Abstract

Cultural tourism is the main attraction in the traditional village of Kemiren, Banyuwangi Regency. Macananegara tourists as well as domestic tourists visit the traditional village of Kemiren to witness first-hand the life of the Osing tribe which is still traditional. This research was conducted to determine the impact of tourism on the socio-cultural aspects of the people of the Kemiren traditional village, Banyuwangi Regency. This research is a qualitative research. Meanwhile, the strategy carried out by the government is in the form of preventive actions such as outreach to MSME players, making local regulations on tourism and study tours of tourism management with tourism business actors. The basic conclusion in this study later is, as a cultural tourism destination in general, the ongoing tourism industry activities affect the socio-cultural aspects of the Osing community, the Kemiren traditional village, Banyuwangi Regency. In addition, the increase in the community's economy is also encouraged due to changes in the livelihoods of local residents, as well as local government strategies in the form of policy making are expected to be able to minimize the negative impact of tourism. Cultural tourism in the traditional village of Kemiren, Banyuwangi Regency is used as a tool to maintain the cultural existence of the Kemiren traditional village, which is currently being abandoned by the Osing tribe, the traditional village of Kemiren, Banyuwangi Regency.Keywords: Tourism, Socio-culture, Osing Tribe

Abstract

A qualitative method with an ethnographic approach is used in this study. The results of this study indicate that the implementation of the cultural development of the Banjar community is carried out by mapping the potential of natural and environmental resources, developing the potential and capabilities of human resources at the village level as a dynamist of the village economy, and empowering local communities in managing the potential of their villages to increase added value. The main problem is the low progress of the village which is considered a tourist village. From several villages in Banyuwangi, there are still villages that are poor and have not been eradicated by poverty alleviation programs. Given the importance of productivity development in the context of economic development and growth, this research problem is formulated to what extent the development of community culture is able to become the basis for developing tourism economic productivity which is specifically explained: (1) based on the characteristics of community cultural development, with three main variables namely culture , social and economic, (2) set indicators of the success of community cultural development, and (3) formulate strategies for the use of community cultural development in Banjar Village.

Abstract

Banyaknya temuan masalah dalam penyelenggaraan pelayanan administrasi kependudukan mendorong pemerintah untuk menciptakan sebuah inovasi. Dalam hal ini, Kemendagri melalui Ditjen Kependudukan dan Pencatatan Sipil meluncurkan sebuah inovasi berupa Mesin Anjungan Dukcapil Mandiri (ADM). Masyarakat dapat mencetak sendiri dokumen kependudukan dengan waktu yang singkat menggunakan mesin ADM. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banyuwangi merupakan salah satu organisasi perangkat daerah yang menerapkan inovasi tersebut. Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan efektivitas mesin ADM dalam meningkatkan pelayanan administrasi kependudukan di Mal Pelayanan Publik Kabupaten Banyuwangi serta faktor pendukung dan penghambat dalam pelaksanaannya. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian deskriptif. Pengumpulan data penelitian ini menggunakan teknik observasi, wawancara, dokumentasi dan triangulasi. Analisis penelitian ini menggunakan 5 indikator efektivitas meliputi Produksi, Efisiensi, Kepuasan, Adaptasi dan Perkembangan. Hasil penelitian ini menunjukkan bahwa pemanfaatan mesin ADM di Mal Pelayanan Publik Kabupaten Banyuwangi belum cukup efektif khususnya pada indikator produksi, adaptasi dan perkembangan. Sedangkan pada indikator efisiensi dan kepuasan dapat dikatakan sudah efektif.

Abstract

UMKM di Kabupaten Banyuwangi masih rendah mengenai pemahaman teknologi juga cara ataupun strategi yang dilakukan untuk meningkatkan kreativitas usaha. Dengan adanya program Rumah Kreatif ini sangat membantu pelaku UMKM AKRAB di Kabupaten Banyuwangi untuk mengembangkan usahanya. Maka dari itu Program Rumah Kreatif ini menyediakan beberapa pelayanan berupa fasilitas. Dari fasilitas pelayanan tersebut pastinya pelaku UMKM AKRAB di Kabupaten Banyuwangi akan mendapatkan arahan. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dan merupakan jenis deskriptif. Penelitian yang dilakukan dalam penelitian ini adalah dengan menggunakan pendekatan deksriptif yaitu menggali sumber data dari hasil dokumentasi dan wawancara yang dilakukan secara langsung ke lapangan. Berdasarkan penelitian menunjukkan bahwa kualitas pelayanan pada Rumah Kreatif sudah maksimal. Penilaian positif dari pelaku UMKM AKRAB lebih dominan dari penilaian negatif. Hasil wawancara Bidang Kehumasan Dinas Koperasi, Usaha Mikro, dan Perdagangan Kabupaten Banyuwangi dan Koordinator Rumah Kreatif Kabupaten Banyuwangi mengemukakan fasilitas yang tersedia sudah berbasis aman dan nyaman. Ketua AKRAB dan Pelaku UMKM AKRAB mengemukakan kinerja petugas Rumah Kreatif sudah baik, sesuai SOP, daya tanggap cepat dan tepat, serta kemudahan informasi. Abstract

