Abstract

This study analyzes the relationship between the application of ethical values in public service and the integrity of state apparatus on the level of public trust. The study uses a qualitative approach through a literature review of various scholarly sources from the last two decades. The results of the study indicate that the application of ethical values such as justice, accountability, transparency, and professionalism can increase public trust in the government. Conversely, the low integrity of the state apparatus will hurt the quality of public service, encouraging the growth of corrupt practices, bureaucratic inefficiency, service discrimination, and the decline of the merit system and public trust. This study also describes various efforts that the government can undertake to build and strengthen a culture of integrity within the state apparatus, including: enforcement of regulations and strict sanctions, continuous ethics training, implementation of a merit system in recruitment and promotion, public involvement in oversight, and exemplary bureaucratic leadership. These findings confirm that strengthening a culture of integrity and ethics must be a top priority in the bureaucratic reform agenda to realize professional, clean, and trusted public services.

Abstract

Issues related to cleanliness and environmental utilization around this educational institution are the main focus of this community service program. This initiative aims to describe and examine the relationship between ABA Bebekan Kindergarten and the residents of Bebekan Village, Taman District, Sidoarjo, in an effort to create a beautiful, clean, and comfortable environment that also functions as a means of character education for early childhood. The method applied is a descriptive qualitative approach and data collection techniques are carried out through observation, interviews, and documentation collection. The subjects of this activity include students, teachers, and the community around the school. The results of the activity indicate that collaboration through social activities, tree planting, utilization of empty spaces, and simple waste management can improve environmental conditions in schools and foster environmental awareness as well as attitudes of responsibility, discipline, and cooperation among students. Changes are seen in the improvement of the quality of the physical environment at school and the development of good behavior in students' daily lives. Therefore, collaboration between schools and communities is an effective approach to creating environmental character and sustainable early childhood education.
