Abstract

The marine ecotourism of Olele Village is one of Indonesia's tourist destinations with business potential. However, it has not been developed optimally, especially in the fields of facilities and infrastructure, also community empowerment programs. This study aimed to design policy strategies and analyzed integrated ecotourism management policies for local economic development. This study used primary and secondary data. The sampling techniques used snowball and purposive sampling. The data analysis used SWOT, BOS (Blue Ocean Strategy), and BMC (Business Model Canvas) analyses. The SWOT analysis results showed several formulations of ecotourism development strategies related to integrated ecotourism management, the collaboration between stakeholders, and the training and development of MSMEs (Micro, Small, and Medium Enterprises). The results of the BOS analysis recommended strategic innovations to make it easier to compete with competitors. Strategic innovations such creating new demand and supply, increasing tourist facilities, lowering prices, and creating markets. The results of the BMC analysis showed the perspective of opportunities and investment strategies in ecotourism-based local economic programs. It can be concluded that policies and strategies to optimize marine ecotourism utilize coral reefs as regional icons for snorkeling and diving activities. Abstract

Market revitalization is a strategic policy aimed at enhancing the competitiveness of traditional markets and sustaining their role in the local economy. This study aims to describe consumer characteristics and shopping behavior after the revitalization in one of Gorontalo's traditional markets. A descriptive quantitative approach with a cross-sectional design was employed. Data were collected through structured interviews with 64 consumers during shopping activities at the market in December 2025. Data analysis was conducted using descriptive statistics, including frequency distributions, percentages, and cross-tabulations. The results indicate that market revitalization was responded to differently by consumers. Most respondents reported changes in shopping behavior, particularly in shopping frequency, shopping duration, and dressing style when visiting the market, while some consumers experienced no noticeable change. Similar behavioral patterns were observed across consumer status, income levels, and residential distance. These findings suggest that market revitalization influences not only physical conditions but also consumer behavior and shopping experiences. This study provides empirical insights that may support the formulation of consumer-oriented policies for sustainable traditional market revitalization.

Abstract

This study aims to analyze provider satisfaction with the performance of government goods and services procurement services in Gorontalo Province using a qualitative Importance Performance Analysis (IPA) approach. The study is motivated by the critical role of procurement service quality in supporting the principles of good governance, particularly transparency, accountability, and efficiency. The research employs a descriptive qualitative approach, with data collected through in-depth interviews involving informants who have direct experience in procurement processes. Data were analyzed thematically using the IPA framework to identify key dimensions of importance, performance, service gaps, and priority areas for improvement. The findings indicate that transparency and accountability are the most critical factors influencing provider satisfaction, followed by service responsiveness, timeliness, and the competence of human resources. Although the overall performance of procurement services is perceived as satisfactory, gaps remain in responsiveness, timeliness, and human resource capacity. These gaps are primarily influenced by limitations in human resources, regulatory complexity, and suboptimal system support. This study emphasizes that improving provider satisfaction is not solely dependent on system digitalization, but also on the quality of service implementation and procurement governance. Therefore, improvement efforts should focus on service attributes that are highly important yet underperforming, particularly through enhancing human resource capacity, strengthening transparency and accountability, and improving service interaction quality. This study contributes empirically to the development of procurement policies that are oriented toward service quality and user needs.
