Abstract

Penurunan jumlah kunjungan wisatawan akibat dampak pandemi, yang memerlukan strategi promosi yang efektif. Penelitian ini bertujuan untuk mengeksplorasi bagaimana Dinas Kebudayaan dan Pariwisata Kabupaten Banyuwangi memanfaatkan media sosial untuk menarik wisatawan. Metodologi penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik purposive sampling untuk menentukan informan. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi promosi melalui media sosial, seperti Instagram dan Facebook, terbukti efektif dalam meningkatkan kunjungan wisatawan, dengan peningkatan signifikan pada tahun-tahun tertentu. Pembahasan mengungkapkan bahwa penggunaan media sosial memungkinkan interaksi yang lebih baik antara pengelola destinasi dan calon wisatawan. Cerita menarik dan konten visual yang menarik menjadi kunci dalam menarik perhatian wisatawan. Kesimpulan dari penelitian ini menegaskan bahwa strategi promosi melalui media sosial berhasil meningkatkan jumlah kunjungan wisatawan ke Banyuwangi.

Abstract

The low participation of the BPD in supervision and development planning, which results in unequal benefits for the community.This study aims to evaluate the extent to which the BPD contributes to achieving village development goals and to understand the factors influencing its performance effectiveness.The research methodology uses a qualitative approach with purposive sampling techniques to determine relevant informants.Data collection was conducted through interviews, observations, and document analysis.The research results indicate that the BPD has not yet functioned optimally in absorbing community aspirations and conducting effective oversight.The performance of the BPD tends to be administrative in nature, without active involvement in the development process.The discussion reveals that the dominance of the village head hinders the role of the BPD, causing the functions of oversight and community participation to not run well.The limited understanding of BPD members regarding their duties and functions also becomes a hindrance.The conclusion of this study emphasizes that although village development is proceeding on schedule, the effectiveness of the BPD's performance remains low.

Abstract

The high poverty rate in Rejosari Village, where many people lack the skills to develop micro-enterprises.The research objective aims to evaluate the effectiveness of the micro-enterprise skills training program in improving community welfare.The research methodology uses a qualitative approach with purposive sampling and snowball sampling techniques to determine informants.Data collection was carried out through interviews, observations, and documentation.The research results show that the skills training program has been running well, but there are still obstacles in terms of understanding and community participation.The discussion reveals that effective communication between the village government and the community is crucial for increasing participation in the program.Adequate human resources and facilities also play a role in the successful implementation of policies.The conclusion of this study emphasizes that although there has been progress in the implementation of the program, further efforts are still needed to raise public awareness and ensure the sustainability of the training program.

Abstract

This analysis discusses the implementation of Regional Regulation Number 17 of 2017 concerning Public Service Retribution, specifically in parking services in Banyuwangi.The main issue lies in the low parking retribution income due to the lack of adequate facilities and infrastructure, as well as suboptimal management.The purpose of this research is to evaluate the effectiveness of the implementation of the policy and identify the obstacles encountered.The methodology used is a qualitative approach with in-depth interviews with key informants, including Transportation Department officers and parking service users.The research results indicate that the limited availability of parking facilities and the lack of official parking attendants contribute to this issue.In addition, ineffective communication between the government and the community also poses a challenge.The conclusion of this research emphasizes the need for improvements in facilities and infrastructure, an increase in the number of parking attendants, and enhancements in communication and socialization of policies to the public.These efforts are expected to increase local revenue and provide better service to parking users.

Abstract

This research was motivated by problems that stemmed from the non-implementation of the Pamsimas program in Bomo Village, Blimbingsari District, Banyuwangi Regency even though a building had been provided, as well as the presence of damaged or incomplete equipment in the Pamsimas building so that the implementation of the program was hampered. This research aims to evaluate the effectiveness of village development programs in Blimbingsari District, especially through community-based drinking water and sanitation programs, with a focus on changes in Bomo Village. This research uses a qualitative descriptive research type. The data collection techniques were interviews and observations based on Pamsimas program data in Bomo Village. The results of research conducted using several indicators proposed by George Edward III (1980), namely communication, resources, disposition and bureaucratic structure, show that implementation, communication is very important and plays an important role in knowing what the implementer must do. Disposition as an implementing attitude. The important thing about disposition variables is; bureaucratic appointments, and incentives. If the Bomo Village Government wants to get effective results, its officials must not only know but also have the ability to implement it. There are 2 main characteristics of a bureaucratic structure, namely; standard operating procedures, and fragmentation. Bureaucratic structure can influence the successful implementation of a policy. Policy implementation is a quite complex process that requires strong and conductive bureaucratic cooperation. The community-based drinking water and sanitation program (pamsimas) in Bomo village, Blimbingsari subdistrict, Banyuwangi district has not been running well and the implementation process is still not optimal because the community still complains about the pamsimas program system.
