Pelaksanaan pengawasan Kesehatan dan Keselamatan Kerja (K3) oleh Dinas Tenaga Kerja dan Transmigrasi Provinsi Sulawesi Utara merupakan instrumen penting dalam menjamin penerapan standar K3 di perusahaan sesuai dengan peraturan perundang-undangan yang berlaku. Pengawasan K3 dilaksanakan melalui kegiatan pemeriksaan, pembinaan, serta pengujian objek K3 oleh pengawas ketenagakerjaan dan spesialis K3 yang telah mengikuti pendidikan dan pelatihan teknis. Penelitian ini bertujuan untuk menganalisis pelaksanaan pengawasan K3 pada Bidang Pengawasan Disnakertrans Provinsi Sulawesi Utara dengan fokus pada tiga aspek utama, yaitu kompetensi sumber daya manusia (SDM) pengawas ketenagakerjaan, faktor-faktor pendukung, serta faktor-faktor penghambat dalam pelaksanaan pengawasan K3 di lapangan. Hasil penelitian menunjukkan bahwa kompetensi pengawas ketenagakerjaan dalam melaksanakan pengawasan K3 tergolong baik, yang ditunjukkan melalui pemahaman terhadap regulasi K3 serta kemampuan teknis yang diperoleh dari pelatihan dan pembinaan rutin. Namun demikian, pelaksanaan pengawasan belum berjalan secara optimal karena keterbatasan jumlah pengawas yang tidak sebanding dengan banyaknya perusahaan yang harus diawasi, sehingga masih terdapat perusahaan yang belum terjangkau pengawasan secara berkala. Selain itu, keterbatasan anggaran operasional serta minimnya sarana dan prasarana, seperti kendaraan dinas dan alat pemeriksaan K3, menjadi hambatan utama dalam efektivitas pengawasan. Oleh karena itu, optimalisasi pengawasan K3 memerlukan peningkatan jumlah pengawas ketenagakerjaan, penguatan dukungan anggaran, serta penyediaan fasilitas operasional yang memadai guna menunjang kinerja pengawas di lapangan. Overview of the Implementation of Occupational Health and Safety (OHS) Supervision at the Department of Manpower and Transmigration of North Sulawesi Province Abstract The implementation of Occupational Health and Safety (OHS/K3) supervision by the Provincial Office of Manpower and Transmigration of North Sulawesi is an important instrument in ensuring that companies apply OHS standards in accordance with applicable laws and regulations. OHS supervision is carried out through inspection, guidance, and testing of OHS objects by labor inspectors and OHS specialists who have undergone technical education and training. This study aims to analyze the implementation of OHS supervision in the Supervision Division of the North Sulawesi Provincial Office of Manpower and Transmigration, focusing on three main aspects: the competence of labor inspector human resources (HR), supporting factors, and inhibiting factors in the implementation of OHS supervision in the field. The results show that the competence of labor inspectors in carrying out OHS supervision is classified as good, as indicated by their understanding of OHS regulations and technical skills obtained through regular training and guidance. However, the implementation of supervision has not been optimal due to the limited number of inspectors that is not proportional to the number of companies that must be supervised, resulting in some companies not being regularly covered by supervision. In addition, limited operational budgets and inadequate facilities and infrastructure, such as official vehicles and OHS inspection equipment, are major obstacles to the effectiveness of supervision. Therefore, optimizing OHS supervision requires an increase in the number of labor inspectors, strengthening of budgetary support, and the provision of adequate operational facilities to support inspectors’ performance in the field.
