Abstract

This study explores strategies for regional development based on local resources in Serang Regency through an observational study in Tirtayasa and Anyer Districts. The research applies a descriptive-qualitative approach using field observation, interviews, and secondary data analysis. The findings reveal that Tirtayasa has great potential in agriculture and fisheries, while Anyer excels in tourism. However, both areas face similar challenges, including limited infrastructure, low digital literacy among the community, and weak integration between local potentials and regional development policies. Moreover, a centralized development approach has limited community participation in planning and implementation processes. Therefore, a participatory, community-based development strategy that fully utilizes local resources is urgently needed. This study recommends a sustainable development model that emphasizes stakeholder collaboration, local economic empowerment, and digital transformation for community enterprises.

Abstract

Community empowerment based on local potential requires interventions that can link the utilization of productive resources with environmental sustainability. This community service activity aims to encourage the utilization of local potential in the Cihideung Village community through the distribution of fish fry and albasia seedlings. The activity was carried out on August 22, 2026, using a descriptive-participatory approach through coordination, the provision and distribution of seedlings, the delivery of guidance on utilization and maintenance, observation, direct communication, and documentation. The results of the activity showed that the distribution of fish fry provided an initial stimulus for the development of food sources and economic opportunities for the community, while the albasia seedlings supported land utilization and an orientation toward environmental conservation. Community involvement in receiving the seedlings and their initial understanding of management indicate the formation of a foundation for participation in the development of local resources. The sustainability of the program depends on consistent maintenance, capacity building, community coordination, and monitoring of seedling development. This initiative has not yet demonstrated quantitative changes in income, production, or ecological conditions; therefore, further evaluation based on measurable indicators is necessary
