Abstract

The purpose of this study is to determine the effectiveness of efforts to prevent marriage at an early age and its implications for repro-duction health. The research method used is empirical juridical, so it can be concluded that the factors causing early marriage in Parigi Moutong Regency are due to legal factors, lack of religious knowledge, lack of parental attention, promiscuity and social media. Efforts to prevent early marriage carried out by authorized institutions in the form of comprehensive socialization containing regulations on marriage, conducting premarital guidance by providing information or understanding of the dangers of early marriage, providing education to children in the form of character education, religious education, repro-duction health education and introduction to sex. However, the prevention efforts made are less effective because cases of early marriage have not decreased, in terms of 4 factors that influence the prevention of early marriage, namely: law enforcement factors, facilities, society and culture. The implication of early marriage is that early pregnancy at an age of less than 20 years for women will have many risks because the condition of the uterus and pelvis has not developed optimally. Tujuan penelitian ini untuk mengetahui efektivitas upaya pencegahan perkawinan pada usia dini dan implikasinya terhadap kesehatan reproduksi. Metode penelitian yang digunakan yuridis empiris maka dapat diperoleh kesimpulan bahwa faktor penyebab terjadinya perkawinan usia dini di Kabupaten Parigi Moutong karena faktor hukum, kurangnya pengetahuan agama, kurangnya perhatian orangtua, pergaulan bebas dan media sosial. Upaya pencegahan perkawinan usia dini yang dilakukan oleh lembaga-lembaga yang berwenang berupa sosialisasi komprehensif memuat regulasi tentang perkawinan, melakukan bimbingan pranikah dengan memberikan informasi atau pemahaman tentang bahaya perkawinan usia dini, memberikan pendidikan pada anak berupa pendidikan karakter, pendidikan keagamaan, pendidikan kesehatan reproduksi dan pengenalan seks. Namun upaya pencegahan yang dilakukan kurang efektif karena kasus perkawinan usia dini belum mengalami penurunan, ditinjau dari 4 faktor yang mempengaruhi pencegahan perkawinan usia dini yakni: faktor penegak hukum, sarana dan fasilitas, masyarakat dan budaya. Implikasi perkawinan usia dini yaitu kehamilan usia dini kurang dari 20 tahun bagi perempuan akan banyak risikonya karena kondisi rahim dan panggul belum berkembang optimal.

Abstract

The rapid growth of Indonesia’s skincare industry has led to an increase in overclaim practices, in which product content or claimed benefits do not correspond to laboratory test results. This practice potentially harms consumers and violates Law Number 8 of 1999 on Consumer Protection and regulations issued by the Indonesian Food and Drug Authority (BPOM). This research employs a normative juridical method using statutory, conceptual, and case study approaches to examine overclaim violations during 2023–2025. The results indicate that overclaim practices violate Articles 4, 7, 8, 9, and 10 of the Consumer Protection Law, as well as BPOM regulations requiring scientifically valid and accountable product claims. Laboratory findings reveal significant discrepancies between the declared and actual active ingredient contents, demonstrating misleading information that may harm consumers. Although the existing legal framework provides comprehensive protection, its effectiveness remains constrained by weak oversight of digital marketing practices and low levels of consumer legal literacy. Legal protection is available through BPOM administrative sanctions, dispute resolution through the Consumer Dispute Settlement Agency (BPSK), and civil and criminal legal remedies. Strengthening supervision, consumer education, and business compliance is therefore essential to ensure effective consumer protection.
