Abstract

This study examines the dynamics of maritime cooperation between India and ASEAN in addressing increasingly complex modern warfare threats, including cyberattacks, drone operations, non-state actors, and rising geopolitical tensions in the Indo-Pacific region. Using a qualitative descriptive approach—comprising interviews with naval officers from India and ASEAN member states, document analysis, and observation of activities such as CORPAT, Samudra Shakti, and the multilateral AIME exercise—the study finds that maritime cooperation has progressed through coordinated patrols, joint exercises, basic information exchanges, and the strengthening of institutional mechanisms such as the JDCC and SCMSC. However, the effectiveness of this cooperation remains limited by differences in command structures, technological gaps in MDA and C4ISR systems, and varying threat perceptions among ASEAN members. The findings indicate that although India–ASEAN maritime cooperation plays a crucial role in supporting regional stability, enhanced interoperability, standardized procedures, and integrated technology-based maritime surveillance systems are still required to effectively respond to the evolving challenges of modern warfare.

Abstract

This study analyzes the potential for bilateral military cooperation between the Indonesian National Armed Forces (TNI) and the Singapore Armed Forces (SAF) in utilizing Unmanned Aerial Vehicles (UAVs) for Military Operations Other Than War (MOOTW). Southeast Asia, particularly Indonesia and Singapore, faces unique vulnerabilities to natural disasters, maritime emergencies, and cyber counter-terrorism threats, requiring proactive military responses. Logistic support is crucial in military operations, focusing on supply chain management, sustainability, procurement, and crisis response. Military logistics modernization is considered central to future military actions. This research aims to formulate a practical framework encompassing joint UAV training, information-sharing mechanisms, standard operating procedures (SOPs), and airspace coordination arrangements. Despite institutional and technological challenges, this UAV cooperation can be built upon institutional trust and has the potential to positively influence not only bilateral relations but also serve as a model for multilateral collaboration in ASEAN. This framework is also expected to serve as a foundation for future multilateral UAV collaboration in ASEAN, while deepening bilateral ties between Indonesia and Singapore.
