kelayakan ≥70, dan tujuh madrasah merealisasikan lebih dari 70% aksi prioritas. Nilai-nilai amanah, adil, musyawarah, itqan, dan ihsan berfungsi sebagai landasan etis yang menuntun konsistensi dan kolaborasi. Penelitian ini menyimpulkan bahwa kepemimpinan berbasis aset dan nilai Islam melalui langkah-langkah kecil bernilai tinggi mampu meningkatkan efektivitas manajerial kepala madrasah serta layak direplikasi dalam jejaring madrasah urban

Abstract

This study addresses the persistent challenges of strategic implementation in Islamic educational institutions, where the integration of Islamic values into management practices often remains symbolic and unstructured. It aims to analyze the role of leadership in strategy implementation at SMP Al-Azhar Syifa Budi Parahyangan, to describe the application of the Tafahum Strategis framework, to identify supporting and hindering factors, and to formulate a triadic integration model. A qualitative case study approach was employed, utilizing in-depth interviews, participant observation, document analysis, and NVivo 12 for data analysis, with triangulation and member checking ensuring trustworthiness. The findings reveal that leadership functions as a strategic driver that translates vision into operational programs through the four stages of Tafahum Strategis: Tafakkur (reflection), Tawashau (consultation), Tanfidz (execution), and Muhasabah (evaluation). Supporting factors include high vision acceptance, a collaborative culture, and data-driven monitoring, while resistance, resource limitations, and external dynamics pose challenges. The triadic integration model combining Islamic values, strategic theory, and operational practice proves effective in enhancing consistency and institutional performance. The study concludes that leadership grounded in Tafahum Strategis significantly improves strategy implementation in Islamic education and offers a cross-religious model adaptable to other faith‑based institutions.
