Abstract

Bureaucratic reform within the Indonesian National Police (Polri) is a crucial agenda aimed at building a professional, accountable, and adaptive law enforcement institution. However, the success of this reform is not solely determined by structural changes, but also by internal dynamics involving human resource (HR) development, organizational climate, performance transparency, and integrative discipline. This study aims to analyze the interplay of these four dimensions in strengthening the implementation of Polri’s bureaucratic reform. Using a qualitative approach through a literature review, this research critically examines academic journal articles, institutional policies, and relevant studies published within the past ten years. The findings indicate that competency-based HR development plays a significant role in enhancing professional capacity among police personnel. A supportive organizational climate fosters collaboration, open communication, and trust within the institution. Performance transparency reinforces public accountability and reduces opportunities for misconduct, while integrative discipline ensures consistent ethical behavior as the foundation of institutional integrity. The synthesis of literature reveals that Polri’s bureaucratic reform can only be effective when these four factors are managed simultaneously and integrated cohesively. This study contributes theoretically to the field of police management and provides practical recommendations for strengthening governance within the Polri Presisi reform framework.

Abstract

The performance of the Indonesian National Police still faces challenges in the form of declining public trust, leadership issues, and disparities in the quality of working relationships between leaders and members, which have an impact on organizational performance and the quality of public services. The present research is designed to elucidate the nature of the relationships, both collective and individual, between specified leadership variables namely transformational leadership and Leader-Member Exchange (LMX) and the performance of personnel at the Bengkulu Regional Police (Polda Bengkulu). A quantitative paradigm is adopted, utilizing Multiple Linear Regression Analysis as the primary statistical technique to model and quantify these influences. SPSS output results, such as significance values (Sig.) and t-test or F-test values, are interpreted to draw conclusions about whether training and career development significantly influence the job satisfaction of police officers. Utilizing a simple random sampling method, 438 officers from the Bengkulu Regional Police were surveyed. A 7-point Likert scale questionnaire, disseminated via social media, served as the data collection instrument. Following validity and reliability testing to confirm the measurement tools’ accuracy and consistency, a t-test was conducted to evaluate partial hypotheses. The analysis revealed significant positive relationships, indicating that both transformational leadership and LMX are positively associated with police performance within this force. Strengthening transformational leadership and the quality of LMX relationships, supported by optimized internal management and digital transformation of services, are strategic factors in improving police personnel performance while strengthening public trust in the institution.

Abstract

This literature review examines the influence of human resource management (HRM) practices on organizational performance in law enforcement agencies. The study aims to synthesize recent empirical and conceptual evidence on how core HRM practices affect individual and organizational outcomes in policing contexts. Using a systematic literature-review approach, relevant studies published between 2015 and 2025 were identified through searches of Scopus, Web of Science, Google Scholar, and selected regional academic databases. Inclusion criteria focused on peer-reviewed or institutional publications addressing HRM practices in policing or law enforcement settings. The review covers key HRM practices, including recruitment and selection, training and development, performance appraisal, career management, compensation and rewards, and employee engagement. The findings consistently indicate that integrated HRM bundles positively influence officer performance, service quality, organizational effectiveness, and public trust. These relationships are often mediated by work motivation, job satisfaction, and employee engagement. However, the strength and direction of these effects are moderated by contextual factors such as organizational centralization, budgetary constraints, digital transformation, and local institutional culture. The review also identifies methodological limitations in the existing literature, including a predominance of cross-sectional designs, limited longitudinal and mixed-methods research, and inconsistent measurement of organizational performance. The study concludes by highlighting practical implications for police leaders and policymakers and proposes a future research agenda emphasizing longitudinal, multi-level, and comparative studies across jurisdictions.

Abstract

Performance appraisal systems are central instruments for managing human resources in policing organizations and are widely used to promote professionalism, ensure accountability, and improve operational outcomes. This paper presents a structured literature-review study that synthesizes empirical and conceptual research from the last ten years to examine how different appraisal models (e.g., competency-based appraisal, behaviorally anchored rating scales, and performance management systems) influence police officers’ professional conduct, ethical decision-making, and organizational accountability. Drawing on a purposive review of peer-reviewed studies, government reports, and practitioner evaluations, the study identifies mechanisms by which appraisal systems affect motivation, training uptake, supervisory feedback, disciplinary processes, and public trust. Evidence suggests that appraisal systems that combine objective performance indicators, competency frameworks, and transparent review processes enhance professionalism and accountability by aligning expectations, improving feedback quality, and creating clearer consequences for misconduct. However, the literature also reports limitations: poorly designed appraisal tools, politicized evaluations, weak oversight, and perceived unfairness can undermine morale and reduce legitimacy. The paper highlights contextual moderators such as organizational culture, leadership commitment, legal frameworks, and community oversight. Recommendations include adopting competency-based frameworks, embedding multi-source feedback, ensuring procedural fairness, linking appraisal outcomes to training and promotion, and strengthening external oversight mechanisms. The study contributes a consolidated view of contemporary evidence and a targeted research agenda for improving appraisal design in policing. Keywords: performance appraisal, police professionalism, accountability, competency-based appraisal.

Abstract

Members of the Indonesian National Police (POLRI) often face long and unpredictable working hours and high job demands, leading to stress, fatigue, and conflicts between work and personal life. Additionally, a less supportive work environment, including facilities, interpersonal relationships among members, and disciplinary pressure, can affect the performance and job satisfaction of POLRI members. These issues form the background of this study, which aims to analyze the influence of work-life balance and the work environment on the job satisfaction of POLRI members in the East Java region. This research uses a quantitative method, collecting data through questionnaires distributed randomly to 367 POLRI members via social media. Data analysis was conducted using validity and reliability tests, classical assumption tests (normality, multicollinearity, heteroscedasticity), and multiple linear regression to examine partial (t-test) and simultaneous (F-test) effects, with the coefficient of determination (R²) measuring the contribution of the independent variables. The results show that both work-life balance and the work environment have a positive and significant influence on the job satisfaction of POLRI members, emphasizing the importance of managing working hours, environmental support, and balancing work and personal life to enhance members' performance and well-being. The study implies that POLRI management needs to improve support for the work environment, manage working hours and workload, and facilitate a balance between work and personal life for members, so that the performance and well-being of POLRI personnel can be optimally enhanced.