The BPD's equal position with the Village Government is a consequence of the implementation of regional autonomy. The BPD has the authority to absorb community aspirations, discuss and approve draft Village Regulations, supervise the performance of the Village Head, and create harmonious working relationships with all parties. However, not all BPDs carry out their main duties and functions effectively. This reality can be seen from the performance of BPD Wongsorejo, which in the 2022 budget year only has 1 activity. The impact is that the public does not understand and feel the main duties and functions of the BPD. This research describes, analyzes and interprets the role of BPD Wongsorejo in realizing good governance in Wongsorejo Village, Banyuwangi. Researchers have qualitative principles according to the constructive and participatory model. Primary data comes from interviews and secondary data comes from literature reviews and regulations relevant to the substance of the research. The results and conclusions obtained are that BPD is not just about institutional status but leads to responsibility to participate in creating sustainable, inclusive, effective and efficient village development. The implementation of BPD Wongsorejo's performance in supporting the success of village government must be proven in real terms.

Abstract

This research design is about how companies use social responsibility as a form of ethics to improve performance in the long term. Entrepreneurs, governments and society as a whole must ensure that companies are socially responsible. Companies have a social responsibility that is not only limited to providing funds for cultural improvement programs, but also treating their employees well, building long-term relationships with the environment, and running sustainable programs. The urgency of this research is expected to be able to provide direction to companies to carry out social responsibility in making policies and making decisions in accordance with regional government policies that support regional cultural tourism. Companies have an obligation to make policies, take decisions, and do things that are beneficial to society, which is known as social responsibility. Organizational strategies, structures and systems, as well as cultural and organizational strengths achieve organizational goals. The theories raised include the theory of social responsibility and local culture, as well as the reformulation theory of government policy design. By using a qualitative descriptive analysis method supported by interviews, documentation and focus group discussions (FGD), it is hoped that it can provide solutions to reformulate government policies that can support cultural tourism through corporate social responsibility. This research aims to reformulate the draft government policy regarding corporate social responsibility to lead and support Banyuwangi regional culture in an effort to improve the community's economy and the Banyuwangi cultural tourism industry. The output of this research is to provide a policy design reformulation to the Banyuwangi government regarding corporate social responsibility.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi peran Pemerintah Desa Gendoh dalam pelayanan publik yang diarahkan pada pengembangan UMKM, dengan fokus pada identifikasi tantangan dan peluang yang ada. Penelitian ini berusaha menjawab pertanyaan: Bagaimana pemerintah desa dapat meningkatkan pelayanan publiknya untuk mendukung UMKM dengan lebih baik? Dengan menggunakan pendekatan kualitatif, penelitian ini melibatkan wawancara dengan informan dari pemerintah desa, staf desa, dan pelaku UMKM, menggunakan teknik purposive dan snowball sampling. Temuan menunjukkan bahwa pemerintah desa telah membuat kemajuan signifikan dalam menjaga akuntabilitas, transparansi, dan responsivitas dalam pelayanan publik. Namun, masih terdapat tantangan berupa keterlibatan masyarakat yang terbatas dan keterbatasan sumber daya. Temuan ini berkontribusi pada pengembangan pengetahuan dengan menyoroti pentingnya prinsip-prinsip tata kelola yang baik di tingkat desa dan pengaruhnya terhadap pemberdayaan UMKM. Kesimpulannya, meskipun penelitian ini menunjukkan dampak positif dari inisiatif pemerintah desa terhadap pengembangan UMKM, penelitian ini juga menekankan perlunya keterlibatan masyarakat yang lebih inklusif dan optimalisasi sumber daya secara strategis. Rekomendasi untuk penelitian mendatang mencakup pemeriksaan dampak jangka panjang digitalisasi terhadap pertumbuhan UMKM dan eksplorasi strategi kolaborasi pemangku kepentingan yang lebih efektif.

Abstract

The Performance Of Village Office In The Implementation Of Public Service In Village Office Of Parijatah Kulon Village, Srono District, Banyuwangi Regency. Along with the times, society demands high value public sercices from the government, even though these demands are repeteadly not in line with expectations, because public services have so far been less professional. To improve of service, a performance at the village office cannot work without a village apparture. This improvement in the quality of performance village apparature to save time in fulfilling the functions of village officials and aims to improve the work discipline of an employee works, so that the result obtined are in accordace with thw services ecpected by the community. The research method used in thid study is a qualitative approach, where the research is descriptive in nature which describe the phenomena in the field being studied. For data collection techniques is Observation, Interview, Documentation, and Triangulation. The use of this qualitative method aims to obtain in depth information about the performance of the Parijatah Kulon Village Apparature in the implementation of public services. The performance of this village apparature as invetigated using T.R Mitchell’s theory which has five aspects is quality, promptness, initiative, capability, and communication.
