Abstract

This research examines the optimization of KRI (Republic of Indonesia Navy Ships) maintenance in the Refurbishment Program to support the readiness of defense equipment (Alutsista). The study aims to provide an overview and solutions to the challenges faced in the refurbishment program as an effort to accelerate the enhancement of Alutsista readiness, given the current aging condition of KRIs and budget constraints. The research is based on optimization theory, refurbishment theory, and defense equipment readiness theory. The study employs a descriptive qualitative method using tools Nvivo 12 and SWOT analysis, with data collected through interviews and literature reviews. The findings highlight several key issues in the refurbishment program, including frequent equipment damage, limited budget availability, ship automation and digitalization, declining performance of sensor and navigation systems, and human resource and technological constraints. While current human resources and supporting technology are capable of implementing refurbishment planning and execution, maintenance systems often fail to adhere to schedules due to hindering factors such as extensive coordination gaps, budget limitations, reliance on imported components, and technological restrictions. The study concludes that maintenance conditions, import dependency, and technological limitations in the refurbishment program can be addressed through improved coordination, adoption of new technologies, KRI identification, life cycle-based approaches, integration of technical efficiency, workforce optimization, and stakeholder synergy.

Abstract

Indonesia sebagai negara kepulauan dengan garis pantai sepanjang 108.000 km memiliki tantangan strategis dalam mempertahankan kedaulatan wilayah laut. Kondisi geografis yang kompleks, termasuk keberadaan pulau terluar, variasi topografi pantai, dan dinamika cuaca serta gelombang laut, menuntut Pasukan Marinir memiliki strategi operasi pertahanan pantai yang adaptif dan efektif. Penelitian ini bertujuan untuk menganalisis pengaruh kondisi geografis terhadap efektivitas operasi pertahanan pantai Pasukan Marinir. Metode penelitian menggunakan quantitative research dengan jumlah responden 50 personel Marinir yang memiliki pengalaman langsung dalam operasi pantai. Data diperoleh melalui kuesioner skala Likert dan studi dokumentasi, kemudian dianalisis menggunakan uji validitas, reliabilitas, regresi linier sederhana, serta uji t dan F. Hasil penelitian menunjukkan bahwa seluruh indikator valid dan reliabel, koefisien regresi B=0,658, t-hitung=7,39>t-tabel=2,011 (p=0,000), dan F-hitung=54,62>F-tabel=4,04 (p=0,000). Koefisien determinasi R²=0,549 menunjukkan bahwa 54,9% variasi efektivitas operasi pertahanan pantai dapat dijelaskan oleh kondisi geografis. Temuan ini menegaskan bahwa karakteristik geografis Indonesia merupakan determinan utama keberhasilan operasi pertahanan pantai dan menjadi dasar strategis bagi perencanaan doktrin, taktik, dan kebijakan pertahanan maritim.
