Abstract

The Smart Kampung Program in Banyuwangi Regency is an innovation in local government governance aimed at improving the quality of village-based public services through the utilization of information technology. Although various studies have discussed Smart Kampung as a public service innovation, research that analyzes this program from the perspectives of collaborative governance and New Public Governance remains relatively limited. This article aims to analyze the implementation of the Smart Kampung Program as a collaborative governance practice involving local governments, village governments, communities, and non-government actors within a public policy network. This study employs a qualitative-descriptive approach through a literature review and analysis of policy documents relevant to the implementation of Smart Kampung in Banyuwangi Regency. The analysis uses a collaborative governance framework to examine collaboration dynamics, actor capacity, and relationships among stakeholders. The findings indicate that the Smart Kampung Program has established a multi-actor collaborative network and encouraged the repositioning of the local government’s role as a facilitator. However, the quality of collaboration has not yet been fully substantive, as it continues to face challenges such as gaps in human resource capacity, limitations in technological infrastructure, and low levels of community participation. This article emphasizes the importance of strengthening collaborative governance to enable the Smart Kampung Program to sustainably create village-based public value.
