The presence of MSMEs is one of the supports for the community's economy because it contributes to economic growth at the national and regional levels, as a step to realize an economically independent Indonesia. On the other hand, the low capacity of human resources and the lack of mastery of science and technology, make MSME actors unable to produce proper reporting records using applicable standards. This activity aims to provide knowledge that can be applied by MSME actors in Sidodadi Tempurejo Jember Village, so that human resources will continue to develop and understand the development of the times. The method used in this activity is training and mentoring for the Si Apik application. The Si Apik application is a financial information recording application system provided by the Government. There are 10 MSMEs participating in this activity. Abstract

Makmur Sejahtera Enterprises in Rowotamtu Village, Rambipuji Subdistrict, Jember Regency, is one of the initiatives aimed at empowering the village economy through the utilization of Village Funds. However, the continued use of manual financial management has become a major obstacle to achieving transparent and accountable governance. This training and mentoring program was created to improve the skills of BUMDes managers in generating digital financial reports with Microsoft Excel. A participatory and practical approach was employed, involving stages of problem identification, hands-on practice, and evaluation. The results showed that the use of Excel significantly improved the accuracy, efficiency, and organization of financial records. Additionally, participants demonstrated an increased understanding of regulations and reporting systems. This activity proves that simple digitalization can serve as a practical solution to support transparency in village financial management. Long-term success, however, depends on the commitment and consistency of the managers in sustainably implementing the system.

Abstract

This study aims to analyse the implementation of the Local Government Information System of the Republic ofIndonesia (SIPD RI) at the Sumbersari Sub-district Office in Jember Regency. The method used in this studyis qualitative descriptive, with data collected through interviews. The results of the study indicate that theimplementation of SIPD RI at the Sumbersari Sub-district Office in Jember Regency has not yet been fullyoptimised. This is due to several obstacles in its implementation. In terms of communication, theimplementation of SIPD RI has been running smoothly, as evidenced by effective communication between theHead of the Planning and Finance Sub-Division, staff, and relevant parties, thereby supporting the smoothrunning of policies and minimising obstacles in the implementation process. However, in terms of resources, the implementation of SIPD RI has not been optimal due to ongoing issues with equipment, such as technicalsystem faults and inadequate internet connectivity. In terms of disposition, the implementation of SIPD RI hasalso not been maximised as there are still challenges regarding user understanding, such as a lack ofattention to detail during the data entry process. Furthermore, in terms of bureaucratic structure, theimplementation of SIPD RI has not been optimal due to the absence of specific written Standard OperatingProcedures (SOPs) regarding the use of SIPD RI.
