Abstract

This study aims to identify and understand the concept of Human Resource Management (HRM) and its function in supporting organizational effectiveness. HRM plays a crucial role in managing individual potential to optimally contribute to achieving organizational goals. Using a quantitative approach, this study analyzes respondents' perceptions of key HRM dimensions, including planning, recruitment and selection, training and development, performance appraisal, and compensation. Data were collected through a Likert-scale questionnaire and analyzed using descriptive analysis techniques and simple linear regression to determine the influence of HRM functions on organizational effectiveness. The results indicate that all HRM functions have a positive and significant relationship with increased productivity and organizational performance. This finding confirms that effective human resource management is a strategic factor in maintaining organizational sustainability and competitiveness. This study is expected to enrich the HRM literature and serve as a reference for practitioners in designing professional, adaptive, and performance-oriented workforce management strategies.

Abstract

This study aims to analyze the level of understanding of Human Resource Management (HRM) and the factors that influence it in the context of modern organizations. HRM plays a strategic role in managing human potential to align with organizational goals, encompassing the functions of planning, recruitment, training, development, performance appraisal, and compensation. The research method used is quantitative with a descriptive approach. Data were collected through a structured questionnaire using a Likert scale to measure respondents' perceptions of the concept, function, and implementation of HRM. Data analysis was conducted using descriptive and inferential statistical techniques to describe the level of understanding and examine the relationship between variables. The results show that a good understanding of HRM is positively correlated with the effectiveness of employee management and increased organizational productivity. This finding emphasizes the importance of increasing literacy and continuous training in the field of HRM to support sustainable organizational performance. This study provides theoretical contributions to the development of the HRM concept and practical implications for organizations in improving human resource managerial competency.

Abstract

Regional financial management accountability depends not merely on the presence of an oversight apparatus, but on the ability of the Government Internal Supervisory Apparatus (APIP) to transform auditor resources and institutional support into governance improvements. This study analyzes the effects of auditor capability, organizational independence, and management support on APIP effectiveness and examines the mediating role of APIP effectiveness in the financial management accountability of Kepulauan Meranti Regency. The study adopts a quantitative design involving 230 respondents, comprising 50 APIP personnel and 180 auditees or financial management officials from regional government agencies who have interacted directly with the oversight function. Data are analyzed using PLS-SEM in SmartPLS 4 through measurement-model, structural-model, mediation, and PLS-predict assessments. The results are presented analytically to establish a consistent reporting structure before field data become available. The model indicates that auditor capability (β = 0.286), organizational independence (β = 0.238), and management support (β = 0.352) positively affect APIP effectiveness. APIP effectiveness affects accountability (β = 0.451) and mediates all three relationships. The model explains 64.1% of the variance in APIP effectiveness and 59.6% of the variance in accountability. Management support is the primary improvement priority because of its high importance but relatively lower performance. Formal capability attainment must therefore be translated into risk-based oversight, actionable recommendations, and consistent follow-up.

Abstract

This study analyzes the effectiveness of digital personnel administration services in an archipelagic region by examining the interplay among technological quality, service capacity, user experience, and geographical conditions. A qualitative evaluative case study was conducted at the Regional Civil Service and Human Resources Development Agency (BKPSDM) of Meranti Islands Regency. The DeLone and McLean framework was employed to examine system quality, information quality, service quality, use, user satisfaction, and net benefits, while the archipelagic setting was treated as a cross-cutting context. The empirical analysis drew on 20 informants and 168 service-request records. The comparison of interview, documentary, and observational evidence generated six principal themes. Digital channels reduced initial office visits and accelerated the completion of fully documented requests; however, their effectiveness was constrained by connectivity problems, inconsistent requirements information, reliance on informal communication, and the continued use of physical documents. Mandatory or frequent use did not, in itself, indicate success. Effectiveness emerged when reliable systems and actionable information were reinforced by responsive operators, recovery mechanisms, and end-to-end digital processes. The study proposes a conditional effectiveness model for archipelagic regions: an enabling configuration produces equitable access, process certainty, and sustainable benefits, whereas a constraining configuration produces hybrid bureaucracy and uneven benefits. Practical implications include low-bandwidth design, consolidated requirements, corrective notifications, standardized escalation procedures, and location-sensitive performance evaluation.
