Abstract

This study aims to analyze the effectiveness of the digital service of the Sub-district Public Report Service Action (ALLAMAK) at the Alam Barajo Sub-district Office, Jambi City. The study used qualitative methods with interview, observation, and documentation techniques. The analysis refers to William N. Dunn's Public Policy Evaluation theory which emphasizes effectiveness, efficiency, responsiveness, accuracy, and relevance of impact as indicators of public policy performance (Dunn, 2018). The results show that the ALLAMAK service has met public service standards according to Permenpan-RB Number 14 of 2017, particularly in the aspects of transparency, accountability, and ease of service access (Government of Indonesia, 2017). Although generally considered effective, obstacles were still found in ease of use, speed of response, and a decrease in public satisfaction levels. The main driving factors for service effectiveness come from the implementation of the Electronic-Based Government System policy and the increasing public demand for digital public services (OECD, 2020), while the main obstacles include limited technological literacy and internet access (UNDP, 2019). Therefore, improving facilities, infrastructure, and community readiness is still needed to optimize ALLAMAK services.

Abstract

This study aims to analyze the implementation of the Education Office Administration System Website (SIADIK) at the Jambi Provincial Education Office as a form of E-Government implementation in improving the effectiveness of public service administration. SIADIK is a digital-based administrative platform developed by the Educational Information and Communication Technology Center (BTIKP) since the end of 2022, with the goal of accelerating correspondence processes, facilitating letter disposition, enhancing administrative transparency, and supporting digital archiving. This study employs a descriptive qualitative method, collecting data through observation, in-depth interviews with 15 informants, and documentation. Data analysis was conducted using George C. Edward III's policy implementation model, encompassing four key variables: communication, resources, disposition, and bureaucratic structure. The findings reveal that SIADIK implementation has been carried out gradually and has yielded positive impacts, including a significant acceleration in letter processing with an overall time efficiency of 72.3%, improved transparency in disposition workflows, and enhanced bureaucratic work efficiency. However, implementation still faces challenges such as limited ongoing socialization, technological infrastructure gaps in peripheral schools, and the absence of specific Standard Operating Procedures (SOPs) to formally regulate system usage. Therefore, increased socialization and training, strengthened information technology infrastructure, and the formulation of dedicated SOPs are needed to support the sustainability and optimization of SIADIK implementation.

Abstract

TImplementasi keterbukaan informasi publik merupakan aspek penting dalam mewujudkan tata kelola pemerintahan yang transparan dan akuntabel, namun dalam praktiknya masih menghadapi berbagai kendala. Penelitian ini mengkaji implementasi Aplikasi Pejabat Pengelola Informasi dan Dokumentasi (PPID) di Sekretariat Daerah Provinsi Jambi dengan fokus pada efektivitas pelayanan informasi publik serta faktor-faktor pendukung dan penghambat pelaksanaannya. Tujuan penelitian adalah untuk menganalisis penerapan aplikasi PPID dalam mewujudkan keterbukaan informasi publik serta mengidentifikasi faktor-faktor yang memengaruhi keberhasilan implementasinya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan teori implementasi kebijakan George C. Edwards III yang meliputi aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi aplikasi PPID di Sekretariat Daerah Provinsi Jambi telah berjalan dan didukung oleh regulasi serta komitmen pemerintah daerah, namun belum optimal akibat keterbatasan sumber daya manusia, rendahnya konsistensi pembaruan data oleh OPD, kendala teknis sistem, serta rendahnya literasi digital masyarakat. Oleh karena itu, diperlukan peningkatan kapasitas sumber daya manusia, penguatan koordinasi antarperangkat daerah, dan pengembangan sistem layanan informasi yang lebih terintegrasi guna meningkatkan efektivitas keterbukaan informasi publik.
