Abstract

The Election Supervisory Body (Bawaslu) is a body tasked with supervising the implementation of elections throughout the territory of the Republic of Indonesia. The number of Bawaslu members is 5 (five) people. One of the prevention and enforcement of violations supervised by Bawaslu is about money politics during the implementation of general elections. In the implementation of elections, money politics violations often occur, namely during the campaign period carried out by candidate candidates or campaign teams in order to gain votes and sympathy from the public. The type of research used in this study uses empirical legal research where this research method functions to see the law in a real sense and examine how the law works in the community. The results of the research and discussion refer to: (1) In the effectiveness of the supervision of the Kupang City Bawaslu against the practice of money politics in the 2024 legislative elections, it has been effective in this case, its supervision starts from prevention to action related to money politics issues. (2) The Kupang City Bawaslu faces obstacles in the form of weak resources and the public does not want to report money politics issues to the Bawaslu.

Abstract

Green open space (RTH) is part of the open spaces of an urban area filled with plants, vegetation, and vegetation to support the direct and indirect benefits generated by RTH in the city, namely security, comfort, welfare, and beauty of the urban area. The availability of green open space in Kupang City is categorized as sufficient. The Kupang City Government (Pemkot) issued Kupang City Regional Regulation Number 7 of 2000 concerning RTH and circulars for offices, private business actors and the general public, to provide land designated as parks or mini gardens in their respective yard areas. This study discusses (1.) How is the legal awareness of the community in the use of yard land based on Kupang City Regional Regulation Number 7 of 2000 concerning RTH? (2.) What are the factors that hinder the legal awareness of the community in the use of yard la? This research is a type of empirical legal research. The results of the study show that the level of legal awareness of the community in the Maulafa sub-district is measured using four indicators of legal awareness according to Soerjono Soekanto, namely legal knowledge, legal understanding, legal attitudes and legal behavior so that it can be concluded that the legal awareness of the community is still relatively low. Educational factors and economic factors are obstacles to the legal awareness of the community in the Oepura Sub-district.

Abstract

This study investigates the way the Social Service of Lembata Regency regulates and implements services for people living in poverty using a social law approach. The findings show that although six main programs, Health Insurance Contribution Assistance Beneficiaries, Family Hope Program, Non-Cash Food Assistance, Direct Cash Assistance, Regional Health Insurance, Indonesia Smart College Card, have been implemented in accordance with national provisions (Permensos 262/2022) and SK Kadinsos No. 25/2024 with a fairly large reach (for example: 88,287 National Health Insurance recipients), its effectiveness is hampered by various factors both internal and external. From the internal side, the challenges faced include: (1) the absence of a specific regulation to address poverty, (2) a definition of poverty that is not in accordance with the local context, (3) inaccuracy of DTKS data (overlapping, including residents who are well-off or have died), (4) limited budget (the Joint Business Group program has not been implemented), and (5) uneven distribution of assistance (one District Social Welfare Worker, serves two sub-districts). From the external side, the main challenges are the mindset of community dependency (aid is used for non-basic consumer goods), minimal awareness of independence, and lack of cooperation from the community. This study recommends a comprehensive approach: strengthening regional regulations, updating technology-based data collection systems, increasing allocations from the Regional Government Budget, and integrating assistance that focuses on behavioral change.
