Abstract

This study addresses the need to improve melon fruit quality while reducing dependence on chemical inputs by evaluating the effectiveness of a consortium based plant growth promoting rhizobacteria (PGPR) biofertilizer biopesticide. The objective was to assess its impact on the quality of Madesta melon grown in a lowland clay soil agroecosystem, focusing on fruit weight, netting density, and rind color. A two group experimental design (biological treatment versus control) was implemented using a polybag system under uniform basal NPK fertilization. One fruit per plant was evaluated at 75 days after anthesis. Data were analyzed using the Shapiro Wilk test for normality, Welch’s t test for mean comparisons with 95% confidence intervals, and complementary nonparametric tests for ordinal variables. The results showed that plants receiving the biofertilizer biopesticide consistently produced heavier fruits with denser netting and brighter, more uniform rind color than the control group, with statistically significant differences and large effect sizes. These findings indicate that PGPR based biofertilizer biopesticide application is an effective complementary strategy to enhance melon fruit quality and uniformity, with potential economic benefits and reduced chemical residue risks. Further multi location and multi season evaluations are recommended to support wider adoption.

Abstract

This conceptual article explores the operational paradox of PT Pertamina (Persero) as a National Oil Company (NOC) caught between its commercial mandates and the rigid bureaucratic protocols of the state. While protocol is traditionally viewed as a static administrative function, this study identifies it as a significant structural barrier—termed "bureaucratic inertia"—that impedes crisis communication agility, as evidenced by the 2025 Pertamax fuel crisis. Using a qualitative descriptive method and an integrative literature review, the research deconstructs the friction between Law No. 9 of 2010 on Protocol and the urgent demand for transparency in the digital era. The findings lead to the proposal of the "Agile Protocol" framework, which reconciles institutional dignity with communicative speed. This model is built upon two strategic pillars: Dynamic Formality, which simplifies hierarchical approval chains, and Digital Command Integration, which synchronizes protocol gestures with real-time social media monitoring. The study concludes that by shifting the paradigm from "honors for individuals" to "honors for the public interest," State-Owned Enterprises can preserve state authority while maintaining corporate reputation. Theoretically, this research extends Situational Crisis Communication Theory (SCCT) by integrating institutional honor as a critical variable in public sector reputation management.

Abstract

This research explores the critical shift in crisis communication management within State-Owned Enterprises (SOEs), focusing on PT Pertamina (Persero) during the 2025 fuel contamination crisis. The study aims to bridge the gap between Situational Crisis Communication Theory (SCCT) and the unique socio-political burdens faced by state entities by proposing a new framework, the "Radical Accountability" model. Utilizing a qualitative conceptual approach, the methodology employs integrative literature synthesis and narrative case deconstruction. Data from secondary sources, including official corporate reports, social media discourse on TikTok and X, and reputable academic journals, were triangulated to identify systemic patterns of communication failure and the "transparency paradox" inherent in highly regulated industries. Findings reveal that moral integrity crises in SOEs trigger extreme public anger and "ontological insecurity" that conventional technical accidental models cannot resolve. The analysis identifies a structural conflict where bureaucratic rigidity and state secrecy collide with the public's demand for instant digital accountability. To address this, the proposed "Integrity Recovery Model" offers a three-phase strategic response: immediate symbolic action, systematic legal accountability, and the restoration of public sovereignty. This article extends SCCT by integrating energy sovereignty and moral integrity as core reputational assets. It shifts the role of Public Relations from reactive image management to evidence-based trust facilitation, providing a strategic blueprint for SOEs to navigate digital firestorms in the post-truth era by aligning communication narratives with tangible judicial interventions.

Abstract

This research examines the transformation of corporate reputation communication in the digital era, focusing on the practices of PT Kereta Api Indonesia (Persero). In an increasingly open and competitive digital environment, organizational reputation has become a strategic asset that requires systematic management through interactive and transparent communication. This study aims to analyze how digital public relations strategies and message presentation techniques are integrated to build and maintain corporate reputation. Utilizing a qualitative approach with a systematic literature review method, the research analyzes scientific publications, institutional reports, and contemporary case studies to provide a comprehensive conceptual synthesis. The findings indicate that PT Kereta Api Indonesia (Persero) has successfully transitioned from conventional one-way communication to a digital public relations framework centered on multi-platform engagement, including social media, official websites, and multimedia applications. The implementation of digital strategies facilitates rapid information dissemination and fosters participatory dialogue with stakeholders. Furthermore, the study highlights that effective message presentation techniques, such as corporate storytelling, information visualization, and structured digital narratives, are critical factors in enhancing public engagement and strengthening positive organizational perceptions. These strategies allow the organization to manage crises effectively and reinforce its positioning as a modern, innovative transportation provider. This research concludes that the success of corporate reputation management in the digital transformation era depends on the ability to integrate technological innovation with persuasive and accessible communication content. These findings offer practical implications for public relations practitioners in developing adaptive communication strategies to maintain organizational legitimacy in the digital sphere.

Abstract

This study examines the conceptual role of Public Relations (PR) in managing organizational reputation and public trust, with a particular focus on State-Owned Enterprises (SOEs) in the digital era. Rapid developments in information technology have increased the risk of reputational crises, requiring organizations to adopt transparent and responsive communication strategies. Using a conceptual paper approach and a structured literature review, this research synthesizes various theoretical frameworks, including Situational Crisis Communication Theory and the organization-public relationship model. The analysis indicates that PR functions as a strategic managerial pillar that builds "reputational capital" through consistent two-way communication, which acts as a buffer during organizational crises. Furthermore, the study explores how effective crisis communication strategies can mitigate public uncertainty and restore trust by maintaining social legitimacy. The resulting conceptual model provides a systematic framework for understanding the interplay between PR strategies, crisis management, and long-term reputation preservation. This research contributes to the theoretical expansion of organizational communication by addressing the research gap in the SOE context. It concludes that a proactive PR approach is essential for navigating the complex digital landscape and suggests that future empirical studies should validate this framework across diverse industrial sectors.
