Abstract

Abstract Children are valuable assets for the future of a nation, making the fulfillment of their rights and protection a priority in regional development. The Child-Friendly City (Kota Layak Anak) initiative in Surabaya aims to create a safe, supportive, and child-friendly environment that fosters optimal child development. This study examines the collaborative process among various stakeholders, particularly the Department of Women’s Empowerment, Child Protection, Population Control, and Family Planning (DP3APPKB) and the Child Forum, in realizing the Child-Friendly City in Surabaya. Using a qualitative case study approach through interviews, observations, and documentation, the findings indicate that effective collaboration is characterized by open communication, clear role distribution, and mutual commitment among stakeholders. This collaboration enhances children’s participation in decision-making and the implementation of KLA programs. The study highlights the importance of cross-sector synergy and child empowerment as key elements in developing a Child-Friendly City. The findings can serve as a reference for other local governments in developing effective collaborative models for comprehensive child rights fulfillment. Abstract

This research aims to examine innovations in implementing policies for providing government goods and services via e-Procurement at the General Bureau of the Household Section of the Regional Secretariat of East Java Province using the George C. Edwards III approach. The method applied in this study is a descriptive qualitative research method. Data was obtained through interviews, observation and documentation. The data sources used are primary data and secondary data. The results of the research show that the General Bureau of the Household Section of the Regional Secretariat of East Java Province has quality human resources (HR) as evidenced by participation in certification and good communication between officials providing goods and services and staff providing goods and services who play a role.

Abstract

Penerapan e-government menjadi keharusan bagi instansi pemerintah pasca-pandemi COVID-19 untuk meminimalisir pelayanan tatap muka, yang diwujudkan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Jayapura melalui layanan administrasi kependudukan online melalui website PACEMACE. Meskipun layanan ini bertujuan mempermudah masyarakat, pelaksanaan di lapangan masih ditemukan adanya kendala internal. Oleh karena itu, penelitian ini bertujuan untuk mengukur dan menganalisis e-readiness Dinas Kependudukan dan Pencatatan Sipil Kota Jayapura dalam penerapan PACEMACE. Metode penelitian yang digunakan adalah kuantitatif deskriptif dengan penilaian e-readiness menggunakan framework STOPE+B (Strategy, Technology, Organization, People, Environment, Budget) dari Al-Osaimi et al. (2006), serta pemeringkatan CID Harvard (2019). Hasil penelitian menunjukkan bahwa kelima domain termasuk ke dalam kategori Siap dengan nilai overall grade 3,70 dan persentase 74,00%. Meskipun demikian, masih ditemukan titik lemah pada beberapa aspek, seperti koordinasi antar unit, pengelolaan ICT, serta kompetensi dan penempatan tugas pegawai, yang menunjukkan bahwa terdapat kategori yang belum sepenuhnya siap untuk mendukung implementasi ICT. Kata kunci: E-Government, E-Readiness, Framework STOPE+B, PACEMACE.
