Abstract

Kereng Bangkirai Pier is one of the leading tourist destinations in Palangka Raya City. However, the potential of local wisdom-based tourism has not been optimally manifested, primarily due to governance issues in the management of the site. This research aims to analyze the governance of tourism potential based on local wisdom in Kereng Bangkirai pier of Palangka Raya City. This research uses a qualitative type with a case study approach. Data collection techniques through observation, interviews, and documentation studies in Kereng Bangkirai pier Palangka Raya City. The data analyzed using narrative analysis guided by the 3A concept—Attraction, Accessibility, and Amenities—proposed by Holloway et al. (2009), to map the local-wisdom-based tourism potential. The findings indicate that the Kereng Bangkirai tourism area meets various indicators within the 3A framework. However, these potentials still require further development to enhance tourist interest. Additionally, the study applied Democratic Governance theory by Norris (2012) as an analytical framework, focusing on four indicators: participation, transparency, accountability, and responsiveness. The results reveal that governance performance in these areas remains suboptimal. The implications of this study highlight the importance of local community involvement in the planning, management, and policy-making processes related to tourism at Kereng Bangkirai Pier. This research is expected to contribute to the development of a tourism governance model that aligns with the needs and aspirations of the local community.

Abstract

Organizational success will be achieved if a positive work culture motivates individuals to work with high intensity. The purpose of this study is to measure how much influence organizational culture has on the performance of employees of the South Sulawesi Provincial Health Office. The research method used is a case study where variables are measured on a Likert scale of 1-5. The population taken was 263 employees then selected based on a 10% significant level sampling to 73 people. Data collection used survey, observation and documentation methods, while data analysis used a multiple regression model through SPSS version 29. The results of the study obtained 1) The simultaneous influence of organizational culture on performance has an impact of 47.78% (moderate). 2) The partial influence of the dimensions of Involvement, Consistency and Adaptability does not show a significant influence on Performance. However, the Mission dimension is proven to have a significant impact so that employees tend to focus more on working effectively and efficiently. 3) Descriptive analysis of Denison's organizational culture model at the South Sulawesi Provincial Health Office emphasizes Involvement which tends towards team orientation on cooperation, collaboration and involvement of team members so as to create employee satisfaction to prevent conflict in the organization. A good organizational culture will create a balanced atmosphere, which is reflected in work productivity, motivation, and employee commitment.

Abstract

Accountability is an essential control mechanism in ensuring the achievement of optimal results in the process of providing public services. This process includes understanding tasks and functions, planning, implementation, and evaluation of achievements, all of which can influence the activities of other parties, especially service recipients. This research aims to evaluate the implementation of accountability principles at the "Nakula" Ampah Cooperative during the 2021–2024 Financial Year period, by referring to the Permenkop dan UKM No. 20 /Per/M.KUMK/IX/2015. The research focus is directed at three main dimensions of accountability in cooperatives, namely organizational accountability, service management accountability, and financial accountability. The method used is a descriptive qualitative approach with data collection techniques in the form of direct observation and analysis of cooperative annual report documentation. The research results illustrate that although cooperatives have tried to implement accountability principles according to regulations, there are still a number of weaknesses, especially in low member participation and the delivery of information from management to members. One indicator of weak accountability is the decrease in the value of Remaining Business Results of 37.66% in the last financial year compared to the previous year. This decline shows that there are problems in the efficiency of cooperative business management and the lack of periodic performance evaluations, coupled with the lack of awareness among members to commit to repaying loans on time. This research recommends increasing the management capacity of administrators, digitizing financial reports, and strengthening internal and external monitoring mechanisms to increase accountability and sustainable performance of cooperatives.

Abstract

Improving the quality of public health is a national priority, one of which is through the Free Nutritious Meal (MBG) program launched by President Prabowo. However, the emergence of cases of MBG poisoning in several areas, including Palangkaraya, confirms the need for a more in-depth evaluation of program governance. Studies on MBG with William N. Dunn's evaluation approach are still limited, six indicators of Dunn's evaluation. This study uses a descriptive qualitative case study method through observation, interviews, and documentation of 10 informants consisting of teachers, students, guardians, and SPPG. Analysis using Nvivo 12 was conducted to identify patterns, barriers, and opportunities for improvement. The results show that the structure of target groups and beneficiaries indicates that the implementation of MBG is not linear, but interdependent, where the success of each actor depends on the contribution of other actors in the policy chain. The most dominant dimension of the causal mechanism is the readiness of inputs, especially adequate human resources. However, strengthening the aspects of funding (activities), logistics and volunteer work intensity (outputs), menu variations (outcomes), and feedback mechanisms are still needed (impact). These findings affirm the importance of continuous coordination between actors to ensure the sustainability and effectiveness of MBG as a strategic instrument in improving the quality of human resources since elementary school.
