Abstract

Pelestarian bangunan cagar budaya tidak hanya berfokus pada nilai historis, tetpi juga pada pengelolaan kualitas lingkungan yang berkelanjutan. Namun, studi sebelumnya menunjukkan bahwa pemanfaatan Internet of Things (IoT) lebih banyak difokuskan pada pemantauan lingkungan umum, sementara kajian cagar budaya cenderung menitikberatkan aspek fisik dan regulatif, sehingga menyisakan kesenjangan dalam perspektif administrasi publik, khususnya terkait integrasi OT dalam kerangka Digital Era Governance. Penelitian ini bertujuan menganalisis strategi pengelolaan bangunan cagar budaya di Hotel Savoy Homann Bandung dalam pemantauan kualitas udara berbasis IoT menggunakan pendekatan kualitatif deskriptif melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan masih berorientasi pada keputhan regulatif melalui pemantauan periodik, sementara pemanfaatan teknologi digital belum terintegrasi secara real-time dan hubungan antaraktor masih bersifat administratif. Penelitian ini berkontribusi dalam memperkaya kajian administrasi publik dengan menegaskan keterbatasan penerapan Digital Era Governance serta pentingnya penguatan integrasi kelembagaan, orientasi kebutuhan, dan transformasi digital dalam pengelolaan cagar budaya. The preservation of cultural heritage buildings focuses not only on historical value but also on sustainable environmental management. However, previous studies indicate that the application of the Internet of Things (IoT) has primarily focused on general environmental monitoring, while cultural heritage studies tend to emphasize physical and regulatory aspects, leaving a gap in the public administration perspective, particularly regarding the integration of IoT within the framework of Digital Era Governance. This study aims to analyze the management strategies for cultural heritage buildings at the Savoy Homann Hotel in Bandung regarding IoT-based air quality monitoring using a descriptive qualitative approach through interviews, observations, and document analysis. The results indicate that management remains oriented toward regulatory decisions through periodic monitoring, while the use of digital technology has not been integrated in real-time, and relationships among stakeholders remain primarily administrative. This study contributes to enriching public administration research by highlighting the limitations of Digital Era Governance implementation and the importance of strengthening institutional integration, needs-based orientation, and digital transformation in cultural heritage management.
