Education administration has a strategic role in ensuring the quality of learning services, especially in Islamic basic education units such as Madrasah Ibtidaiyah. This study aims to empirically examine the role of education administration in improving the quality of learning services at Madrasah Ibtidaiyah Padangsidimpuan City, analyze the relationship between the components of education administration and learning quality indicators, and identify challenges and strategies for optimizing education administration. This research uses a qualitative approach with a case study type of research. Data was collected through in-depth interviews, observations, and documentation studies of madrasah heads, teachers, and administrative staff in several Madrasah Ibtidaiyah in Padangsidimpuan City. Data analysis was carried out interactively through the stages of data reduction, data presentation, and conclusion drawn, and its validity was tested through triangulation techniques. The results of the study show that the educational administration function which includes planning, organizing, directing, and supervision has a significant contribution to improving the quality of learning services. A strong relationship was found between the quality of educational administration and curriculum relevance, teacher competence, learning effectiveness, and learning evaluation system. This research also identifies challenges in the form of limited administrative competence, teacher workload, and suboptimal use of technology, as well as offers strategies to strengthen madrasah leadership, increase human resource capacity, and develop a collaborative work culture as an effort to improve the quality of sustainable learning services. Administrasi pendidikan memiliki peran strategis dalam menjamin mutu layanan pembelajaran, khususnya pada satuan pendidikan dasar Islam seperti Madrasah Ibtidaiyah. Penelitian ini bertujuan untuk mengkaji secara empiris peran administrasi pendidikan dalam meningkatkan mutu layanan pembelajaran di Madrasah Ibtidaiyah Kota Padangsidimpuan, menganalisis relasi antara komponen administrasi pendidikan dengan indikator mutu pembelajaran, serta mengidentifikasi tantangan dan strategi optimalisasi administrasi pendidikan. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap kepala madrasah, guru, dan tenaga administrasi di beberapa Madrasah Ibtidaiyah di Kota Padangsidimpuan. Analisis data dilakukan secara interaktif melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan, serta diuji keabsahannya melalui teknik triangulasi. Hasil penelitian menunjukkan bahwa fungsi administrasi pendidikan yang meliputi perencanaan, pengorganisasian, pengarahan, dan pengawasan memiliki kontribusi signifikan terhadap peningkatan mutu layanan pembelajaran. Relasi yang kuat ditemukan antara kualitas administrasi pendidikan dengan relevansi kurikulum, kompetensi guru, efektivitas pembelajaran, serta sistem evaluasi pembelajaran. Penelitian ini juga mengidentifikasi tantangan berupa keterbatasan kompetensi administrasi, beban kerja guru, dan pemanfaatan teknologi yang belum optimal, serta menawarkan strategi penguatan kepemimpinan madrasah, peningkatan kapasitas sumber daya manusia, dan pengembangan budaya kerja kolaboratif sebagai upaya peningkatan mutu layanan pembelajaran yang berkelanjutan.
