Abstract

This research aims to determine the village government's strategy in empowering the community's economy and the obstacles through BUMDES Bangun Mandiri Dfesa Bekiung, Kuala District. Qualitative research with questionnaire instruments, interviews and document studies. The informants in this research included the Village Head, Director and Treasurer of BUMDES, as well as the community. Research findings 1) the village government's strategy in empowering the community's economy is carried out by providing savings and loan business capital loans, a profit sharing system scheme. 2) providing entrepreneurial assistance and training by BUMDES administrators to the community, as well as encouraging community participation to help advance the business unit. 3) the obstacles include the lack of capital owned by BUMDES, the lack of skills and expertise of human resources in managing BUMDES and institutional management which is still not running optimally and the lack of community participation.

Abstract

Penelitian ini bertujuan untuk menganalisis peran pemerintah Desa Simpang Sungai Duren dalam tata kelola keselamatan lalu lintas di kawasan simpang empat yang hingga saat ini belum dilengkapi dengan lampu lalu lintas. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi langsung, dan dokumentasi. Informan dipilih menggunakan teknik purposive sampling yang terdiri dari perangkat desa, Ketua RT, serta masyarakat yang bermukim di sekitar kawasan simpang empat. Analisis data dilakukan menggunakan model interaktif Miles dan Huberman melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan, serta keabsahan data dijamin melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa pemerintah desa telah melakukan pelaporan kepada pihak yang berwenang pada awal tahun 2026 sebagai bentuk respon terhadap kondisi simpang yang sangat membahayakan, ditandai dengan kemacetan, kecelakaan, polusi, dan gangguan yang telah berlangsung selama kurang lebih lima tahun. Namun demikian, realisasi konkret berupa pengadaan lampu lalu lintas belum terwujud akibat keterbatasan kewenangan di tingkat desa dan belum adanya kepastian dari instansi yang berwenang.
