Abstract

Small-scale fisheries exhibit unique, diverse, and varied characteristics in each region. These distinctive traits render small-scale fisheries challenging to regulate centrally. This research aims to compare the characteristics of land-based and island-based small-scale fisheries in Southeast Sulawesi Province. Data were collected through structured interviews involving 445 respondents from two distinct areas: North Konawe, representing land-based fisheries, and Konawe Islands, representing island-based fisheries. Both qualitative (questionnaire data) and quantitative analyses were conducted using R software. Proportion data were tested using the R ggstatsplot package, while word cloud analysis utilized the R wordcloud package. The analysis of fishing ground distribution hotspots was performed using QGIS software version 3.30. The research findings demonstrate differences across various aspects, including education levels, boat sizes, fishing frequency, monthly income, and types of captured fish. Furthermore, the study highlights that island-based small-scale fisheries hold a higher income potential compared to their landbased counterparts. These differing characteristics serve as essential considerations in developing policies that support sustainable management of small-scale fisheries based on the needs of local communities.

Abstract

Penelitian ini menggunakan metode analisis jaringan sosial-ekologi (SENA) untuk memetakan dan menganalisis sistem sosial-ekologi skala kecil (SES) dalam pengelolaan area akses untuk perikanan skala kecil (PAAP) di Wilayah Kepulauan Wawonii, Kabupaten Kepulauan Konawe. Penelitian ini mengidentifikasi dan menganalisis hubungan antara berbagai aspek sosial, ekologi, ekonomi, tata kelola, dan pemanfaatan sumber daya. Tujuan penelitian adalah menguji dinamika sistem sosial-ekologi di area PAAP Kabupaten Kepulauan Konawe. Penelitian dilakukan dari Februari hingga November 2022 dengan menggunakan metode pengumpulan data primer dan sekunder. Data primer diperoleh melalui observasi, wawancara, dan FGD kepada 227 responden yang terdiri dari nelayan PAAP dan Non PAAP. Sementara itu, data sekunder dikumpulkan melalui studi literatur, dokumen, dan laporan terkait. Model jaringan dasar dari SES dibangun menggunakan pendekatan jaringan untuk memahami pola interaksi antara entitas dalam sistem ini. Komunikasi, deteksi komunitas, dan analisis komputasi menggunakan R paket dilakukan untuk menghasilkan pemetaan terbaik dan mendapatkan wawasan tentang pola interaksi yang ada. Hasil pemetaan mengungkapkan kluster signifikan dan hubungan antara entitas dalam sistem perikanan skala kecil. Penelitian ini juga memberikan pemahaman yang lebih baik tentang hubungan kompleks antara berbagai aspek sistem perikanan skala kecil di Wilayah Kepulauan Wawonii, Kabupaten Kepulauan Konawe, yang dapat menjadi dasar untuk pengambilan keputusan dan pengelolaan yang lebih efektif. Title: Social-Ecological System Networks in the PAAP Wawonii Islands Region, Konawe Islands District: Holistic Understanding for Sustainable Transformation This research utilizes the Social-Ecology Network Analysis (SENA) method to map and analyze small-scale social-ecological systems (SES) in the management of access areas for small-scale fisheries (PAAP) in the Wawonii Islands Region, Konawe Islands District. The study identifies and analyzes the relationships among various social, ecological, economic, governance, and resource utilization aspects. The research objective was to examine the dynamics of social-ecological systems in the PAAP area of Konawe Islands Regency. The research was conducted from February to November 2022 using a combination of primary and secondary data collection methods. Primary data were obtained through observations, interviews, and FGDs involving 227 respondents comprising PAAP and Non-PAAP fishermen. Meanwhile, secondary data were collected through literature reviews, document analysis, and relevant reports A basic network model of the SES is constructed using a network approach to understand the patterns of interactions among entities within this system. Communication, community detection, and computational analysis using the R package are performed to generate the best mapping and gain insights into the existing patterns of interactions. The mapping results reveal significant clusters and relationships among entities within the small-scale fisheries system. This study also provides a better understanding of the complex relationships among various aspects of the small-scale fisheries system in the Wawonii Islands Region, Konawe Islands District, serving as a foundation for decision-making and more effective management.
