Abstract

This study examines the determinants of environmental performance of micro, small, and medium enterprises (SMEs) in Central Papua by analyzing the roles of strategic orientation, internal environment management, and government regulation, with Green Supply Chain Management (GSCM) as a mediating variable. Using a quantitative explanatory approach, data were collected from 400 SME owners and managers through structured questionnaires. The analysis was conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results indicate that internal environment management and government regulation have significant positive effects on both GSCM and environmental performance. GSCM is also found to have a direct and significant influence on environmental performance. Furthermore, GSCM partially mediates the relationships between internal environment management and environmental performance, as well as between government regulation and environmental performance. In contrast, strategic orientation does not significantly affect GSCM, and GSCM does not mediate the relationship between strategic orientation and environmental performance, although strategic orientation has a direct effect on environmental performance. These findings suggest that strong internal environmental systems and effective regulatory pressure are critical drivers of GSCM adoption and environmental performance improvement among SMEs. The study highlights the importance of integrating internal capabilities and regulatory frameworks with green supply chain practices to enhance sustainable environmental performance.

Abstract

This study aims to analyze the performance of the construction material supply chain in the Government Core Area (KIPP) development project in Nabire, Central Papua, using the Supply Chain Operations Reference (SCOR) method. The novelty of this research lies in its empirical application of SCOR to a government infrastructure project in a geographically remote region, addressing an underexplored research gap in the existing literature. A mixed-methods design was employed, with structured questionnaires (5-point Likert scale) administered to 32 purposively selected respondents representing key supply chain stakeholders. The instrument was validated using Pearson correlation and tested for reliability using Cronbach's Alpha. Performance was measured across five SCOR processes: plan, source, make, deliver, and return. Validity testing confirmed all 31 items were valid (r calculated > r table = 0.349), and all processes were reliable (α = 0.767–0.813). Performance measurement results indicate that all five SCOR processes fall within the Moderate category: Plan (Mean=3.34; SD=0.888), Source (Mean=3.38; SD=0.886), Make (Mean=3.40; SD=0.893), Deliver (Mean=3.45; SD=0.831), and Return (Mean=3.34; SD=0.937). Key constraints include dependence on external suppliers, suboptimal port and road infrastructure, and coordination gaps among stakeholders. Recommended improvement strategies include supplier diversification, adoption of supply chain information systems, logistics optimization, and development of local material sources.  Keywords: Supply Chain Performance, Construction, SCOR

Abstract

Penelitian ini bertujuan untuk menganalisis nilai ekonomi dan kelayakan usaha dari produksi paving block berbasis limbah plastik dan pasir kali sebagai bagian dari implementasi ekonomi sirkular. Permasalahan utama dalam penelitian ini adalah tingginya volume limbah plastik serta kebutuhan material konstruksi yang ramah lingkungan dan bernilai ekonomis. Metode penelitian yang digunakan adalah pendekatan deskriptif kuantitatif dengan analisis biaya produksi, nilai tambah, dan potensi keuntungan usaha. Data diperoleh melalui observasi proses produksi, pengujian produk, serta estimasi biaya dan kapasitas produksi. Hasil penelitian menunjukkan bahwa pemanfaatan limbah plastik sebagai bahan baku utama mampu menekan biaya produksi secara signifikan, dengan total biaya sekitar Rp3.000 per hari untuk skala kecil. Produk yang dihasilkan memiliki nilai jual kompetitif dan berpotensi memberikan keuntungan ekonomi bagi masyarakat. Selain itu, model ini juga berkontribusi terhadap pengurangan limbah plastik dan mendukung konsep ekonomi sirkular. Penelitian ini menunjukkan bahwa paving block berbasis limbah plastik layak dikembangkan sebagai usaha mikro berbasis lingkungan.
