Abstract

Regional development disparity is a crucial issue in sustainable development, particularly in geographically fragmented regions such as East Nusa Tenggara (NTT) Province. This study analyzes development inequality across 22 regencies/municipality in NTT using 2024 GRDP per capita data, the Bonet Index, and a four-group quadrant classification based on the empirical quartiles of the index distribution. The Bonet Index is interpreted as the absolute relative deviation of a regency/municipality's GRDP per capita from the provincial GRDP per capita. The results reveal substantial cross-regional disparities. Kupang City records the largest deviation (1.67), followed by East Manggarai Regency (0.41), while Belu records the smallest value (0.04). Quartile-based classification identifies six regions in the highest-disparity group and six regions in the lowest-disparity group. The findings provide a reproducible, spatially oriented classification for identifying priority areas and support differentiated, place-based regional development policies in NTT.
