Abstract

Every country must begin to design alternative solutions to achieve food security in order to ensure a sustainable quality of life for people around the world. The attainment of food security in Indonesia is not derived from a single system, but rather consists of various interrelated subsystems that interact and collaborate to reduce food vulnerability. This study aims to conduct an in-depth analysis of Collaborative Governance strategies in the implementation of food diversification policies to reduce the level of food insecurity in Central Sulawesi. The research employs a qualitative descriptive approach. Descriptive research is one of the methods used to understand or portray the reality of the phenomena being studied. It seeks to describe or explain current events as they occur in the field, in order to generate data in the form of written and spoken words. The findings indicate that the Provincial Government of Central Sulawesi has established synergy through effective communication and coordination in accordance with the principles of Collaborative Governance. The provincial government has undertaken cross-sector collaboration efforts by implementing direct interventions in food-insecure areas, one of which is through the Food Sector Innovation Program, namely the Integrated Food Terminal and Transportation Innovation, abbreviated as Tetra Pandu. There are 20 (twenty) institutions actively participating in the Tetra Pandu innovation program. However, several challenges remain in achieving food security in Central Sulawesi, particularly concerning the supply of local non-rice food commodities. Questions arise regarding whether the existing supply of non-rice foods is sufficient to meet market demand, especially for household consumption, in the event that rice ceases to be the primary staple food of choice among the people of Central Sulawesi.

Abstract

Penelitian ini bertujuan untuk menganalisis secara lebih mendalam mengenai kebijakan diversifikasi pangan untuk mengetahui apakah kebijakan tersebut dapat mewujudkan tujuan zero hunger di Indonesia. Penelitian ini menggunakan metode deskriptif kualitatif dengan menggabungkan berbagai sumber, baik data primer maupun data sekunder. teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi literatur. Dalam teknik studi literatur terdapat tinjauan, rangkuman, dan pemikiran peneliti tentang berbagai sumber literatur seperti artikel ilmiah, buku, jurnal, disertasi, berita dari internet, dan lain sebagainya yang berkaitan dengan topik yang diteliti. Peneliti melakukan review terhadap artikel-artikel yang relevan dengan topik pertanyaan penelitian. kemudian proses review dilakukan secara sistematis dan terstruktur pada setiap prosesnya dengan mengikuti semua tahapan yang telah ditentukan. Hasil penelitian menunjukkan bahwa dari beberapa jenis pangan lokal yang diteliti, yaitu ubi kayu, jagung, sagu, pisang, kentang, dan sorgum, keenam jenis pangan lokal tersebut dinilai dapat memenuhi ketahanan pangan dalam negeri. Dari segi produksi, keenam jenis bahan pangan lokal yang diteliti hidup dan tersebar serta cukup melimpah di seluruh wilayah Indonesia sehingga ketersediaan bahan pangan tersebut dapat terjamin. Dari segi kualitas, keenam bahan pangan tersebut memiliki kandungan gizi yang sangat baik dan tidak kalah dengan jenis bahan pangan sumber karbohidrat lainnya seperti beras. This research aims to analyze more deeply the food diversification policy to find out whether the policy can realize the goal of zero hunger in Indonesia. This research uses a qualitative descriptive method by combining various sources, both primary and secondary data. the data collection technique used in this research is a literature study. In the literature study technique there is a review, summary, and thoughts of researchers about various literature sources such as scientific articles, books, journals, dissertations, news from the internet, and so on related to the topic under study. Researchers conducted a review of articles relevant to the topic of the research question. then the review process was carried out systematically and structured in each process by following all predetermined stages. The results showed that from several types of local food studied, namely cassava, corn, sago, banana, potato, and sorghum, the six types of local food were considered to be able to fulfill domestic food security. In terms of production, the six types of local food studied are alive and scattered and quite abundant in all regions of Indonesia so that the availability of these foodstuffs can be guaranteed. In terms of quality, the six foodstuffs have very good nutritional content and are not inferior to other types of carbohydrate source food such as rice.
