Abstract

Zakat, as an Islamic social financial instrument, has great potential in poverty alleviation and improving social welfare. However, the gap between the potential and realization of zakat collection is still significant. This study aims to evaluate the zakat management policy framework in the context of social welfare using the Systematic Literature Review (SLR) method with the PRISMA approach. Of the 64 articles identified in the Scopus database, 35 articles met the inclusion criteria for in-depth analysis. The review results revealed seven main themes: regulatory and legal framework, governance and management, technological innovation, distribution and empowerment strategies, public awareness and education, interinstitutional collaboration, and impact measurement and evaluation. The findings indicate that effective zakat management requires a holistic approach, including legal harmonization, managerial professionalism, technology adoption, innovative distribution models, public education, inter-institutional synergy, and a comprehensive evaluation system. This study recommends policy reforms that include improving regulations, standardizing management, integrating technology, developing empowerment programs, digital-based education campaigns, strengthening collaboration, and developing an evaluation framework integrated with the SDGs. The implementation of these recommendations is expected to optimize the role of zakat in improving social welfare in the digital era.

Abstract

Purpose This paper proposes a zakat-funded digital literacy voucher as a policy instrument to support Indonesia’s national digital talent and youth employment agenda by expanding access to market-relevant skills for unemployed and out-of-school urban youth. Design/Methodology/Approach The study adopts a policy-oriented conceptual approach that integrates labor market evidence, digital skills demand analysis, and zakat governance. It designs a Sharīʿah-compliant, restricted-purpose voucher mechanism administered by zakat institutions and redeemable at accredited digital training providers, aligned with outcome-based financing principles. Findings The proposed model demonstrates that zakat can be operationalized as an active labor market policy complementing existing government programs such as digital talent development initiatives. The voucher system improves targeting, transparency, and accountability by linking disbursement to training completion and certification outcomes. It also addresses affordability constraints that limit participation of vulnerable urban youth in private digital training programs. Research limitations/implicationsThis study is limited to policy design and does not assess implementation outcomes. Future research should evaluate pilot programs in selected urban areas to measure employment impacts, fiscal efficiency, and inter-institutional coordination. Practical implicationsThe model provides a framework for zakat institutions and policymakers to integrate Islamic social finance with national digital talent programs. Social implicationsThe program supports youth employment, reduces NEET risk, and strengthens economic inclusion in the digital economy. Originality/value The paper offers a practical policy framework for integrating zakat into Indonesia’s digital workforce ecosystem, positioning Islamic social finance as a complementary instrument to public employment and digital inclusion strategies.

Abstract

This study aims to develop a comprehensive conceptual framework to transform halal SMEs from platform dependency to digital autonomy through independent Direct-to-Consumer (D2C) websites, supported by Sharia-compliant fintech. This study employs a bibliometric review, drawing on 120 high-quality publications (30 papers per search query) from the Scopus and Web of Science databases. VOSviewer software was used to perform co-occurrence analysis of author and index keywords, generating network, overlay, and density visualizations. The VOSviewer analysis identified 23 key items divided into 3 main clusters with 207 links and a total link strength of 902: (1) Red Cluster – Supporting Technologies for Standalone Websites (website, platform, e-commerce, user, application); (2) Green Cluster – Fintech Innovation in the Halal Digital Ecosystem (fintech, innovation, data, evidence, role); and (3) Blue Cluster – Comparison of D2C Business Models (performance, company, time, resource, effect). The overlay visualization indicated that websites (2018.0), e-commerce (2018.5), fintech (2018.5), and innovation (2018.5) were relatively new research areas. The proposed three-stage framework—Market Dependency, Hybrid Transition, and Digital Autonomy—integrates appropriate fintech instruments (Murabahah for digital asset development, revenue-based financing for marketing, and Mudharabah for growth). Novelty: This study offers the first bibliometric mapping of the intersection between halal SMEs, D2C models, and Sharia fintech, proposing an integrated framework that bridges technical, financial, and institutional dimensions. Implications: The framework provides practical guidance for halal entrepreneurs, fintech providers, and policymakers to reduce platform dependency and achieve digital autonomy.
