Abstract

Studi ini menganalisis peran krusial regulasi perbankan dan kolaborasi strategis antara bank dan pengembang properti dalam menciptakan skema pembiayaan konsumen yang tidak hanya fleksibel namun juga berkelanjutan di Kota Surabaya. Sebagai salah satu pusat pertumbuhan ekonomi di Indonesia, sektor properti di Surabaya sangat bergantung pada akses pembiayaan yang mudah dan stabil bagi konsumen. Namun, kompleksitas pasar dan dinamika risiko memerlukan kerangka kerja yang kuat. Penelitian ini menyoroti bagaimana regulasi perbankan, yang dirancang untuk menjaga stabilitas sistem keuangan dan melindungi konsumen, secara langsung memengaruhi batasan dan peluang fleksibilitas skema pembiayaan yang ditawarkan pengembang. Di sisi lain, kolaborasi erat antara lembaga perbankan dan pengembang menjadi kunci untuk mengidentifikasi kebutuhan pasar lokal, mitigasi risiko bersama, serta merancang produk pembiayaan inovatif yang sesuai dengan kapasitas dan preferensi konsumen di Surabaya, sekaligus memenuhi standar kepatuhan regulasi. Dengan menggunakan pendekatan kualitatif melalui studi kasus di Kota Surabaya, penelitian ini mengeksplorasi tantangan dan peluang dalam menyeimbangkan kepatuhan regulasi dengan inovasi produk pembiayaan. Hasilnya diharapkan dapat memberikan rekomendasi strategis bagi regulator, bank, dan pengembang untuk mengembangkan ekosistem pembiayaan properti yang lebih adaptif, inklusif, dan mendukung pertumbuhan sektor secara jangka panjang di wilayah tersebut. Abstract

This community service program aims to empower 25 members of the Chronic Disease Management Program (Prolanis) at Puskesmas Bailang, Manado—primarily patients with type 2 diabetes mellitus and hypertension—through an integrated program called the "Craft-Therapy Hub." The program integrates craft therapy, creative economy empowerment, and business digitalization based on productive behavior. The implementation method utilized active learning, comprising seminars, craft therapy workshops, digital marketing simulations, and Focus Group Discussions (FGD). Participants were trained to create marketable crafts, such as bead jewelry and recycled decorations, serving a dual purpose as psychological therapy and entrepreneurial opportunities. Furthermore, participants practiced marketing their products digitally via WhatsApp Business and Instagram. Qualitative evaluation indicated an increase in participants' understanding of productive behavior, creative entrepreneurship, and basic digital marketing. The program resulted in the formation of five creative business groups equipped with initial business plans. This activity successfully serves as a model for health-based economic empowerment, combining therapeutic and entrepreneurial approaches for individuals managing chronic diseases.

Abstract

This study investigates the influence of Human Resource (HR) Professionalism and Digital Payment System Transparency on Customer Trust among buyers of Perumnas housing projects in East Java Province. Using a quantitative approach with a survey method, data were collected from 150 respondents who had actively used Perumnas digital payment services. Data analysis was conducted using Structural Equation Modeling-Partial Least Squares (SEM-PLS) with SmartPLS software. The results indicate that HR Professionalism has a significant positive effect on Customer Trust (path coefficient = 0.412, t-statistic = 4.321, p < 0.01), and Digital Payment System Transparency also significantly and positively influences Customer Trust (path coefficient = 0.387, t-statistic = 3.987, p < 0.01). Simultaneously, both variables explain 61.3% of the variance in Customer Trust (R2 = 0.613). The findings suggest that Perumnas East Java should continuously invest in HR capacity development and enhance the transparency of its digital payment platform to strengthen customer confidence in the housing procurement process.
