Abstract

The paradigm shift from a retributive approach to a restorative approach, which focuses more on victim recovery, is evident in the evolution of contemporary criminal law. In this regard, victimology, the study of crime victims, has made a significant contribution to the advancement of criminal justice reform. The purpose of this study is to investigate the function of victimology as a tool in restorative justice-based criminal law reform in Indonesia. The methodology used is a normative juridical study using conceptual and statutory approaches. The findings suggest that victimology can improve the status of victims, create a more empathetic legal system, and facilitate the implementation of restorative justice. Therefore, incorporating victimology into criminal law policy is crucial.
