Abstract

In Indonesia, including Bengkulu City, sexual violence against children should receive greater attention. Many people do not understand the symptoms of child sexual abuse, its effects, or how to prevent it. This phenomenon can impact a child's social and emotional development in the long term. One of the reasons why child sexual abuse continues to occur despite various preventive efforts is the lack of awareness among the public and educators about the importance of protecting children. The purpose of this research is to analyse the efforts made by the Non-Governmental Organisation (NGO) Pusat Pendidikan Untuk Perempuan dan Anak (PUPA) in Bengkulu City to prevent child sexual abuse. This study uses a qualitative approach and data collection techniques to conduct observations, interviews, and documentation. The results of this study indicate that the types of sexual violence against children will experience dynamics from 2022 to 2023. Since 2023, the number of cases of sexual violence against children has increased. In Bengkulu, PUPA made various preventive efforts, such as forming change agents, conducting educational campaigns in schools, and building the Anti-Violence Movement. With several efforts made by the Education Center for Women and Children, the number of sexual violence incidents that continue to occur every year can be reduced.   Di Indonesia, termasuk di Kota Bengkulu, kekerasan seksual terhadap anak harus mendapatkan perhatian yang lebih besar. Banyak masyarakat yang tidak memahami gejala kekerasan seksual pada anak, efeknya, dan cara mencegahnya. Fenomena ini dapat berdampak pada perkembangan sosial dan emosi anak dalam jangka panjang. Salah satu alasan mengapa kekerasan seksual pada anak terus terjadi meskipun telah dilakukan berbagai upaya pencegahan adalah kurangnya kesadaran masyarakat dan pendidik tentang pentingnya melindungi anak. Tujuan dari penelitian ini adalah untuk menganalisis upaya yang dilakukan oleh Lembaga Swadaya Masyarakat (LSM) Pusat Pendidikan Untuk Perempuan dan Anak (PUPA) Kota Bengkulu untuk mencegah kekerasan seksual pada anak. Penelitian ini menggunakan pendekatan kualitatif dan teknik pengumpulan data yang dilakukan observasi, wawancara dan dokumentasi. Hasil penelitian ini jenis kekerasan seksual pada anak mengalami dinamika dari tahun 2022 hingga 2023. Berdasarkan pada tahun 2023, jumlah jenis kasus kekerasan seksual terhadap anak meningkat. Di Bengkulu, PUPA melakukan berbagai upaya pencegahan, seperti membentuk agen perubahan, melakukan kampanye edukasi di sekolah, dan membangun Gerakan Anti Kekerasan (GAK). Dengan adanya beberapa upaya yang dilakukan oleh Pusat Pendidikan Untuk Perempuan dan Anak (PUPA) dapat mengurangi angka kekerasan seksual yang terus terjadi di setiap tahunnya.

Abstract

Violence against women remains a significant concern that necessitates accessible, community-based service models. The One Stop Service and Learning (OSS & L) program, implemented by Cahaya Perempuan Women Crisis Center (WCC) Bengkulu, engages grassroots women cadres as primary agents in delivering integrated support to victims. This study examines the role of OSS & L cadres in enhancing services for women experiencing violence and identifies challenges encountered during program implementation. Employing a qualitative descriptive methodology, data were gathered through in-depth interviews, observation, and documentation with WCC coordinators, OSS & L cadres, and health center stakeholders. The results indicate that cadres are instrumental in community outreach, case identification, initial support, and referral to health and support services, thereby improving access and empowering victims. Nevertheless, challenges persist, including limited cadre capacity, insufficient institutional acceptance, and enduring social stigma rooted in patriarchal norms. The study concludes that OSS & L cadres significantly strengthen victim services through a community-based empowerment approach; however, ongoing capacity building, inter-agency collaboration, and policy support are necessary to ensure program sustainability.

Abstract

This research is motivated by social and ecological conflicts resulting from the planned iron sand mining by PT Faminglevto Bakti Abadi (FBA) in Pasar Seluma Village, Bengkulu, which threatens the coastal ecosystem and the livelihoods of the community, particularly the women's mussel collectors. This study aims to analyze the assistance provided by the Indonesian Forum for the Environment (WALHI) Bengkulu to the Women's Group of Mussel Collectors in rejecting iron sand mining activities. This study uses qualitative methods with data collection techniques through non-participant observation, in-depth interviews, and documentation. Data analysis is carried out through the stages of data reduction, data presentation, and drawing conclusions. Based on conflict theory and a structural functional perspective, WALHI Bengkulu's assistance is understood as a form of social resistance against the dominance of capital interests as well as a mechanism for strengthening the role and collective solidarity of coastal communities. The results show that WALHI Bengkulu's assistance plays an important role in strengthening the critical awareness, organizational capacity, and bargaining power of the women's group of mussel collectors. Forms of assistance include environmental education, legal advocacy, public campaigns, demonstrations, audiences with the government, and alternative economic development. This study concludes that WALHI Bengkulu's assistance contributed significantly to strengthening the collective resistance of coastal women as well as efforts to protect coastal ecosystems and achieve social and environmental justice in Pasar Seluma Village.
