Abstract

Penelitianinibertujuanuntukmengetahuisertamendeskripsikanmasalah pada kinerjaPemerintahDesa dalammemberikanpelayananadministrasikependudukankepadamasyarakat di Kantor Desa Sungai Keli, KecamatanNgabang, KabupatenLandak. Perangkat Desa Sungai Keli sebagaipengerakpemerintahan yang ada di Desa Sungai Keli dilihatdarikualitas, kuantitas, pengunaanwaktudalamkerja, kerjasamadengan orang lain dalambekerja. Adapun metode yang digunakandalam penelitiandeskriptifdenganmengunakantipekualitatif, teknikpengumpulan data denganwawancara, observasi, dokumentasi, arsip Kantor, waktu yang berbedadalampenelitian. Subjekpenelitian 3 (tiga) orang dariPemerintah Desa Sungai Keli, dan 2 (dua) orang masyarakat Desa Sungai Keli. Hasil daripenelitianinimenunjukanbahwakinerjaPemerintah Desa yang bekerja di Kantor Desa Sungai Keli masihbelummaksimal, sebagaiberikut: (1) kualitasmasihterdapatkeluhandarimasyarakatterkaitlamanya proses pelayanan yang merekaterima, sertakurangnyaketersedian SDM dariPemerintah Desa berkaitandenganpengunaanteknologisepertikomputer, (2) kuantitasPerangkat Desa belummencapai target yang ditentukan oleh pemimpinkarenapelayanan yang berlangsungtahun 2023 hanyaberlangsung pada bulan Januari sajaserta,terdapatnyakendaladarifasilitaspendukungsepertikomputer dan kertas,belumlagilampu yang seringmatisertaganguanjaringan, (3) pengunaanwaktudalamkerjamasihterdapatbeberapaPemerintah Desa yang tidakdisiplindengantidakmasuktanpaalasanizinmaupunsakitsertatidakmasuksesuaijadwalpiket yang adaharusnyaadasanksitegasbagiPerangkat Desa yang tidakdisiplintersebut, (4) kerjasamadengan orang lain dalambekerjasudahcukupbaikhanyaperlupeningkatanlagi. Kata kunci:KinerjaPemerintah, Pelayanan Publik, Pemerintah Desa, AdministrasiKependudukan.

Abstract

This study aimed to determine the interaction of the community with the village government and PT Pelindo and determined community participation in decision making. The problem of this research was that there were some people who did not attend meetings or discussions in decision-making deliberations and there were some people who refused land acquisition in the Kijing Port development process in Sungai Kunyit Laut Village of Mempawah Regency. The method used in this research is descriptive research method with qualitative analysis techniques. The theory used by the researcher in this study is the theory proposed by Cohen and Uphoff (in Dwiningrum, 2011: 61-62) which has 4 participating forms, such as: 1) Attendance at meetings is stated low which is influenced by the time of the meeting which coincides with working time for the community and the uninformed community about the meeting information. 2) Discussion, the community still defended their rights and only some of the community were present. 3) Contribution of thoughts, the community showed that they rejected the port development process. 4) The response or rejection of the program offered, the absence of definite clarity or clear details regarding the costs of the land acquisition process..Keywords: Community Participation; Kijing Port Development; Decision Making;                                           Mempawah Regency

Abstract

The purpose of this research was to describe and analyze the synergy of stakeholders in the development of Green Open Space (RTH) in Pontianak City.  The research problem was that the synergy between stakeholders in the development of green open space hotels had not been going well because the land was narrow and they did not understand about the development of green open spaces. This research used descriptive research type through qualitative approach. The theory used in this research was the theory of Najiyati (2011: 121), namely the concept of synergy which can be built through: communication and coordination. The research results indicated that; (1) communication in building synergy, namely the delivery of messages carried out by communicators to communicators through downward communication and upward communication as well as diagonal communication. The forms of communication used by stakeholders in increasing the development of green open spaces were still not achieved by 30%  of the area, especially the construction of green open space hotels which were still below 10% in Pontianak City. (2) Coordination between the Pontianak City Public Works and Spatial Planning Office and business owners was still not good in the development of green open spaces in Pontianak city. Keywords: Synergy, Stakeholders, Green Open Space Development
